The existing Bulletin 118 subbasins were recognized as unsuitable in some cases for implementing SGMA. As a result, a process to modify basin boundaries became part of SGMA. The Department of Water Resources (DWR) has provided an opportunity for Groundwater Sustainability Agencies (GSAs) to submit requests to adjust the current boundaries of groundwater basins and subbasins in order to promote sustainable groundwater management. Butte County is recognized by DWR as the GSA for the Butte County portions of the Vina,West Butte, and East Butte subbasins (Attachment 1). Currently the boundary between the Vina and West Butte subbasins is Big Chico Creek, which divides the City of Chico GSA, placing it in both subbasins and requiring the City of Chico to participate in the development and implementation of two separate Groundwater Sustainability Plans. The purpose of this letter is to notify interested stakeholders that Butte County intends to submit a Basin Boundary Modification (BBM) request in coordination with the City of Chico to DWR by June 30, 2018. This modification would move the boundary of the Vina and West Butte subbasins further south. As a result the City of Chico GSA would be entirely located within the Vina subbasin (Attachment 2). Currently,the majority of the City of Chico's jurisdiction lies within the Vina subbasin. This BBM includes moving portions of Butte County GSA areas in the West Butte and East Butte subbasins to the Vina subbasin. This change to the subbasin boundaries would promote effective and efficient sustainable groundwater management, consistent with the standards by which a jurisdictional BBM may be approved by DWR under SGMA regulations. In addition,this adjustment will make the governance of the subbasins,along with staffing responsibilities, more time and cost efficient. Also as part of this BBM application, Butte County intends to coordinate with neighboring GSAs in subbasins bounded by the Sacramento River where the River also serves as a county boundary between Tehama and Butte Counties and Butte and Glenn Counties. Affected subbasins include the Corning, Colusa, Vina, and West Butte subbasins. In these areas, the subbasin boundary will be slightly modified to align with existing County boundaries. This addresses inconsistencies in the current mapping(existing shapefiles), but does not result in a material change to the current basin boundary along the Sacramento River. Butte County is interested in receiving feedback from local agencies and landowners in the Vina, West Butte, and East Butte subbasins concerning this subbasin modification. County staff will bring the basin boundary modification proposal before the Butte County Board of Supervisors for consideration on June 12, 2018 at 25 County Center Drive,Oroville, CA 95965.
