SUBJECT: Users' Group 2009 Year in Review
DATE: December 17, 2009
Periodically the Board of Supervisors asks about the review and issues
discussed at the Users' Group. Attached is a compilation of the 2009 Users'
Group Agenda items called the Year in Review. The Year in Review compilation
is arranged in five categories: General Plan, Ordinances & Improvement
Standards, Fees, and Development & Process Issues. We presented this list to
the Users' Group at our December meeting as a starting point for a goals
discussion for 2010. This is the first time we have had this type of discussion at
the Users' group and the first time we have compiled all agenda items with a
status listing for each item. We are forwarding this to the Board for information in
addition to the monthly agendas and, as of the last few meetings, summary
meeting notes that are posted on the DDS website. We look forward to any input
on improving our approach with administering the Users' Group.
2009 Year in Review - Key Issues Discussed at Users' Group
GENERAL PLAN
General Plan 2030 Update — regular updates on the progress of General Plan
2030. Status: Board of Supervisors Approved Housing Element and Draft
General Plan 2030 Under Review.
General Plan Text Amendment — County -initiated general plan text amendment
removing lot size reference (6,500 s.f. min.) from the Low Density Residential
(LDR), Medium Density Residential (MDR) and High Density Residential (HDR)
land use classifications. Status: Board of Supervisors Approved
ORDINANCES & IMPROVEMENT STANDARDS
Grading Ordinance — Revised update to the County Grading Ordinance.
Status: Board of Supervisors Approved.
Cul-de-sac Ordinance — Revisions to the County Subdivision Ordinance
regarding cul-de-sac length limitations. Status: Board of Supervisors Approved
Road Improvement Standards — Updates to the Paradise Urban Area Road
Standards. Status: Board of Supervisors Approved
Limited Density Owner Built Rural Dwellings — Building Code Ordinance
based on Title 25 with local requirements added. Status: Board of Supervisors
Approved
Fence regulations - Code Enforcement Advisory Board — Code Enforcement
Advisory Board proposed draft. Status: Under review.
Residential Generator Noise Ordinance. Status: Board of Supervisors
Approved
Outdoor Lighting in Residential Areas Ordinance. Status: Board of
Supervisors Approved
Onsite Waste Water Ordinance Update. Status: Draft EIR released for review.
Comment period has closed.
Graywater Update. Status: Under Review
New Energy Code Requirements — Cool Roof requirements for residential &
commercial re -roofs. Status: State requirements have been deferred.
FEES
Countywide User Fee Update — Update to the department hourly rates,
application fees and process of updating the fee schedule. Status: Board of
Supervisors Approved
Development Services Updates — Charges for services including front counter
time & permit review. Status: Under implementation.
DEVELOPMENT & PROCESS ISSUES
Floodplain Issues/Update — Overview of the current information from the
Department of Water Resources & FEMA. Status: Ongoing.
Electronic Plan Submittal — Discuss concept and timing of requiring all plan
submittals to be electronic. Status: Pilot program.
Sewage Disposal Issues — AB 885 Update. Status: Periodic updates
provided by Environmental Health.
FEMA Community Assistance Visit (CAV) This is a periodic evaluation
regarding the County's compliance with FEMA flood plain requirements. Status:
County response was submitted for review.
Peer Review Plan Check submittals. Status: Option available.
Building Division and Butte Fire Review. Status: Process clarified between
Building and Fire.
