At this time, and in response to a request from the California Wildlife Foundation, the WCB proposes to consider funding environmental reviews and analysis for the construction of a public access trail at North Table Mountain Ecological Reserve, in Butte County. This proposal is presently scheduled for the August 26, 2010, Board meeting. A copy of the preliminary agenda is enclosed for your review. A full agenda will follow within two weeks. North Table Mountain Ecological Reserve, $117,000.00 Public Access Trail (CEQA and Plans) Butte County To consider the allocation for a grant to the California Wildlife Foundation to conduct environmental reviews and analysis pursuant to the California Environmental Quality Act for the construction of a one-and-a-half mile accessible pedestrian trail at North Table Mountain Ecological Reserve located in Butte County. The proposed funding source for this project allows for the construction of public access facilities for wildlife-oriented recreational uses. [Wildlife Restoration Fund] *7. Quail Ridge Preserve $310,000.00 Napa County To consider the allocation for a grant to the Regents of the University of California (UC) to acquire approximately 120± acres for expansion of the UC Davis Natural Reserve System that will be used for research and training to improve the management and preservation of natural resources, including high-quality native grassland, oak and chaparral habitat, located at the south end of lake Berryessa, 14 miles west of the City of Winters, in Napa County. The proposed funding source allows for the acquisition of lands to support the UC Natural Reserve System. Wheeler Ridge, Expansion 2 $5,000.00 Mono County To consider the acceptance of a private donation of land to the Department of Fish and Game, of 2± acres of fee title property to help protect the Round Valley Deer herd migration corridor, located near Crowley Lake, approximately 20 miles northwest of the City of Bishop in Mono County. The proposed funding source, for administrative costs, allows for the protection of significant natural landscapes. DFG Land Management Plans, $260,000.00 Inland Deserts Region, Phase I, Augmentation Riverside County To consider the allocation for an amendment to an existing grant with the California Wildlife Foundation to implement environmental review and public participation pursuant to the California Environmental Quality Act for the Land Management Plan for the San Jacinto Wildlife Area located in H Riverside County. The proposed funding source for this project allows for the preparation of management plans for DFG lands acquired by WCB. Western Riverside County MSHCP (2006), $35,000.00 Expansion 2 - 6 Riverside County To consider the acceptance of a U.S. Fish and Wildlife Service Habitat Conservation Planning Land Acquisition grant and the approval to subgrant the federal funds to the Western Riverside County Regional Conservation Authority to assist in the acquisition of five properties, totaling 820±acres, to protect threatened and endangered species and wildlife linkage corridors, located within the Western Riverside County's Multiple Species Habitat Conservation Plan area, south of the City of Murrieta, in Riverside County. The proposed funding source allows for grants to implement or assist in the establishment of Natural Community Conservation Plans. Whitewater Floodplain, Expansion 1 $5,000.00 Riverside County To consider the acceptance of a U.S. Fish and Wildlife Service grant and the approval to subgrant the federal funds to the Coachella Valley Conservation Commission to acquire a total of 142± acres for the purposes of protecting and enhancing existing regional wildlife linkages and aeolian and fluvial sand transport areas within one of four priority areas of the Coachella Valley Multiple Species Habitat Conservation Preserve, located west of the City of Palm Springs, in Riverside County. The proposed funding source allows for grants to implement or assist in the establishment of Natural Community Conservation Plans. Goodwin Red Clover Valley Ranches $1,993,500.00 Plumas County To consider the allocation for a grant to the California Rangeland Trust for a cooperative project with the Department of Fish and Game, the Northern Sierra Partnership and the Sierra Nevada Conservancy to acquire a conservation easement over 3,904± acres of rangeland for the protection of rangeland, riparian and wet meadow habitat, and conservation of critical wildlife migration corridors. The property is located approximately 45 iii miles north of the Town of Truckee in the Red Clover Valley area of Plumas County. The proposed funding source allows for grants to acquire easements for ranch and grazing land protection. Wildlake Ranch Conservation Easement $6,020,000.00 Napa County To consider a cooperative project with the Land Trust of Napa County, the Moore Foundation, the Packard Foundation, the State Coastal Conservancy and the Department of Fish and Game to acquire a conservation easement over 3,029± acres of land to protect oak woodland, conifer forest, chaparral, and riparian habitats located 20 miles northeast of the City of Napa, in Napa County. The proposed funding source allows for the acquisition and protection of habitat that promotes the recovery of threatened and endangered species, provides corridors linking separate habitat areas to prevent fragmentation, and protects significant landscapes and ecosystems such as old growth redwoods, mixed conifer forests and oak woodlands, riparian and wetland areas, and other significant habitat areas. Marks Ranch $2,195,000.00 Monterey County To consider the allocation for a grant to the County of Monterey to acquire 624± acres of coastal range habitat with native grasslands, oak woodlands, riparian habitat and seasonal wetlands which serve as an important wildlife corridor, located adjacent to the Toro Regional Park, near the City of Salinas, in Monterey County. Also to consider the acceptance of a pending Land and Water Conservation Fund grant from the National Park Service as a reimbursement. The proposed funding source allows the protection of habitat that,promotes the recovery of threatened and endangered species and provides corridors linking separate habitat areas to prevent habitat fragmentation. Alamo Creek Conservation Easement $2,220,000.00 San Luis Obispo County To consider the allocation for a grant to The Land Conservancy of San Luis Obispo County for a cooperative project with the Department of Fish and Game to acquire a conservation easement over 1,767± acres for the iv protection of oak woodlands, riparian habitat, and conservation of critical wildlife migration corridors, located approximately 10 miles northeast of the City of Santa Maria in San Luis Obispo County. The proposed funding source allows for grants to acquire easements for oak woodland preservation. Los Cerritos Wetlands $5,180,000.00 Orange County To consider the allocation for a grant to the Los Cerritos Wetland Authority for a cooperative project with the State Coastal Conservancy and the Rivers and Mountains Conservancy to acquire 100 - acres of land to protect critical coastal wetland habitat, scenic features and vanishing remnants of California's wetland landscape located in the City of Seal Beach, in Orange County. The proposed funding source allows for the acquisition and protection of southern California coastal wetlands in or adjacent to urban areas. Santa Rosa Plateau Ecological Reserve, $145,000.00 Tenaja Corridor, Expansions 1 - 10 Riverside County To consider a cooperative project with The Nature Conservancy and the Department of Fish and Game to accept a donation of fee title to seven properties totaling 73± acres, conservation easements over two properties totaling 19t acres, and the acceptance of a U.S. Fish and Wildlife Service Habitat Conservation Planning Land Acquisition grant to acquire 39± acres as expansions of the Santa Rosa Plateau Ecological Reserve, Tenaja Corridor, to protect threatened and endangered species and wildlife movement corridors, located within the Western Riverside County's Multiple Species Habitat Conservation Plan area, west of the City of Murrieta, in Riverside County. The proposed funding source allows for grants to implement or assist in the establishment of Natural Community Conservation Plans. Sedgwick Reserve Infrastructure and $960,000.00 Facilities Upgrade Santa Barbara County To consider the allocation for a grant to the Regents of the University of California to upgrade utilities, repair roads, fencing, and a roof; construct a V r. maintenance shop, and remove two buildings at Sedgwick Reserve, located in the Santa Ynez Valley approximately 4 miles northeast of the community of Santa Ynez in Santa Barbara County. The proposed funding source for this project provides for grants to the University of California for the Natural Reserve System for the construction and development of facilities that will be used for research and training to improve the management of natural lands and the preservation of California's wildlife resources. Vail Lake $965,000.00 Riverside County To consider the allocation for a grant to the Riverside Land Conservancy for a cooperative project with the Department of Defense and the Regional Water Quality Control Board to acquire 520± acres of native upland and wetland habitat to support threatened and endangered species, located within the Western Riverside County's Multiple Species Habitat Conservation Plan area, 20 miles east of the City of Temecula, in the unincorporated area of Aguanga, in Riverside County. The proposed funding source allows for the acquisition or grants to implement or assist in the establishment of Natural Community Conservation Plans. Otay River Delta Riparian Habitat Restoration $600,000.00 San Diego County To consider the allocation for a grant to River Partners for a cooperative project with the U.S. Fish and Wildlife Service to restore approximately 65± acres of riparian habitat near the mouth of the Otay River on the San Diego Bay National Wildlife Refuge. The proposed funding source for this project allows for the enhancement or restoration of riparian habitat located in floodplains.
