The proposed project would modify the District's existing SOI boundary by adding additional area to the SOI that is reflective of the County`s recent 20.20 General Plan Update and corresponding land use designations for future growth. The proposed project would support Butte LAIaCo's mandated review of the 1istrict's SOI. LOAI?UD proposes to add 1.,956 parcels tatalirtg approximately 10,643 acres to the SOI, which represents a dnt~bling of LOAFUD's current SOI. The parcels proposed to be added to the SOI are located in five separate geographical areas, The SOI addition areas are generally to the west, south, and east of the. current LOAPUI~ SO1 and include the proposed Rio D' Oro Specific Plan area along SR 7fl sairth of Oroville, the Power Haase Hill Road/Caste Tree Road area, the future South Ophir Specific Plan area, the unincorporated community of Palcrrnn and surrounding- area, the Miners Ranch Road area, and the Stringtown Mountain Specific Plan area. SIGNIT'1CANT ENVIRONMENTAL EFI~F:CTS: The Draft EIR has identified the follawing environntesttal issue' areas as having potentially significant environmental impacts from implementation of the project: Agt°icultural, Air Quality, Greenhouse Gas Emissions and Climate Change, Land IJse and Popsalation, Utilities and Service Systems, and Cumulative. PUBLIC REVIEW PER10D: A 45-day public review period for the T~raft E[R will corrasnence on May 9, 2013 and end on June 24, 2013. Any written casnmerzts on the Draft EIR must he received by Butte LAFCo within the public review period: On Thursday, Juste &, 2{1.1:3,.
