My name is Christopher Morgan. I have owned. Eldorado Mobile Estates, located at 9289
Skyway, paradise, CA 95969, for over 28 years. Eldorado Mobile Estates is a 92 space
senior mobile home park.
The purpose of my letter is to make you aware Gf the impact of the Butte Counter Board.
of Supervisors' decision to amend the county's waste collection franchise agreements to
the operating expenses of the pa&.

wa te�oollection services to Eldorado Mobile Estates. She told nye the increase takes
effect on March 1,, 2,0.15,and wanted to let nae know so I could.p4ss,the increase on to the
park's residents.. ;'the Califurnia-Department of Housing,and Community Development
requires park owners to notify,the residents 90 days prior to any.space,rent increase. She
pointed out if I acted immediately I would only have to absorb the,increased expertise for
one month.
Eldorado Mobile Estates.is currently paying S 10.6,2 per:space per month for weekly
garbage and biweekly green waste collection services. n March 1,2015 the rate for the
c rr nt services would increase.tc, $1180 .50 or" 19,64 peg sp phis 80 :2.2.rrrontlaly
escalation is almost an 5%increase for the same services. l have enclosed a copy of m
current bill and a new proposed bill from Northern Recycling for your review.
Eldorado Mobile Estates is located adjacent to the, Town of paradise northern city limits.
The park's driveway is in the city limits and you enter the county as y u turn into the
park. mobile home parks in the Town of Paradise are currently paying $10.86 per space
for solid waste collection services from.Northern recycling. Northern Recycling's!
expenses to service Eldorado Mobile Estates due 10 its close proximity do not warrant
dais drastic rate hike.

solid'waste collection fees: A statement wall made that one of"the new franchise
agreements' goals was to make rates stable, A number of$.50 to $1.00 monthly rate
increase was also mentioned,
Most of the residents at Eldorado Mobile Estates are on fixed incomes. A rate increase:of
$.50 to $1.00 could be absorbed by the park, A $9.04 per space monthly increase will
have to be passed on to the residents, causingy a financial hardship to many.
I would strongly urge you to look into this matter and detennine if a more equitable
solution can be reached. Please reconsider this 85%rate increase. When it effects so
many seniors, this is an unconscionable rate hike, Your prompt consideration to this
matter is greatly appreciated.
