Since you are close to this proposed installation, and represent the majority of residents, as their Butte County Supervisor, I was wondering if you received a copy of the 'Notice of Risk Management Plan Public Review', for the 'Helena Chemical Co' proposed chemical storage, mixing and transportation facility at 1702 Nelson Rd., Nelson. The notice I received was on Butte County Public Health letterhead. My main concern I have is that there is a rigorous emergency notification plan for locals and everyone down wind. The Delta breeze goes mainly North/South depending on the time of day. At the Union Carbide facility in Bhopal, India lacked an adequate emergency notification system and plan, and thousands died almost immediately and thousands within two weeks of exposure. Odd thing is that the plant was actually not operating at the time of the toxic release of 42 tons of Methyl Isocyanate in the middle of the night. For public review of this facility, there is a 45 day review and comment period, starting Feb. 7, 2012. Depending on the wind direction, I would expect this proposed facility notification plan to cover at least: Nelson Richvale Bi s Thermalito Cherokee Stri Da on Durham and possibly Chico and Gridley. One thin I'd be interested in knowin is 'what is their I^mer enc Notification Plan far the worst case senario'. I looked at the Butte County Public Health web site and this projector notice is not mentioned. I called the BCPH 538-7281 friday, asking for Mike Huerta or Vance Severin, and am waiting a return call. I feel that if you are satisfied with your own safety and that of your constituents, then Helena Chemical has the worst case scenario covered with an emergency notification plan, and people in the area and down wind will know that to do.
