I am pleased to announce that the 2013 Final Supplemental Environmental Impact Statement
(SETS)for the Sierra Nevada Forest Plan Amendment (SNFPA) is now available. A copy of the
SEIS is enclosed. The SEIS is also available for download on the Pacific Southwest Region
website: http://www.fs.usda.gov/delail/r5/landmanagementlplanning/?cid=STELPRDB5349922.
This narrowly focused supplement to the 2004 Sierra Nevada Forest Plan Amendment (SNFPA
or Framework) Final SEIS was prepared to comply with a court order issued by the Eastern
District Court of California to remedy a National Environmental Policy Act (NEPA) violation
related to the analysis of alternatives presented in the 2004 SNFPA Final SEIS. This Final SEIS
updates vegetation and fire modeling for the seven non-selected alternatives (F2 through F8) that
were carried forward from the 2001 SNFPA final environmental impact statement (FEIS) so they
could be evenly compared with the two alternatives (S1 and S2) that were developed in the 2004
SNFPA Final SEIS. In addition, alternatives F2 through F8 are assessed with regard to reducing
stand density for forest health, restoring and maintaining ecosystem structure and composition,
and restoring ecosystems after severe wildfires and other large catastrophic disturbance events.
This 2013 SEIS supplements, and tiers to, the 2004 Final SEIS and the 2001 Final EIS for the
Sierra Nevada Forest Plan Amendment. As a supplement, this SEIS addresses the same 11
Sierra Nevada national forests: the Modoc, Lassen, Plumas, Tahoe, Eldorado, Stanislaus, Sierra,
Sequoia, Inyo National Forests, the portion of the Humboldt-Toiyabe National Forest that is in
the Sierra Nevada, and the Lake Tahoe Basin Management Unit.
The Forest Service has prepared these SEIS in compliance with the NEPA and other relevant
Federal and State laws and regulations. The SEIS discloses supplemental information regarding
environmental consequences of the alternatives based on the corrections ordered by the Court. A
notice of availability has been submitted to the EPA and will be published in the Federal Register
on September 13, 2013.
