Box D 727 Oak Street Downier-ille, CA 95936 Red Bluff, CA 96080 {530) 289 3295 {530) 527- 4655 RE: Coordination with Butte, Lassen, Plumas, Sierra, and Tehama Counties Dear Honorable Chief Tidwell, We, the aforementioned counties, are deeply concerned regarding ongoing issues with the United States Forest Service, Region 5, in Northern California. Firs#, there is a lack of participation with the Coordination process, created by Congress, to resolve concerns and impacts to local government. There is an absence of advance notification between the USFS and local government. Management decisions which affect our counties have become burdensome to the point that some counties are seeking judicial relief. These regulatory policies are troubling because the USFS Region 5 management decisions have impacted the access, recreation, and local economies of our counties. For instance, an example of this is the USFS Plumas National Forest Travel Management Plan. The Plumas National Forest TMP will significantly impair citizens' access to USFS lands. Tourists, hunters, fisherman, back packers, OHV, and ADA users will have reduced access due to unrealistic restraints in the Plumas National Forest. This is only one example of the lack of coordination between the USFS and our local govemmenf agencies. In addition, there is a lack of consistency in policies across the various borders of the national forests. For example, one forest will have a particular set of restrictions and another will have none.
