I am a compliance officer with District Council #36 Labor Management Cooperation Committee {Established Pursuant to29 U.S.C. & 175a) which is a,not for profit organization dedicated to improving the construction and maintenance industry for all parties who provide services, are employed in, or utilize construction or maintenance services such as School Districts, Cities, Counties, State and Federal agencies. In an effort to help insure that prevailing wages and apprentices are utilized on all County construction and maintenance projects we will be monitoring County projects through out Northern California. We will be utilizing the California Public Records Act, California Prevailing Wage laws, California Department of Apprenticeship Standards, California Uniform public Construction Cost Accounting Act and several other State and Federal laws to help us in our efforts. We have found several requirements that many Counties need to comply with that have inadvertently or negligently been neglected . I am sure that most Counties make honest efforts to comply with all Federal, State and Local laws involving their construction and maintenance projects. In reality it does cost tune and money and any Counties do not have the staff and proper funding to monitor their projects properly. In many cases they leave it up to contractors to act appropriately and follow all laws which in many cases cost the contractor some of their profits. In this scenario honest good contractors lose a lot of work to nefarious contractors, apprentice do not get trained,prevailing wages are not paid and usually Counties get shoddy and unprofessional service. I am sure you understand the importance of educating and training the current and next generation,of construction workers. You also probably know the importance of paying prevailing wages to construction workers who live in your communities and how it equates to a higher standard of living for them and their families. it also allows them to be able to purchase homes in their communities and pay County property taxes and School taxes to help fund the School Districts in which they live. 1246 Putman Av Yuba Qit A 95 91 02/20/2015 page2 of 2 In order to avoid any penalties and or complaints against Butte County in the future we strongly suggest you use the State mandated form DIR-PWC 100 (Extract of Public Works Contract Award) copy enclosed,if you are not currently doing so. We also hope that Butte County will endeavor to monitor your contractors compliance in paying prevailing wages ,hiring apprentices and following all other labor and safety laws including avoiding potential misuse of public funds.I or another compliance officer will be seeking access to your approved Labor Compliance Program if Butte County has one, bidding practices and some of your files including certified payrolls on past and current projects in the near future to help ascertain weather your contractors and staff are complying with the laws and codes mentioned in this letter.
