RE: Application #RFD~3-0016 (Skinner Festival) -Lake Concow Campground
To Whom It May Concert:
We are in receipt of the "Notice of Public Hearings" for the above xeferenced event. The
following is a list of our comments regarding this request:
1. Festivals at the Lake Concow Campground are becorr~ing an every weekend
accarrence with 25 da s scheduled. in the next coo le months. ;See attached

2. During the course of these festivals, the music and :noise are so loud it shakes the
walls of our home. This usually continues well into the early morning hours (3:00
a.m.).
3. Since we work for a living, we are forced out of our home during these festivals
and have to rent a hotel (we can't affoxd), so we can get some sleep before
retur~ung to work in the morning, due to the noise. 'The panty "always" lasts well
past the time the bands "officially stop" and intoxicated partiers share their own
brand of noise on the loud speakers well into the morning.
4. Quiet enjoyment of our home is impossible during these festivals.
S. We live in a rural environment that is full of wildlife and these festivals are
detrimental to the wildlife in the area. Garbage not only permeates the
surrounding streets but is found floating in Concow Lake long after the party is
over: _ _ ._
b. The infrastructure of this area of Butte County is not designed for this type of
activity. The roads are in ill repair and cannot sustain the inexease in traffic that
these festivals bring. Additionally, Law enforcement is non-existent to apprehend
the "doyens" if not more, intoxicated drivers that flood the area and Highway 70.
This is literally more DWl accidents waiting .to happen, not to mention the foot
traffic on'the winding and narrow Concow Road.
