Reports that the Board of Directors has endorsed the American Health Profiles program to make available jS3 , ~ ~ comprehensive medical testing services to the members of the Employees' Association. Jim Rackerby has discussed this matter with Mr. Jones and he explained the proposal at this time. If the employee desires~to participate if will be at his own expense. If the program is authorized, there will be no cost to the county. The test takes about 45 minutes. Program discussed. See motion following wmmunications. 76-81 BOARD ENDORSEMENT OF AMERICAN HEALTH PROFILES PROGRAM TO MAKE AVAILABLE COMPREHENSIVE MEDICAL TESTING SERVICES FOR COUNTY EMPLOYEES tt was moved by Supervisor McKillop, seconded by Supervisor Richter and unanimously carried that the American Health Profiles program b make mrailable comprehensive medical testing services to the County employees be authorized, and that they be allowed to set up their testing equipment on county properly and that the employees be allowed to have ape hour of their sick leave to allow them to take the tests provided. 7b-82 DISCUSSION: ANNUAL REPORT OF THE CETA PROGRAM FOR CALENDAR YEAR 1975; PRESENTED BY MANPOWER DIRECTOR im c e y, npower rrector, presented the annual report of the C€TA program for calendar year 1975 for Board discussion. This is the first annual report of the program. Significant is the foci that the County has served over 2,000 employees and have handled about $3,000,000. Administrative costs have beers below 10%. The report sets out the number of public agencies that have participated in the program. Page 37. Supreme Court decision. Mr. Rackerby explained this amendment; the employee if discharged would still retain the riBhF to appeal to the committee for a hearing. Mr. Rackerby recommended that the resolution be adopted. On motion of Supervisor Madigan, seconded by Supervisor McKi[lop and carried, Resolution X6-9 amending the Personnel Rules was adopted and the Chairman authorized to sign. 76-85 DISCUSSION: STAFFING JUVENILE HALL CENTRAL MONITORING UNIT St rng o Jweni a Ha centre mon toying unit iscussed. Don Nissen, Chief Probation Officer, explained the request for four group supervisor positions. They will move into the new building between February 15 and March I, 1476. Gusts for the additional personnel set out and discussed. Supervisor Ladd stated the Board bad been told when the building wos in the Planning stage that there would be no increase in oasts for the operation of the building. Mr. Nissen said it was his feeling that when the report was prepared the building plans had not been finned up. They do need the help now in the new building. This is a new facility and it should be more efficient. It has been built for 64 people rather than 20 as the old building was capable of holding. Problem of manning the facility explained by Mr. Nissen. Supervisor Richter expressed lis concern about the request for these four positions. Now told that more personnel 'ss needed, aF a cost of approximately X50, 000 per year. Mike Pyeatt, Administrative Analyst, stated that the information for the report was derived from two sources. When the request came through for additional staff, he discussed it with Mr. Nissen. Mr. Nissen told him that the monitoring and the recreation facility could not be manned with clerks. The old report does not include the manpower for the monitoring and recreation facility. The central monitoring staff unif is right in the m"rddle of the two wings. Design of the new facility set out and discussed. Booking procedures at the facility set out and discussed. Girls are in one wing and the boys in the other wing. Supervisor McKillop stated he would like to go out and look at the new facility. Supervisor Ladd said that maybe even at this late date, a modification could be decided upon. It was the decision of the Board that the Board members would go out and Zook at the new facility. No action taken at this time. 7686 REQUEST FOR EXECUTIVE SESSION TO DISCUSS NARCOTIC TASK FORCE Supervisor is ter state a wou i e to eve an executrve session to deal with a discussion of the ~Narcotfc Task Force. Chafrnan Cameron said he would like the feeling of the Board members regarding this request; this matter has been referred to the Grand Jury and the information that would be discussed would end up with the Grand Jury also. Supervisor Richter said this is subsequent information. Supervisor Madigan said this information might have some bearing on the Narcotics Task Farce budget; could discuss personnel under the funding. Supervisor Richter said that there are people vn the task force that are employees of Butte County; he has a concern about their conduct. Purpose of the executive session discussed. It was moved by Supervisor Richter and seconded by Supervisor Madigan that the Board hold an executive session to discuss matters involving the Narcotics Task force. AYES: Supervisors Madigan and Richter NOES: Supervisors Ladd, McKillop and Chairman Cameron Motion failed. Supervisor Richter stated he would give his Information to the Grand Jury. He had two alternatives that he explained. The an:a along Highway 32 and Sacramento Avenue could be the area for this district; one wb-area could be the Stewart. Avenue area and the Oakland and Bidwell Avenue area. He hoped that the Highwoy 32 area could be considered. He explained the matter of the driveway b the back of the Trans-Pacific Gardens No. 2; this could be chained closed and only used for an emergency access. Areos being considered discussed. By eliminating the Stewart Avenue and Oaklawn-Bidwell Avenue areos, the County could still satisf~ the State's requirements along Highway 32. Supervisor Richter asked if the pipe wu d go down Oaklawn and not pick up these people. Dan Blockstock, County Counsel, said that the people could not be served but the pipe could run down Oaklawn. Action to be taken discussed. Mr. Blackstock said the Board could pass a motion of intent and he could then prepare a resolution for Board's consideration next week. The main support of the assessment district would be for Highway 32. Supervisor Richter said he would recommend that the Boarci drop the Ste~rart Avenue area, but to include the Oaklawn area. It was moved by Supervisor Richter, seconded by Supervisor Madigan and unanimously carried, that it was the intent of this Board to form the Sacramento Avenue Assessment District, deleting the Stewart Avenue area, but including all the rest of the area, including Oaklawn and Bidwell Avenues. County Counsel will bring back the proper resolution for the meeting of Tuesday, January 27, 1476. 7b-88 REQUEST FOR DISPOSAL OF SURPLUS PROPERTY: PUT OVER ONE WEEK At t e request o min strative ficer, request or isposa o Burp use property (roll-up fire escape) was put over one week. 76-89 BUDGET TRANSFERS APPROVED n motion o rv sor c ter, seconded by Supervisor Madigan and unanimously carried, the following budget transfers were approved: B-82 County Counsel. $1,500 is transferred from professional and specialized services to other transportation and travel, in order to cover a deficit and provide for the balance of the current fiscal year. The reason for this transfer is because of increased travel within the County, and new minimum reimbursement procedures adopted by the.Board.,_ - B-83 Supplemental Manpower PraRram.- CETA -ESE. Brings in $43,ZSi_of Unanticipated Revenue-Federal Aid-Other in order to fund salaries and wages, $34,352; PERS Employer contribution, $3,3t~; OASDI employer c~n- tribution, $2,532, Health insurance employer contribution $[,424; and com- pensation insurance, $662. The transfer records an increase in appropriation for Butte County's Public Service Employment (PSE) Program. The additional .approprbtion for Butte County is available from 8ppropifehtions not used by other sub-grantees. B-84 Public Works - De arkment of Transportation -Transportation Systems. Mr. Micketson said that county representatives were going down to the State and explain the delay of rebuilding offer the earthquake. ' Supervisor Ladd said he had some questions about the recommendations of the Administrative Officer. He set out questions concerning the exchange of the present Administration $uilding for the Supt. of Schools building in Thermali#o. ixchange discussed. Mr. Mlckelson stated that there are three buildings at the County Center being utilized by the Supt, of Schools offices. Two do not belong .to the County. Pat Casey, representing the Supt. of Schools, explained the use of this building. Need for space discussed. The relacatable buildings would be retained by the Supt. of Schools. The County could use the basement of this building for storage. Design and remodeling discussed. Mr. Mickelson's recommendations set out and discussed. Fbtential architect costs discussed. .Supervisor Ladd felt the building wmmittee should negotiate with the architects and see if come back with a good contract. Mr. Lawson, Planning Director, arrives. 76-92 APPROVE REVISED 1976-77 NARCOTICS TASK FORCk BUDGET & AUTWORIZE INTERIM 60 DAYS FUNDING A revised 97 - Regions Narcotics Task Force budget has been prepared reflecting changes made after Colusa County ceased participation. The total budget for the revised 1476-T! fiscal year will be X135,137, with Butte County's participation being ~53,?_55. The Sheriff is also requesting the County provide interim 60 day funding of the Task,Force until state and federal monies are approved by the Office of Criminal Justice Planning. Mr. Nickelson explained the item and requested that Jim Johanson, assistant County Auditor, explairv the matter of the funding. Mr. Johanson stated that they would rat need funds from the reserve to continue this program. Time spent discussing the program and funding for the program. It was stated that the second year., unspent dollars could carry this over and it would not need County funds. Action needed would be to approve the third year application, and that they apply for the additional time to spend the unused dollars. There will be an interim of time before the third year Funding comes through. Supervisor Richter stated he felt it would be a terrible mistake to approve this third year application. He has grave concerns about this agency and whether it operates within the .scope of the law. It wns moved by Supervisor McKillop, seconded by Supervisor Ladd and carried that the revised 1976 77 Narcotics Task Force budget be approved and that the interim 60 days funding extension be authorized. AYES: Supervisors Ladd, McKtllap anti Chairman Cameron NOES: Supervisors Madigan and Richter Supervisor Richter set out his opposition in the motion. He feels that the abuses outweigh the benefits of this facility. Supervisor Madigan said he could not vote for this and then vote for a transfer of funds in the future. 76-93 DISCUSSION: RECLAMATION DISTRICT 2106 DRAINAGE PLAN T e District recomme sand requests t at County concur with their -- drainage plan. Mr. Castleberry said it would be easier for him to not answer the letter . Mr. Castleberry will prepare a resume of the plan for the Board members. No action taken at this time. 76-94 ADOPT RESOLUTION 76-10 APPROVING REIMBURSEMENT AGREEMENT FOR MIDWAY PROJECT On matron of Supervisor Madigan, seconded by Supervisor Mc~llop and carried, Resolution 76-10 approving reimbursement agreement for the Midway ProEect was adopted and the Chairman was authorized to sign. AYES: Supervisors Ladd, Madigan, Mc~llop and Richter NOES: Chairman Cameron. 76-95 APPROVE LETTER FOR 5UBMI5510Ns CORPS OF ENGINEERS-EXTENSION OF JURISD (CTION mo rom .Castleberry regarding the letter to Congressman Johnson relating to extension of jurisdiction of Corps of Engineers. He suggested that the Board request through their Congressman for Congress to initiate the change. On motion of Supervisor Ladd, seconded by Supervisor Richter and unanimously carried, authorization was approved for a letter to be submitted to Congressman Johnson regarding extension of jurisdiction of Corps of Engineers and requesting Congress to initiate changes in this jurisdiction. 76-96 INFORMATION & DISCUSSION ITEMS: PUBLIC WORKS a igna s at grove int venues, ico. .Castleberry reported that the signals are almost complete. Matter presented for information only. (b) Solid waste management plan and enforcement. Mr. Castleberry stated that the County is faced with a problem for the enforcement of solid waste rules oa'the State will enforce the solid waste rules. He requested that the Board give some thought to this matter. There are going to be some problems in this field; no action needed at this time. 7b-97 APPROVE AMENDMENT TO CHICO CLIPPER AGREEMENT AUTHORIZING INSURANCE COVERAGE CHANGE nsurance coverage rte hico Clipper discussed. The original contract requested or required a $1,000,000 insurance coverage. We had received a letter from the brokerage firm staffing that the county was covered. County Counsel investigated and found out that we were not covered. This is a good operation. The insurance problem does need to be solved. It was felt that a X250,000-Q00,000 binder could be obfiained by Mr. McEnespy from a firm in Chico. .jt..wa.stated that a binder could be picked up for the $250,00000,000 insurance coverage. `The cab companyVis paying the premium. Mr. Castleberry requested that the Board authorize approval of these Limits and obtain rnncurrence from the City of Chiw. Insurance coverage discussed, Mr. Blackstock recommended that the Board approve this insurance wverage suggestion. On motion of Supervisor Richter, seconded by Supervisor Ladd and unanimously carried, the amendment to the agreement with Chico Clipperr was approved authorizing a ~250,004i~00,000 insurance coverage to be paid for by the wntractor. He stated that there were no other curbs and gutters on 5equoah Avenue. He will be an Island in a two block area. Water storage condition discussed. Condition No. 5 was the requirement for the installation of water storage with minimum capacity for fire protection. Bob Paulus spoke canceming this condition. ~ie-said•that the continuous residential development in that area increases the potential for fire loss. He went out and inspected the area. He said he wanted to ga on record as stating that the Butte County Fire Department objects to further development without water supplies as there is not enough water in the area to do the job in the event of a fin:. Discussed the possibility of fiorming a county service area for fire protection; this would generate funds for fire fighting units. At present the inadequate water supply hampers their operation. It was suggested that Mr. Paulus meet with Mr. Lawson and lay out the area to be included in a service area. Action on this matter referred back to the Planning Commission and Planning Department. Supervisor Madigan suggested that It be put aver so Board members could look at the area and that they could send it bank to the Planning Commission with their comments. The question is complex; what type regulation does this county hwe to keeping this type pet in residential areas. This is an endangered species. County Counse[ stated that household pets are allowed ins R-I areas; household pets hwe not been defined. The question for the Board to determine is whether or not want to regulate the keeping of such animals. M ordinance could be prepared to attempt to regulate this type thing for the protection of neighbors. It would be a matter of policy. Supervisor Richter said his caller was pretty wncemed about the animal. It was capable of getting out of the yard.
