R~: SUPPORT- Reclamation District 1Q8 Grant Application for Development of the Mid and
Upper Sacramento Regional Flood Management Plan
Dear Mr. Koch:
Family Water Alliance (FWA is a focal nonprofit organization whose mission is to be a voice for
rural communities and assure that the issues that impact rural agricultural communities are
better understood and address. FWA is privileged to help represent rural interests as part of
the Mid and Upper Sacramento Regional Flood Management Plan (RFMPy.
We also support the efforts of both the Mid and Upper Sacramento regions to combine their
planning efforts because of the connectivity of the two regions. We urge the Department of
Water Resources to fully fund the RD 108 grant application to complete this regional plan.
FWA is fully committed to being engaged in this regional planning process to identify challenges
and deficiencies, proposing potential solutions and projects, and setting out financial strategies
to implement the regions' vision for reducing the risks of flooding.
To that end, the regions' local reclamation districts, local government representatives and other
stakeholders have been working on the development of the grant proposal and review of the
planning scope of work. This process has already brought benefits to the regions by bringing
together rural areas, small communities, and urban areas with an eye toward building local
institutional capacity and developing comprehensive solutions to our regions' flood concerns.
State funding of this proposal will strengthen the mutually beneficial relationships already
forming between our rural, small and urban communities, and provide a solid base for the
future implementation of the RFMP.
