In the slid-1980's I worked for then-State Senator Jim Nielsen who authored Senate Bill 1086,
legislation designed to address issues of riparian habitat and fisheries restoration. 1 was the chief staff'
member W(lr'klMg on thIS legislationand became CIUItC familiar with tile problem (II dCChlling fish
polnrlilt Ions, including the Spring RLIII Sahnorl, in the Sacramento River and its ll'Ihllt l'ICS. The Upper
Sacramento River Fisheries and Riparian I labitat Restoration Plan that was developed as a result oi'

to achieve success in its restoration goals.

as a statewide model on horny cooperative efl-orts to improve the environment can really Nvork. Please
expedite PG&F's 11,14' Relicensing Application 1-or their DeSabla-Centerville Project. Their
