Box 942836, Room 1115-1 Sacramento, California 94236-0001 Re: Forensic Report and Plan of Action for Oroville Dam Dear Mr. Davis: As required by our February 13, 2017 letter to the California Department of Water Resources (DWR), an independent forensic analysis was undertaken to determine the:root cause and contributing factors for the spillway failures at Oroville Dam in February 2017. The final report was released on January 5, 2018. As this analysis was required by the Commission, formally submit a copy of this report for the record to FERC within the next 7 days. With the submittal, provide any initial comments or clarifications that you may have regarding the report. Additionally, as also required by the February 13, 2017 letter, provide a copy of the forensic report to the Board of Consultants (BOC) for their review and comment. Their review should, at a minimum, focus on the technical factors identified in the report. They may also review and comment on the human/organizational factors cited as contributing in the report. Their comments should be conveyed in a memo to DWR, with copies to FERC. Within 60 days of this letter, submit a plan and schedule to address the findings and recommendations of the forensic report as they pertain to DWR.
