HomeMy WebLinkAboutLetter from Ann Schwab of Northern Sacramento Valley Integrated Regional Water Management Board regarding Board Meeting attendanceDM Nl COUNTY x Northern Sacramento Valley Integrated Regional Water Management Board 308 Nelson Avenue OROVIt.LF•• CAllFORNtA August 4, 2014 Oroville, CA 95965 Doug Teeter, Chair Butte County Board of Supervisors In Re: Northern Sacramento Valley Integrated Regional Water Management Board Meeting Attendance Dear Board Members: We are pleased to inform you we have completed the development of the Northern Sacramento Valley Integrated Regional Water Management Plan (NSVIRWMP). After review by the Department of Water Resources (DWR), the NSVIRWMP has been found to be consistent with all aspects of the IRWM Planning Act and related IRWM Plan Standards contained in the 2012 IRWM Grant Program Guidelines. In short, this approval qualifies all projects contained in the NSVIRWMP as eligible to receive grant funding under various State programs. The final NSVIRWMP was approved by the NSV Board on June 9, 2014, after revisions to the final draft plan, which were discussed at the April 14, 2014 NSV Board meeting, We are very pleased with the interaction and discussion that takes place at the Board meetings, but we are also concerned that chronic absences to the NSV Board meetings by Board members may stifle the conversation and at times have prevented action being taken by the Board on important matters. Per the NSV By -Laws, any NSV Board member who misses three consecutive regular meetings without good cause may be removed from the NSV Board by their appointing Board of Supervisors. We currently have Board members who have exceeded the absences limit. I have enclosed the Board meeting attendance records for your reference. With this in mind, we encourage individual Boards of Supervisors to evaluate their current NSV Board appointments and assess their commitment to this regional planning process. Implementation of the NSVIRWMP will only be successful with an engaged Board and staff. The NSV Board is also currently reviewing the structure of the NSV TAC. This review is being conducted through the Governance Subcommittee, which consists of one Board member from each county. The Governance Subcommittee plans to bring a cc �3 CA L> recommendation back to the full NSV Board at their September 8, 2014 meeting. In accordance with the NSV Board By -Laws, TAC appointments should be reconsidered every two years or as positions are vacated. Although the NSVIWRMP has been finalized and approved, and we are entering into the implementation phase of this regional planning effort, there is much work still to be done.
