Re: Chico.2030 General Plan Update and Levees:
Dear Mayor Schwab and Council Members:`
Asyou are.aware FEMA has given written.notices to the City of:Chico and the County of .
Butte (October 29, 2008 and.February 20, 2009)that most of the levees in Butte County,
and all of the levees in the community of the iCity.of Chico are scheduled,to.be.d6-
accredited in the summer of 2010. Per the'news;articles neither the State,County, City
nor Levee Owners are willing to take responsibility for the levees and:sign a
Provisionally Accredited Levee.(PAL)agreement:
Once the levees have been de=accredited this will bring a4ar9e part of Chico into a
Special Flood Hazard Area(Zone A). That will require mandatory flood insurance
. :purchase for property.owners who have loans that.are backed by the.Federal.Government
(FDIC; HUD FHA, FHLMC,FNMA):.This may add a$1000.and most likely more each
year to:the property owners insurance cost.

Plan Update or Butte;County.'General Plan Update. One.must ask=how thisw'11 a1feci the
availability.of developable land, land use and affordable housMng

hearing on the.Draft Housing.Element, Tuesday, March 17t'. .
