Peggy Moak is that person. I have known Peggy for some 10 years and, during this time, I have observed her excellent performance, professionalism, and dedication to her staff. She has managed the Butte County investment pool of over $400 million dollars with consistent results of higher than average yields utilizing a conservative portfolio strategy. Her coordination with me and other department heads has served to provide the important disclosure documentation required for the issuance and post-issuance ofTRAN, as well as for management of long-term debt. She is a vital resource to other departments for various projects such as the Landfill Gas-to-Energy Project, and PACE (green energy improvements). And she has contributed to implementation of the Debt Management Policy, General Fund Reserve Policy, Positive Pay Policy and Procedure, and Credit Card Acceptance Procedure. Peggy's resume of education and work experience is impressive. She attended the Denver College of Financial Planning where she received, and at one time held, the designation of Certified Financial Planner. Her 20-year career with Washington Mutual Bank was exemplified by several promotions over a long-standing profession: Operations Manager; Regional Administrative Officer; and Branch Manager, Chico,Oroville and Paradise. Peggy prides herself on community involvement and serves on the Concow Citizen's Committee, and with Friends of the High Lakes. Additionally, in the past she has served in Rotary, the Chambers of Commerce of Chico,Oroville and Paradise, Butte College Foundation, Business and Professional Women's Foundation, and the Paradise and Thermalito Little League Boards. Peggy is genuinely appreciated by all staff of the tax cycle departments. In short, she is a pleasure to work with and we are fortunate to have someone so capable and qualified to fill this important interim position. Her credentials, ethics and leadership skills are top-notch and we are blessed to know she fully understands the inner workings of her department and the complex responsibilities of department head. Without reservation, I endorse Peggy Moak and recommend that you appoint her to the position of Interim Treasurer-Tax Collector of Butte County. cc: Paul Hahn, CAO, Butte County `f SIJFaERtr JAN 23 ribn
