We have been a medical cannabis delivery service in Butte county,Chico and Oroville for 3 years. Our
collective has a member base of 6000 people in this county.. All of our members have doctor
recommendations and are verified valid. I have first-hand experience in this industry and good
advice,so
' 'iPWAith 6000 members that does constitute a good little chunk of the population in this county. You
are in a position of government here,and here to serve the community of people, I understand and
believe that. Initiatives have been placed before city council members and county supervisors,which
have not been accepted as new regulation. I believe I know why. On one band it is your intent,to
protect the beauty of our home here as well as not letting the county be overgrown with cannabis and
cannabis businesses. i live in Chico with a wife and a 9-year-old son,and we love Chico so we don't
want to see it overwhelmed with cannabis growing from a limitless amount of irresponsible people in
addition to those who do grow responsibly and legally. I don't want to see dispensaries on every
street corner either.
Within our collective of 6000 people we do have an enormously saddening amount of seriously Ht
people, Butte county residents who you have been tasked with the well being of. Many of our
members suffer from some sort of Cancer, Epilepsy,Chronic pain,Spinal deformities,Crohn's disease,
permanent skeletal damage from trauma,AIDS, nausea and sleep disorders stemming from other
disorders,and our list goes on.
I realize you want to see cannabis be kept out of the hands of those who would irresponsibly use it,
from underage people,and basically keep cannabis from adding to an already existing problem of
drug abuse. it is unfortunate though,that the responsible lawny-abiding citizens who are least likely to
buy it illegally due to your ban might also be that group of people who actually douse cannabis for
legitimate medical needs,and those irresponsible individuals and drug abusers are likely that group of
people who will gust purchase it illegally through any black market source with no recourse. So your
ban is hurting,"medical"cannabis users the most.
Ila+lost every city in Butte county has banned delivery of Medical Cannabiswwrhich has complicated
things for us in needing every medical patient member to drive and meet us outside the city limits,
but it has complicated things much worse four those members of ours,people who many of them have
life threatening illnesses.
The state of California in spite of allowing cities and counties to make their own regulations
regarding cannabis did also task municipalities with the requirement to address the issue of safe
access in regard to medical cannabis patients. California voters adopted`the t w w
,w (CUA), known as Proposition 21'5, in 1996. The CUA calls on lawmakers"to implement a
plan to provide for the safe and affordable distribution" of medical cannabis.A sweeping ban is
not however addressing safe access, nor is requiring only growing your own personal use cannabis,
The majority of sick or elderly people whom are medical cannabis users are not able to grow their
own medicine. People who you are entrusted to protect may be physically unable to handle-Lhs taswi-
may live in an apartment or house where growing is not allowed,they may be cripple'l or m,toow &
pain, they may have absolutely no clue how to do it successfully,or other circurnstances. fw ,

been shown to in many cases successfully shrink cancer tumors.•But wait,your governing peers in
your beloved city say you can't get medical cannabis to your home,you must grow it or break the law
or get it out of town. But,medical cannabis was legalized in 1996,and the state of California has
legalized it altogether now{l? if you grow it you will be waiting a minimum of 3 months until you have
finished cannabis flower which could ease your nausea from the chemotherapy and stimulate your
appetite again,that is if you didn't feel so sick over those three months to even abandon the project.
What possible reason could those governing my hometown possible deny me the option of using
Medical Cannabis which has been shown to help people like me?
What's just one person. Sam Perry is father to his 34-year-old son.David Perry. Thank God for David
his father cares for him. David is mentally retarded,crippled in a wheelchair,and used to have up to
85 seizures a day. Once he got onto the strongest hest medicine doctors had to prescribe him David
would only have only 3-10 massive seizures a day where often he would be thrown uncontrollably :
from his wheelchair and often hit his head. Norcal Medicine Man had created a line of CBD and THC
Tinctures,individualized tinctures,to help patients with sleep,pain,anxiety disorders... Sam Perry
reached out to us on behalf of his son months ago and I am happy to say that Sam saw his son's
violent seizures go from 3-10 a day to one mild seizure once every few days...and this reduction has
remained constant since then.
So, like I said before I believe you do truly care about the people in your community you represent.
Maybe you don't want the negative possibilities of complete legalization and recreational use but
maybe you do actually care about people with legitimate medical needs whether it be violent seizures
like David Perry,or even that guy(me)who has chronic pain due to a displaced spinal column...or
even the thousands of people we have helped over the last three years.
By the way Sacramento is the nearest location to Butte county where a delivery service can get a
local permit. The county of Butte allows deliveries into the county but only from a business based
outside the county. So,you would tell Sam Perry to call a delivery service in Sacramento.to deliver to
his son David in Chico? The delivery service would never do it without charging a-$250 minimum
delivery fee to do that 3-hour round trip delivery.
I have made.a business over the last three years of providing duality cannabis and cannabis
products to medical cannabis users with legitimate medical needs and legal Calif.doctor's
recommendations. We have been caring and compassionate toward our members keeping our prices
low and often giving free products to people who need it,While following state law. Banning delivery
of medical cannabis delivery entirely to the father who doesn't want to leave the house while his son
could have a seizure or to the lady with cancer who can't grow in her apartment and is too sick to
drive,or to everyone else who deserves to use cannabis if they want to treat their condition....IS
WRONG and it flies in the fate of safe access.-
Our medical cannabis delivery needs to be permitted by the state. We can get our state permit
once our locality gives us either a permit or"Authorization". Our members whom are important
medical cannabis users and important residents of this community need safe and legal access now,
not later. You don't need to re-write an ordinance or regulations to authorize'A'medical cannabis
delivery service to have a base location,a business operating address,to be located in your
community,as an"exception".
I arra officially asking you to give Norcal Medicine Man"authorization"to the state when they ask
you for it so that we could continue delivering medical cannabis to our members who have really
become our family over the last three years. The state allows us to act as a"Delivery only Dispensary"
and to be permitted as such. We need your authorization.

IN ORDER TO ACHIEVE CONTROL OVER ACCESSIVE CANNABIS IN THE COUNTY AND ITS CITIES

Even non-medical users by law have the right to grow their personal use six plants if they are
able to.

-No property owner wants 10 large cultivation operations going on around their home,yet
limiting Medical Only cultivation to a handful of companies strictly governed by the county or
` city and only in designated areas could produce enough cannabis to supply the few medical
cannabis deliveries for people with legitimate medical needs. These cultivation companies
should be taxed in the amount based on their production quantity.
Limit the number of dispensaries to 2-5 in the entire county of Butte. Do not allow there in
normal areas of the city. Restrict them to for instance industrial zones,you can even restrict
there to particular areas of industrial zones. Shasta Lake City restricted a maximum of 3
dispensaries to a particular zoning only located on one street from point A to point B.

Restrict the number of the medical delivery services to 10 or less permitted delivery services in
the whole county. Those delivery service with`grand fathering'rights and who have been in
operation the longest in the county with the longest track record of helping medical patients
without any violations or record regarding their business,or their person for that matter.f this
goes for all categories)Delivery only dispensaries are required by the state to have a Frick and
mortar location,not open to the public,but readily open to local government supervision.

Restrict/Ban Volatile concentrate production
Thank you for your concern and consideration of everyoners well-being,including those who
use medical carmabis. I have included in this packet letters from a few of our members.
Every member is important. -
1 would like to offer my help to you and advice while you hopefully go forwarded
implemetrting safe access for Medical cannabis users into your regulation. Some cities in
California have added one local dispensary owner onto their city cannabis policy
subcommittees. I feel that when making the best policy decisions regarding an industry it is a
wise decision to include at least one expert from every facet of that industry—especially.if -
we're talking about raring for and keeping people safe,

My name is Sam Perry and I would like to take this time to share our
story with you. Please understand that we in no
way use recreational marijuana,alcohol or illegal drugs in any way
'shape or form-

ormThirty years ago(1987),my son was born with an illness known as
"Lennox Gastaux Syndrome"aka(LGS). This illness left my son with
mental retardation,no speech and uncontrolled severe seizures. He has
been known to have as many as 85 per day. On average he will have 3 to
10 per day.Each unsuspected seizure tends to throw him to the ground
and cause many other injuries,mainly but not limited to his head- He
is currently on five of the strongest seizure medications known which is
why his seizure count was down to 3 to 10 per day.
After 30 years of pain of-not knowing how to help my son,we decided to
try Cannabis/Oils with the blessings of his Neurologist. We sought
after and found "Norcal Medicine Man" and got my son"s first
bottle/Tincture of CBD oils. To our amazement, the very first day of
using these oils,he had no seizures at all. Although he has had some
breakthrough seizures,he is now only having approximately One Seizure
every 2 to 4 days. And the one seizure he is having is much milder than
his previous ones. Needless to say that our family is so thankful at
this great change in my son's medical condition.
We ask you to please reconsider your ban on cannabis delivery here m
Chico. The tincture we have received from "Norcal Medicine Man"has
made a complete change in our lives. At anytime you desire,I will
bring my son(with the aid of IHSS and Far Northern Regional Center)
before you to prove the wonderful changes that this has made in our lives.
