TR 4r1tR DIS-It June 15, 2018 Ladies and Gentlemen: Western Canal Water District, Richvale Irrigation District, Butte Water District and Biggs- West Gridley Water District offer this notification of a proposed basin boundary modification to enhance local control and management of groundwater in the West Butte and East Butte Subbasins in accordance with the Sustainable Groundwater Management Act. The Districts request your support for their proposed basin boundary modification. Enclosed is a map depicting the Department of Water Resources' current subbasin boundary lines, the Districts' proposed modification, and how the Districts' proposed modification aligns with and enhances other proposed basin boundary modifications currently being pursued by other agencies, including the Counties of Butte, Colusa and Tehama. The proposed modification would create the new Butte Subbasin to better promote sustainable groundwater management. The new Butte Subbasin would align more closely with existing planning documents paid for by taxpayers and ratepayers within the Districts, including groundwater management plans, agricultural water management plans, and groundwater monitoring efforts. The new Butte Subbasin would not impact sustainable groundwater management in the remaining subbasins and may allow for greater opportunity for groundwater storage and enhanced groundwater conditions in the proposed new Butte Subbasin and the adjacent subbasins. The Districts believe that the new Butte Subbasin would allow for closer coordination of management activities and sharing of data and information across the subbasins and between the Districts and other public agencies, stakeholders and members of the public. Lastly, the Districts' proposal would reduce the total number of subbasins subject to the Sustainable Groundwater Management Act in Butte County from four to three; consequently, the proposal would reduce the complexity and potential costs to the residents of Butte County in complying with the Act. The Districts are coordinating this proposal with all neighboring agencies, stakeholders and interested members of the public. The Districts request a letter from you supporting these proposed modifications. A sample support letter is enclosed for your review and consideration.
