To the Honorable Board of Supervisors of Butte County:
I write this letter on behalf of the Llano Seco Rancho,to respectfully request your appointment of myself
Joe Mendes to Charlie Edgars' seat on the GPAC.
The Llano Seco Rancho makes up a large portion of the West Butte sub basin,is 19000 acres and relies on
the use of groundwater.
I am qualified and ready to serve as a member of the GPAC. I have been in farm
management for the past 25 years. In that time I was President of the Aliso Water District
located in Madera County. As President I helped create the Madera Water Basin Joint
Powers Authority and served as the JPA's Vice Chairman. I also helped create, structure
and served on the Board of Directors of the Madera Water Basin Groundwater
Sustainability Authority.
In summary it is vitally important for Llano Seco Rancho and the West Butte sub basin
that we maintain our seat on this very important board. I possess the knowledge and
experience necessary to help lead and govern the board with water and resource issues.
The owners of the Llano Seco Rancho and myself ask the Board to please take
appropriate action to appoint myself to the Groundwater Pumpers Advisory Committee.
