RE: RESOLUTION REQUESTING A WAIVER OF THE ADMINISTRATIVE
CHARGE ASSOCIATED WITH THE COOPERATIVE AGREEMENT WITH
CAL FIRE TO PROVIDE FIRE PROTECTION SERVICES
Dear Members of the Board:
Attached is a letter from Bill Connelly, Chair of the Butte
County Board of Supervisors, requesting that our Board join Butte
County in requesting a waiver of the administrative charge
associated with the County' s cooperative agreement with CAL FIRE
to provide fire protection services. As Board members are aware,
we have had to make extraordinarily difficult decisions with
regard to the provision of fire service for unincorporated areas
of our county. If the State were willing to temporarily waive
the administrative charge, those funds could be made available to
provide increased local staffing.
Accordingly, I recommend that the Board adopt the attached
resolution requesting that the State of California waive the
administrative charge associated with the cooperative agreement
with CAL FIRE to provide fire protection services in Santa Cruz
County.

RESOLUTION NO.
On the motion of Supervisor
duly seconded by Supervisor
the following resolution is adopted
RESOLUTION REQUESTING THAT THE STATE OF CALIFORNIA
WAIVE THE ADMINISTRATIVE CHARGE ASSOCIATED WITH THE
COOPERATIVE AGREEMENT WITH CAL FIRE TO PROVIDE
FIRE PROTECTION SERVICES IN SANTA CRUZ COUNTY
WHEREAS, Santa Cruz County has contracted with CAL FIRE for
many decades to provide fire protection services; and
WHEREAS, Santa Cruz County and CAL FIRE have found the
contract to be mutually advantageous in providing comprehensive
fire protection services to residents in Santa Cruz County; and
WHEREAS, a total of 35 California counties contract with CAL
FIRE for some level of fire protection services; and
WHEREAS, the current economic conditions have strained the
ability of Santa Cruz County, and other counties, to provide
critical services to the public; and
WHEREAS, these conditions have resulted in Santa Cruz County
and other counties more closely examining the administrative
charge associated with the contract with CAL FIRE; and
WHEREAS, a waiver of the administrative charge for one year
would assist Santa Cruz County in providing an increased level of
fire protection services .
NOW, THEREFORE, BE IT RESOLVED that the Santa Cruz County
Board of Supervisors hereby requests that the State of California
waive the administrative charge associated with the cooperative
agreement between CAL FIRE and the County of Santa Cruz for one
year.

Re: Waiver of CAL FIRE administrative charge
The Butte County Board of Supervisors requests your consideration in adopting a resolution. This
resolution requests the State of California temporarily waive the 11% Administrative Charge related to
CAL FIRE contracts.
Butte County contracts with CAL FIRE to provide fire protection services. Your county also contracts
with CAL FIRE to provide fire protection services. The State's current financial condition and lack of
resources requires Butte County to temporarily close two of its twelve fire stations every day. If the
administrative charges were waived, these rotating closures would end. The administrative fee plus other
fiscal cuts the State of California is making creates public safety issues in our county. It is probable that
Santa Cruz County is similarly impacted.
On May 25, 2010,the Butte County Board of Superyisors adopted a rbsolution asking the State to
temporarily waive the administrative charge. A similar request was recently made of Governor
Schwarzenegger and our legislative delegation. The Butte County Board of Supervisors respectfully
requests your consideration in adopting a similar resolution.

CHAIR TO SEND THE RESOLUTION TO ALL COUNTIES THAT CONTRACT
WITH CAL FIRE TO REQUEST ADOPTION

WHEREAS, the County and CAL FIRE have found the contract to be mutually

BE IT FURTHER RESOLVED that the Board of Supervisors authorizes the
Chairman of the Board to send this resolution to all counties that have a Cooperative
Agreement with CAL FIRE to request they adopt a similar resolution.
