Re: The growing deadly results of irresponsible binge consumption of alcoholic beverages, or anything else.
To Chico community leaders and government, business leaders, local music associates, and concerned citizens:
My name is Phil Foto, and I am the retired owner of FotoVision Productions in Magalia, Catifomia. The key to
resolving this deadly local problem is through education, because this crisis has only grown worse since when my
family, who owned and operated the Acme Brewery in Los Angeles, stopped teaching the different reasons and
proper service of, associated with using different alcoholic beverages. The generations who make-up today's
community and society have never been educated to the different reasons for use and consumption, resulting in
today's growing deadly crisis created by consumption without reason, or consumption for ail the wrong reasons.
I propose this deadly trend can begin to be reversed when we acknowledge and address this deadly crisis by re-
introducing education and by way of truth, right, logic, and reason, once again promote-the safe use and
consumption of alcoholic beverages taught not only to me, but also shared and taught to the consumers, dealers,
and providers of both Acme Beer and all other alcoholic beverages produced by my Foto Family's Bohemian
t)istributing Company business, and as taught to consumers by their circulated periodical titled "Bohemian Life".
Loosing this education created multiple generations who eventually turned twenty-one years old the legal age, to
consume alcohol, but'nobody-ever taught thern'the reasons far or how to'safely consume alcoholic beverages:

.dessert course,,along with the corresponding alcoholic or non-alcoholic beverages .that compliments each.
food item to the palette and the different reasons for consuming each cor~bination~,of food and beverage.
3. I will lecture and educate the dinner guests to the benefits and reasons for consumption over a twd hour
serving and will be joined by an agreeing crew of supporting servers, including entertainment by local
musicians and other talent. Anyone involved with production will be costumed in traditional Sicilian dress.
4. I will solicit by written correspondence corporate sponsors with mutual concerns to provide the food and
drink products necessary to present each educational dinner production, and find an acceptable
community location equipped to accommodate each venue, i will request the partnership support of all
concerned local and state elected officials, including all state and local law enforcement agencies.
5. I will avoid intpxication by providing a bartender instructed to serve small ounce portions in conjunction
with the food item each beverage compliments. The planned dessert beverage is freshly brewed coffee.
Here are a few examples and reasons my family taught me for using alcoholic beverages. I can remember as a
child, my grandpapa and papa would be waricing in the family summer garden when grandpapa would send me to
have grandmamma fetch two bottles of beer from the cool cellar, then give them to me to bring back to him.
Grandpapa would ask; "Philip do you know why your papa and I stopped work to enjoy a bottle of beer? No papa I
would reply. Because it is a hot summer day today, we have been working hard and became over-heated, and a
bottle of beer will quench our thirsts and refresh us before we return to work in the garden."Or before dinner
Uncle Tony would ask; "Philip do you know why we enjoy a highball before we eat our dinner? No Uncle Tony why?
Because the highball enhances our appetites and gets our digestive juices flawing." Or at dinner grandpapa would
ask; "Philip do you know why we enjoy a glass of red wine with our dinner meal? No grandpapa why? Because red
wine aids in our digestion and it's good #or our blood." And after dinner papa would ask; "Philip do you know why
we enjoy an after dinner tiqueur with our dessert? Na papa why? Because Uncle Jake's Creme De Menthe topping
compliments and adds to the flavor of the ice cream we are enjoying." And with every alcoholic beverage it was
always consumption by reason. But consumption to become drunk was never a good reason or tolerated, evoking
the disapproval of all family members, and creating a sense of shame, with a desire to change the bad behavior.
With your support and help I believe we together as a community of sincere and determined citizens can begin to
Cum this growing crisis around. Not with our words, but with sincere and determined actions to educate an
ignorant population. I never accept eiccuses for bad behavior because we can change our bad behavior. Therefore
there is no acceptable excuse for it, change it. The time is now to ask yourself; "Are you part of the problem, ar
are you part of the solution?° You must choose now if you want to be part of the solution and stop this crisis NOW!

hello folks ..anyone who~knpws me„knowsthat, i enjciy a fold. glass of.beer'~or ale. on a hot summer day..to quench
my thirst and refresh me just as much as anyone eise...or a glass of red wine with my dinner because it aids in my
digestion.and is good far my blood:..and i always have a specific. reason, to consume any particular beverage be it
