Pledge of allegiance to the Flag of the United States of America. 94-15 Items removed from the Consent Agenda for Board consideration and action. 1. Introduction of a salary ordinance amendment - as part of the final adopted budget, the Board authorized the Personnel Department to conduct a classification study on a new position of Telecommunications Technician. The results of the study indicated that for internal relationships and parity within the classification ranges, the position be established at salary range level 1180 ($2,066 to $2,511 monthly). The Director-Personnel is requesting Board authorization to establish the classification of Telecommunications Technician at salary range level 1180 - action requested - WAIVE READING OF THE ORDINANCE. 94-16 Consent Agenda 1. Chico Memorial Hall - Calvary Chapel of Chico - work has been completed on stage curtains at the Chico Memorial Hall in the total cost of $8,043. Other projects which Calvary Chapel has completed at this hall include installation of theatrical lighting, installation of ceiling fans, purchase of padded folding chairs, and various painting and electrical projects - action requested - APPROVE LETTER OF APPRECIATION AND AUTHORIZE THE CHAIR TO SIGN. 6. Hauselt, Livermore - submits a claim in the estimated amount of $321,522 for alleged damages sustained as a result of the March, 1993 flooding of his property north of Chico alleged to be a direct consequence of the County's actions in the subdivision construction in the vicinity of the Keefer Slough area and the negligent maintenance of the area drainage - - action requested - REJECT CLAIM AND REFER TO COUNTY COUNSEL AND RISK MANAGER. 13. Howard W. Abbott, Oroville - submits a claim in the amount of $250,000 for damages for wrongful disciplinary action resulting in demotion, violation of civil rights, sex/gender discrimination, defamation, harassment, and intentional/negligent infliction of emotional distress as a result of alleged actions of employees, officers and/or former employees/officers of the County of Butte on or about May 21, 1993 - action requested - REJECT CLAIM AND REFER TO COUNTY COUNSEL AND RISK MANAGEMENT . 14. Air Pollution Control District - Board authorizat ion is requested to purchase four additional 6' bookcases in the maximum amount of $1,000 (RESERVE) to house all of the information issued by State and Federal agencies on locally controlled programs - action requested - APPROVE BUDGET TRANSFER B-81 AND AUTHORIZE PURCHASE OF FIXED ASSET ITEMS. 15. Computer equipment - Board authorization is requested to acquire fixed asset items that were damaged and/or destroyed during shipment for which insurance recovery has been received. The new equipment items requested include: U28 magnetic tape system, U28 tape control, 8494 single drive, and 8494-99 1x8 disk subsystem in the maximum amount of $13,805 (INSURANCE COVERAGE) - action requested - APPROVE BUDGET TRANSFER B-86 AND PURCHASE OF FIXED ASSET ITEMS. Sheriff-Coroner - Civil Division - Board authorization is requested to purchase two computers (486DX2 and 486-SX33), monitors, peripheral equipment, and a printer in the maximum amount of $4,200 (RESTRICTED FUNDS) - action requested - APPROVE BUDGET TRANSFER B-87 AND PURCHASE OF FIXED ASSET ITEMS. 17. Welfare Department - the G.A.I.N. Program has received one million dollars in enhanced funding which requires no County match, and is to be directed at securing employment and providing the necessary skills that will enable AFDC recipients to become employed. The Board has approved the hiring of additional staff to accomplish this task. Currently there are not enough terminals and printers for the existing staff, and when the new positions are filled, the inefficiencies will be even greater. Board authorization is requested to purchase ten computer workstations/terminals, one DEC WorkGroup printer laser/duplex service hardware, and various software in the maximum amount of $39,700 (STATE/FEDERAL) - action requested - APPROVE BUDGET TRANSFER B-88 AND PURCHASE OF FIXED ASSET ITEMS. 18. Contract change order no. 1 - Juvenile Hall reroof project (bid no. 23-93) - a change order has been prepared in the increasing amount of $8,771 to replace roof insulation which sustained water damage but was undetected until the old roofing was removed - action requested - APPROVE CHANGE ORDER AND AUTHORIZE THE GENERAL SERVICES DIRECTOR TO SIGN. 19. Contract change order no. 1 - Biggs Memorial Hall reroof project (bid no. 23-93) - the change order in the increasing amount of $779 provides for an additional cost as a result of an estimating error in the roof size - action requested - APPROVE CHANGE ORDER NO. 1 AND AUTHORIZE THE GENERAL SERVICES DIRECTOR TO SIGN. 20. Notice of completion - Biggs Memorial Hall reroof project (bid no. 23-93) - all work on the project has been completed in accordance with the plans and specifications - action requested - APPROVE THE PROJECT AND AUTHORIZE THE FILING OF THE NOTICE OF COMPLETION. Investments information report - the Treasurer-Tax Collector submits the December 31, 1993 report in accordance with the Butte County Statement of Investment Policy dated June 1, 1993 - action requested - ACCEPT FOR INFORMATION. 22. Development Services - Board authorization is requested to delete the purchase of a new vehicle approved in the 1993-94 final budget ($17,000) for the Land Development Division, make the necessary repairs on vehicle no. 18435 (estimated at $7,000), and transfer the balance of the fixed asset appropriation to special maintenance for counter and building modifications - action requested - DELETE NEW VEHICLE BUDGETED FOR LAND DEVELOPMENT DIVISION AND APPROVE BUDGET TRANSFER B-82. 23. Northern California AIDS Consortium - the U. S. Department of Housing and Urban Development administers the Housing opportunities for Persons with AIDS (HOPWA) Program. Board approval is requested for certification for allocation of HOPWA funds through the Consortium, which administers support services for persons with AIDS in Butte, Glenn, Colusa, Sutter and Yuba Counties. United Way is the fiscal agent - action requested - APPROVE CERTIFICATION AND AUTHORIZE THE CHAIR TO SIGN. 24. Adoption of a salary ordinance amendment - District Attorney - Family Support Division- reclassifying one position of Supervisor-Clerical Support Services to Auditor-Accountant I, reclassifying one position of Auditor-Accountant II to Supervisor- Accounting, and the reclassification of four Data Entry Operator II positions to Legal Typist Clerk. Included in the salary ordinance amendment are flexible staffing levels to meet future personnel needs within the department. Funding is from within the Department's budget - action requested - ADOPT ORDINANCE 3111 AND AUTHORIZE THE CHAIR TO SIGN. (FROM 1-11-94) 25. Adoption of a salary ordinance amendment adding a position of Probation Officer II, I to the Probation Department due to receipt of a grant from Chico Unified School District for the Chico School Attendance Project. This position is l00$ grant funded by the Office of Criminal Justice and Planning, and no County funds are required - action requested - ADOPT ORDINANCE 3112 AND AUTHORIZE THE CHAIR TO SIGN. Adoption of a salary ordinance amendment adding one new Medical Records Technician position in the Public Health Department (STATE FUNDING) in order to commence the gradual transferring of selected Children's Services Program case management responsibilities to the County. Counties in excess of 200,000 in population are required by the State to independently manage the program - action requested - ADOPT ORDINANCE 3113 AND AUTHORIZE THE CHAIR TO SIGN. (FROM 1-11-94) 27. Resolution in appreciation of Biggs "Volunteer" Library - action requested - ADOPT RESOLUTION 94-08 AND AUTHORIZE THE CHAIR TO SIGN. 28. Resolution recognizing February, 1994 as American History Month in Butte County - action requested - ADOPT RESOLUTION 94-09 AND AUTHORIZE THE CHAIR TO SIGN. 29. Certificate of Appreciation to Lyle S. Bennett, Chief, Durham Volunteer Fire Department, for dedicated service to the citizens of Butte County - action requested - APPROVE CERTIFICATE OF APPRECIATION AND AUTHORIZE THE CHAIR TO SIGN. 30. Agreements for right of way acquisition - East Avenue at Marigold Avenue, City of Chico Project No. 20-888, traffic signal installation - the County is acquiring additional right of way within the County portion of the intersection, to allow installation of signal facilities by the City. State/County cooperative agreement for installation of traffic signals, State Highway 99 at East Biggs Road (B Street/Biggs East Highway) - a State/County cooperative agreement has been prepared for the installation by CalTrans of traffic signals at the intersection of State Highway 99 and B Street/Biggs East Highway, east of Biggs. Financing of the project is by Federal-aid and State funds - action requested - ADOPT RESOLUTION 94-10 AUTHORIZING EXECUTION OF AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 32. Air Pollution Control Office space - an agreement has been prepared renewing the lease agreement with Pratt School Marketplace for office space at 9287 Midway, Suites lA and 1B, Durham. The lease is in the amount of $866.36, plus a proportional share of utilities (21~) and covers the period February 1, 1994 through January 31, 1995 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 33. Libraries - a grant application has been prepared for an Internet Workstation (computer, printer, modem and communications software package) Grant from the California State Library. There are no local match considerations, and no additional staff is needed. The workstation will become County property - action requested - APPROVE APPLICATION AND AUTHORIZE THE DIRECTOR-LIBRARIES TO SIGN. 34. 1993-94 Women, Infants and Children (WIC) Program - under the terms of the proposed amendment, the monthly caseload for the WIC Program will increase from 3,500 to 4,000. The State Department of Health Services will make available $49,688 in additional 100$ State funds - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL BY COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 35. Metcalf and Eddy - the Central Valley Regional Water Quality Control Board is requiring groundwater quality monitoring and reporting under the present monitoring and report program be extended for an additional year, until new regulatory requirements will take effect - action requested - APPROVE LETTER PROPOSAL AND AUTHORIZE DIRECTOR-PUBLIC WORKS TO DIRECT METCALF AND EDDY TO CONTINUE TO PROVIDE FOR A ONE YEAR PERIOD, WATER QUALITY MONITORING SERVICES AT THE HEAL ROAD LANDFILL, AT A COST NOT TO EXCEED $63,000 (RESTRICTED) WITHOUT PRIOR PUBLIC WORKS APPROVAL. Metcalf and Eddy - the State Water Resources Control Board and Integrated Waste Management Board require, under the Solid Waste Assessment Test (SWAT) Program, that specific testing and reporting be done for old, closed burn dumps, or that exemptions be requested and approved. Three of a number of old County burn dumps, Oroville, Stirling City and Clark Road, are scheduled to have such testing and reporting completed by July 1, 1994 - action requested - APPROVE LETTER PROPOSAL AND AUTHORIZE DIRECTOR-PUBLIC WORKS TO DIRECT METCALF AND EDDY TO PROCEED WITH THE WORK, AT A COST NOT TO EXCEED $7,500 (RESTRICTED) WITHOUT PRIOR PUBLIC WORKS APPROVAL. 37. Request for Proposals for counseling services - the Welfare Department (Childrens Services Division) is proposing to go out for bid to provide counseling services to children and families who have experienced abuse, neglect or are referred for services by legal, medical, or social agencies - action requested - APPROVE REQUEST FOR PROPOSALS FOR COUNSELING SERVICES DURING 1994-95. 38. Welfare Department storage area agreement - amendment no. 1 - the amendment extends the current lease agreement with Eldon R. and Margaret L. Faris for storage space at 2640 Fifth Avenue, Suites 4 and 5 in Oroville for a three year period through February 28, 1997 and increases the rent in incremental periods from $0.20 to $0.25 per square foot - action requested - APPROVE AMENDMENT NO. 1 AND AUTHORIZE THE CHAIR TO SIGN. 39. R and H Leasing Company - proposed is a lease agreement for 1940 Feather River Boulevard, Suites "B" and "C", Oroville for the department's training facility. The lease, commencing February 1, 1994 and ending on January 31, 1995, reflects a change in premise location from Suites "N" and "O" (300 square feet less), and an increase in the per square foot cost by $.048 ($1,620 monthly) (50$ Federal/$35$ State/15$ County) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
