Oaks Program As the Manager for the local Farmer's Market I gained a diverse understanding of

Water Policy Analyst
Tempra Board me to explore a wide variety of irrigation methods from flooding to drip fines. As a
Marketing and Grants iresource for all of the market vendors I was expected to know about the positive
and negative aspects of our region's irrigation options, I was also responsible for
communicating with vendors and customers about the costs of pumping, and the consequences of over
pumping, from the deterioration of water quality to land subsidence permanently reducing the capacity of our
aquifers.
Now, as the Executive Director for the Butte Environmental Council (BEC) I feel that I am uniquely qualified to
represent the Environmental Community and to advise the Board as we continue to implement the Sustainable
Groundwater Management Act (SGMA). A non-profit organization committed to environmental protection for
more than 40 years, BEC has gained a reputation as, a leader in Butte County. BEC is a voice for the
community, shaped by the concerns and passions of almost 1,000 voting members. In annual surveys more
than 70% of our members identify water as a top priority. BEC has been involved in the SGMA process from
the beginning and will continue to participate as Butte County plans for the future of water in our region.
In addition to my work as a Representative for the Environmental Community I am also a small farmer and
groundwater pumper, With my mother I grow small amounts of specialty produce which we sell at local farmers
markets. In total on our 2 small plots of land we irrigate 1.5 acres with groundwater from on-site wells in the
West Butte Subbasin just outside of the City of Chico limits at 1333 and 1338 Marian Ave, Chico, CA 95928.
1 hope you will consider me as the environmental representative for Butte County's Groundwater Pumpers
Advisory Committee.
Sincerely,
Natalie Carter
