Classification and compensation study - as part of the 199(1-91 final budget, funds were provided to accomplish a Countywide classification and compensation study. Proposals were solicited and five were received and reviewed by the Chief Administrative Officer, Personnel Director and Auditor-Controller - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIRMAN TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND AUDTTOR- CONTROLLER. County library donation - in accordance with Government Cade Section 25355, donations have been received of $500 anonymously, and $2,000 from Dr. Jay O. and Mary Gibson, Chico for the Butte County trust fund for the purchase of books - action requested - ACCEPT DONATIONS AND AUTHORIZE LETTER OF APPRECIATION. 7. Randall A. Padgett, attorney at law on behalf of Kellie Dawn Wolmutt - files a claim for indemnification in an unspecified amount as a result of alleged injuries sustained by Marty Elmer Pilcher in a motor vehicle accident on or about October 10, 1989 at or near State Route 162 and Oakville Avenue _ action requested - REJECT CLAIM AND REFER TO COUNTY COUNSEL AND RISK MANAGEMENT. 12. Contract change orders no. 1 and no. 2 - Public Health Department/Mental Health Department selective demolition and asbestos abatement - contract change order no. 1 has been prepared in the increasing amount of $2,450 and change order no. 2 in the increasing amount of $2,895 to remove additional pipe corrosion and soil debris on the job site - action requested - APPROVE CHANGE ORDERS AND AUTHORIZE THE GENERAL SERVICES ADMINISTRATOR TO SIGN. 13. Notice of completion - Public Health Department/Mental Health Department selective demolition and asbestos abatement - all work on the subject project has been completed in accordance with the plans and specifications - action requested - AUTHORIZE FILING OF NOTICE OF COMPLETION. County Clerk-Recorder - Board authorization is requested for the purchase of Automated Government Systems' trust accounting management report software in the maximum amount of $2,656.25 including tax. The software will enable automatic tracking of approximately 600 civil and criminal case trust funds which currently total in excess of $700,000. Funding is available from the Clerk's Micrographics/Automation Trust Fund 1643. Budget transfer B-56 has been prepared for the necessary appropriation - action requested - APPROVE PURCHASE OF FIXED ASSET ITEM. 15. 9-1-1 service - Butte County Fire Department - Board authorization is requested far the purchase of twa racks, eight equipment trays, two grounding kits, one 1-space panel adapter, one 3-space panel. adapter, and one data base file server support system to accommodate computers and related equipment at the Oroville Headquarters. Funding is available in the 9-1-1 fund, Budget transfer B-53 has been prepared far the necessary appropriation - action requested - APPROVE PURCHASE OF FIXED ASSET ITEMS. 16. Mental Health Department - the Board previously authorized the purchase of one Laser~et printer at $4,000 and three Panasonic printers at $600 each. Board authorization is requested to substitute the purchase of three Panasonic printers, a two hp Laserjet printer, and a one hp Paint Jet printer at a total savings of approximately $300 - action requested - APPROVE PURCHASE OF FIXED ASSET ITEMS. 17. Salary ordinance amendment - proposed is a salary ordinance amendment implementing as part of the Trial Court Funding agreement reclassification of clerk administrators from range 52 to range 55, and the administrative assistant to the Superior Court/fury commissioner from range 49 to range 52 effective January 1, 1991 - action requested - WAIVE THE SECOND READING AND ADOPT ORDINANCE 2895. 18. Salary ordinance amendment - Welfare Department - as part of the final budget package, a salary ordinance amendment is proposed which creates a position of staff development officer, range 52 - action requested - WAIVE THE SECOND READING AND ADOPT ORDINANCE 2895. Ordinances setting specified fees for the assessment, collection and allocation of property taxes charged to each local jurisdiction receiving a share of property taxes collected, and imposing a criminal justice administrative fee upon a city, special district, school district, community college district, college, or university for each person arrested by an employee of that entity and then brought to the county jail for booking or other processing - action requested - WAIVE THE SECOND READING AND ADOPT ORDINANCES 2897 and 2898. 20. Salary ordinance amendment - the State Controller has informed the County that a 5.25 percent judicial salary increase is in effect and, therefore, a salary ordinance amendment is required. Proposed is a salary ordinance amendment granting a 5.25 percent salary increase effective January 1, 1991 to superior and municipal court judges pursuant to the revised schedule of judicial salaries submitted by the State Controller - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 21. Salary ordinance amendment - Public Health Department -~ proposed is a salary ordinance amendment as a result of a classification study that establishes the classification of environmental health technician in the Salary Plan for Classified Positions, Section III A with no additional positions being allocated nor any positions being reclassified - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 22. Salary ordinance amendment - Public Works Department - as part of the final budget package, a salary ordinance amendment is proposed which re- establishes the position of supervising building inspector at salary range 52. In re-establishing this position, the position of building inspector IV, III will be reclassified to building inspector III - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. Salary ordinance amendment - Public Works Department -- the positions of chief building inspector and building plan checker IV include civil engineering requirements which received a 7.5 percent internal salary adjustment as part of the MCS memorandum of understanding for 1990/91. Proposed is a salary ordinance amendment authorizing a 7.5 percent salary increase for these positions - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 24. Salary ordinance amendment - civil engineering/junior and civil engineering/supervising - due to an administrative error these civil engineering classifications did not receive the 7.5 percent increase due as a result of a reclassification study -- action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 25. Salary ordinance amendment - Sheriff's Department - proposed is a salary ordinance amendment establishing classifications of correctional officer trainee, deputy sheriff trainee, lieutenant and captain classes, and changing the salary of assistant sheriff from range 97 to range 98. Existing positions are to be reallocated to accomplish these changes, and no additional positions are proposed - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 26. Salary ordinance amendment - Welfare Department - proposed is a salary ordinance amendment as a result of a grievance settlement which increases the number of allocated social worker supervisor II positions, and decreases the number of allocated social worker supervisor I positions. No additional positions are being allocated - action requested - WAIVE THE FIRST READING OF THE ORDINANCE. 27. Resolution of appreciation to retiring Volunteer Fire Chief Charles E. White, Cohasset Volunteer Fire Company - action requested - ADOPT RESOLUTION 91-D3 AND AUTHORIZE THE CHAIRMAN TO SIGN. Page 7 January 8, 1991 91-03 January 8, 1991 28. Pre-employment screenings - proposed is a study by Occu-Med to develop job related medical standards far targeted high risk job classifications. The cost of the study will not exceed $29,000 and has been budgeted for this year. Also proposed is a request for proposals to select a medical provider to perform pre-employment screenings using the Occu- Med medical evaluation system - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN, AND AUTHORIZE THE CHIEF ADMINISTRATIVE OFFICER AND PUBLIC HEALTH OFFICER TO SEEK PROPOSALS FROM MEDICAL PROVIDERS INTERESTED IN CONDUCTING PRE- EMPLOYMENT PHYSICALS. 29. Greg B. Bragg & Associates, Inc. - proposed is an amendment to the liability claims adjusting service agreement to cover the period January 10, 1991 through January Z0, 1992 for claims adjusting services which allows for an eight percent increase in the hourly cast - action requested - APPROVE AMENDMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. 30. Assignment of counsel - County Counsel proposes to assign Cynthia Bluford v. Butte County to the law firm of Marsh, Marsh, Volpe & Molin - action requested -APPROVE ASSIGNMENT OF COUNSEL. 31. Littler, Mendelson, Fastiff & Tichy - proposed is an agreement to retain attorney services at the rate of $100 per hour for a term of one year - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. 32. Joyce Lowrey - proposed is a renewal agreement for the provision of supervision and coordination services to the H.E.R.E. Project/Youth Services Division of Alcohol and Drug Services. The contract term is from January 1, 1991 through June 30, 1991 in the maximum amount of $22,000 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. Northern Sacramento Valley Rural Health Project - proposed is an agreement wherein the County will make available $104,900 in Tobacco Tax Initiative (Proposition 99} funds for the establishment of a outpatient medical clinic in Chico. These are 100 percent State funds that are specifically earmarked for capital expenditures. Budget transfer B-57 has been prepared for the necessary appropriation - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 34. Butte County Transit No Fare Program for Chico State University, Chico students and staff - proposed is an agreement to establish for one year operation of a free fare program on Butte County transit for university faculty, students and staff. The university will reimburse the County $.7p per one way trip for regular fares and $ . 45 for elderly over 62 or disabled, or anyone presenting a valid Medicare card, as recorded by Butte County Transit drivers - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO SIGN. 35. Step advancement - District Attorney's Office - Board authorization is requested for advancement to step 4 for a typist clerk T employee - action requested - AUTHORIZE ADVANCEMENT TO STEP 4. 36. Step advancement - Public Works Department - Board authorization is requested for advancement to step 5 for a heavy equipment mechanic employee - action requested - AUTHORIZE ADVANCEMENT TO STEP 5. 37. Alcohol and Drug Advisory - Board authorization is requested for 12 members of the advisory board to attend a State sponsored training through Valley Community Counseling Center in Grass Valley at a estimated cost of $1,200 (State funded) for meals, lodging and transportation - action requested - AUTHORIZE TRAVEL AS A COUNTY CHARGE.
