I appreciate your interest in having the Forest Service involve the Butte County Board of Supervisors on this topic. As you know., the Chief of the Forest Service has directed all National Forests to identify a road system adequate for safe and efficient access for recreation and resource management, while protecting natural and cultural resources. The process we are following to meet this direction is referred to as the Travel Analysis Process (TAP). It will gather and display important information to aid in future decisions, such as identifying National Forest System (NFS) roads that may be unneeded, or that may be suitable for conversion to another use, such as a trail. Results of this analysis may also identify areas within the National Forest that could warrant additional roads to meet management and public access needs. The process itself does not result in a decision, therefore does not trigger the National Environmental Policy Act (NEPA). It does serve as a basis for developing future proposed actions that will be analyzed under NEPA. The Plumas National Forest is completing the TAP by building on their 20 Roads Analysis Process (RAP), which focused on roads suitable for passenger cars; that is, roads with well graded, graveled or paved surfaces. Information on roads with lower maintenance standards, such as those primarily used by high clearance vehicles, is also being compiled. Motorized trails and unauthorized routes analyzed in TM-Subpart B are not part of TAP. Forest officials met with the Butte County Federal/State Land Use Coordinating Committee on June 18, 2013, to discuss this process.
