Subject: Department of Fish and Wildlife-Payment in Lieu of Taxes
Dear Governor Brown,
On behalf of the Board of Supervisors of Butte County, I am writing you today regarding Payment in Lieu
of Taxes(PILT) due from the Department of Fish and Wildlife (DEW). Butte County respectfully requests
that you include in the 2014-2015 State Budget payment of monies owed to Butte County and allow for
the resumption of annual PILT payments from DEW.
Fish and Game Code Section 1504 specifies that when income is derived directly from real property
acquired and operated by the State as wildlife management areas,the Department of Fish and Wildlife
shall pay annually to the county in which the property is located an amount equal to the county taxes
levied upon the property at the time title was transferred to the State. These PILT payments are
intended to offset adverse impacts to county property tax revenues that result when the State acquires
private property for wildlife management areas. Butte County is home to four such wildlife areas,the
Sacramento River Wildlife Area,the Upper Butte Basin Wildlife Area,and Gray Lodge Wildlife Area,and
the Oroville Wildlife Area.
