ON GOVERNOR'S DESK PLEASE SEE BELUO"'AW GAINES & CIA TES UPDATE 'FW NAMES NEW WILDLIFE BRANCLY CHIEF GO VERNOR SIGNS AB 718 (FRAZIER) 1 LEGISLATION REMAINING ON GO VERNOR 'S DESK OCTOBER 5, 2017 DFW ANNO UNCES NEW WILDLIFE BRANCH CHIEF Department of Fish and Wildlife (DFW) leadership has announced that Kari Lewis has been selected to be the Department's new Wildlife Branch Chief. Ms. Lewis, who has served with the Department for over 25 years, has most recently overseen DFW's Lands Program within the Wildlife Branch. Prior to overseeing DFW's Lands Program, Ms. Lewis held a variety of other positions within the Department -- ranging from serving as a unit biologist, to serving as an analyst within various GIS functions. Gaines & Associates has had the opportunity to work with Ms. Lewis on a variety of issues over the past several years. Based on this past experience, we believe that -- although her forte is within DFW's Lands function -- her broad experience and knowledge of the Department should position her well to lead DFW's Wildlife Branch. We welcome Ms. Lewis to the DFW Leadership Team, and look forward to working with her in her new position. Ms. Lewis fills the position previously held by T.O. Smith. GOVERNOR BROWN SIGNS AB 718 (FRAZIER) AB 718 -- legislation authored by Assembly Member Jim Frazier (D/11-Oakley) -- was signed into law by Governor Brown yesterday. Sponsored by the California Waterfowl Association and strongly supported by Gaines & Associates and several of our clients, AB 718 is intended to reduce or eliminate charges currently imposed by mosquito abatement districts for mosquito control on privately owned and managed wetlands/duck clubs. The bill authorizes a private landowner to enter into an MOU with their local mosquito abatement district to establish a process to implement best management practices on their managed wetlands which provide for the ecological control of mosquitoes. (916) 558-3160 FAX AB 7(Gipson) Open Carry of Long Guns—REQUEST FOR VETO As recently amended,AB 7—legislation by Assembly Member Mike Gipson(13/64-Carson)—would make it illegal to carry all unloaded long gun in a public place or on a public street within a prohibited area located within the "unincorporated"area of a county. Under the provisions of AB 7,a hunter or shooter could be committing,a serious crime simply by carrying his or her unloaded rifle or shotgun to the gunsmith or on their way to a sporting goods store—should they unknowingly pass through a prohibited area. Further,AB 7 would only impact long guns--the rifles and shotguns that are most commonly used by law-abiding hunters,and most rarely used by criminals for committing a crime. Storage and Security—REQUEST FOUR VETO SB 464(hill)—legislation authored by Senator Jerry Hill(f7/'I;1-San Mateo)—would require dealers who sella firearms at a street level location,and who secure firearms at their location with the steel rod or cable method,to install concrete or hardened steel bollards or other deviceswith a similar structural integrity to'protect the location's front entrance,any floor-to-ceiling windows,and any other doors that could be breached by a vehicle. California already places severe security requirements on our firearms dealers.. Existing California law already requires firearms dealers to store their inventory in a"secure facility"which,as defined,includes numerous security precautions—all of which must be satisfied. SB 464 would impose unnecessary additional security requirements costing,tens of thousands of dollars on most firearms dealers. Although some larger firearms dealers may be able to absorb these costs„SB 464 would have a devastating financial impact oil most smaller dealers—driving many of them out of business.
