Title 25 The three main area's of concern pertaining to Title 25 are:- $�� �ofiSu �Rviso Q 1. Excempt from C.D.F. Fire codes and requirements. OROVILL6 L �40� 2. Greatly reduced building codes i.e. no sewer hook ups, or septic systems. , CA 'FORNIA 3. No (title 25) dwelling shall be required to be connected to a source of electricity, i.e. generators can be used 24 hours a day every day and night. Solar and wind power is another choice but is way to expensive. 1. In the very heart of the Concow basin there should absolutely be no fire code excemptions. To do otherwise puts all of us at risk. Concow is considered a very high fire hazard area. To put all of the surrounding communities,whether its Yankee Hill, Cherokee, or Paradise in danger is irresponsible. Public safety is priority one. 2. Greatly reduced building codes. Mainly no sewer hook-ups, or septic systems. Once again a public health hazard to the community. The concern is not only sewage contaminating the soil. But also the chemicals used for these toilets, contaminating the groundwater. Chemicals that may contain cancer causing carcinogens. We all have well water up here, including all of the surrounding areas. These Title 25 cabins are proposed to be permanent, not temporary. So this means families using these chemical toilets, are for a lifetime. The same goes for compost toilets. The long term health and environment hazard is a concern for everyone. Title 25 cabins or cottages are made for seasonal vacation homes and not for permanent residential use. 3. The use of generators to produce electricity. Is a public nuisance in itself. The noise pollution alone is a public health hazard. The need for energy 2417 speaks for itself. Solar power is very expensive. The sheer noise of lots of generators being used 24 hours a day. Will be impossible and unacceptable for the neighbors to tolerate. And anyone else who lives in the vicinity. Especially when people have moved to rural area's for peace and quiet. Let us not forget as far as public safety is concerned. Concow Middle School is located close to where these cabins are being proposed. Also the local public Community swimming pool. Plus Concow Resevoir,which is connected to the Lune Saddle Marina. Article 1, Section 1, of the California State Constitution, states to provide for the health and safety and general welfare of the public in adopting building standards. To eliminate any or part of the California State Constitution, compromises the health and safety of all of Butte County residence. To say nothing of those of us living in close proximity of Concow, and its surrounding areas. It would be irresponsible and reprehensible of the County, and its Board of Supervisors, and the Planning department to place any of its residence and property owners in danger. The needs of the many far out weigh the needs of the few. Any deviation from thp, State codes and regulation.
