Pursuant to Government Code Section 54956 the Butte County Board
of Supervisors hereby called to order at 3.35 p.m., a Special
Joint Meeting with the Town of Paradise at the Paradise Performing
Arts Center located at 777 Nunneley Road, Paradise, CA.
Supervisors present: Connelly, Josiassen, Yamaguchi, Kirk and
Chair Dolan. Also present: Paul McIntosh, Chief Administrative
Officer, Bruce Alpert, County Counsel and Kathleen Moghannam,
Associate Clerk of the Board.
Town of Paradise Council Members present: Huffman, Lotter,
Rutledge, White, and Mayor Culleton.
Pledge of Allegiance to the Flag of the United States of
America.

REGULAR AGENDA
0752-001 Action on the Joint Power Authority Agreement - Consideration of
Joint Powers Agreement (JPA) for Solid Waste Collection and
Recycling Services in the Paradise Urban Area (Town of
Paradise/County of Butte) and Introduction of an Ordinance Adding
Chapter 31C to Butte County Code - previously staff reported to
the Board the need to develop a JPA between the Town and County
for the administration of a proposed solid waste and recycling
franchise for the Paradise Urban area. The franchise area
encompasses all of the Town and portions of unincorporated areas
contiguous to the Town. The Town approved the JPA on July 10,
2006. When this issue was previously reported to the Board, Board
members requested this action be postponed until a combined
meeting with the Town Council took place - action requested -
APPROVE JOINT POWERS AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN;
WAIVE READING OF THE ORDINANCE.

Davis, Ron White, A.J.Mateofsky, Frank Aikens, Sam Dresser, Terry
Wild, Ward Habriel, Weldon Helmus, Rob Harmon, Susie Prater, Joe
Matz, Doug Speicher, Tim Dewey-Mattia, Dave Sikich, Chuck Lehman,
Kathryn Alves, Lee Laney, and Walt Newman.
RECESS: 5:55 p.m.
RECONVENE : 6: O 5 p. m.
MOTION: I MOVE TO DENY THE JOINT POWERS AGREEMENT AT THIS TIME WITH THE
INTENTION OF REVISITING THE ISSUE AFTER THE CHOSEN COMPANY HAS
BEEN WORKING IN THE PARADISE AREA FOR ONE YEAR.
