Time spe~?t discussing the water level of the Takeo Supe rvisor McKillop questioned Mr, ,johns about the debris on the Lake, Mre Johns said they were negotiating with Park and Recreation for debris clearing at the lake, He said they have been doing quite a bit of clearing so far this year, He said the debris was a big problem on the lake, Mr, Johns said they were spending about $12,000 a month clearing the lake, Chairman Reynolds thanked Mr, Johns and Mx. Struble for their presentation of these facts, Presented for Bcard information; no action necessary, Page 173a February 16, 19?1 February 16, 197:L 71-265 REPORT B~ GEORGE STAMM: SACRAMEN`IO RIVER BANK REVETMENT George Stamm, County Water Resources Engineer, reported on the Sacramento River bank revetment, Last week the Board had authorized the sending of a letter to the Gorps of Engineer f'equesting funds for this work, Mr, Stamm said the Core indicated that they had sent a letter out on Friday eoncex'r_ing this matter, They felt the project was economically feasibleo The Corps indicated that they could or_ly allocate $50,000 for the two sites in questiono They indicated that the bounty would have co make up the difference for the work f.o be done, The Sacramento office are forwarding the Ccu_~ty°s request to the Chief°s officeo Congressman. Supervisor McKillop stated he had met with the Chairman of the committee yesterday, There has. been an .indication that several of the people appointed to the committee are not attending the meetings. Mr. Castleberry stated that the committee had a rule that if people miss a certain number of meetings, they would be replaced on the committee. Clay Castleberry, Director of Public Works, explained the request for abandonmento In the petition that had been filed.., they did not set out the portion of the road to be abandoned, They desire to abandon that portion of the road that is not in public use, Mr. Castleberry stated that when this is brought to the Board for final action, it will be set out what portion is to be abandoned. 71-290 CONTINUATION OF DISCUSSION OF RESOLU`PION RE FISCAL INDEPENDENCE FOR SUPERINTENDENT OF SCHOOLS Continuation of discussion of resolution. re fiscal independence for Superintendent of Schools was held at this time, There-were some questions that the Board had hoped would be settled, C1if Nickelson, Administrative Officer, explained the questions involved, He•said in effect, the Board would be divesting ~.'i:tself of all school matters. The Board would ho longer be-involved in purchasing land, etc, for the school districts. Discussed the issue of fiscal independence for the schools, Time spent discussing the request of the SCT1001 d9.5tr].L't. Tt was asked if under fiscal independence, the schools could contract with County Counselo It was stated that they could hire an administrative adviser *aho would serve as a deputy county counsel, John Nopel, Superintendent of Schools Office, stated that it was his understanding that this would be a transfer of responsibilities. Tt would put the Board of Supervisors oat of the education business, Mr. Blackstock said that there would have to be a determination as to exactly how this operation would function. Both parties would have to approve the matter. The responsibilities would have to be spelt out in details Mr, Nickelson said that the only area that would be in question would be the problem of County Counsel. Chairman Reynolds said that during budget pregaration, a certair_ portion of the County Counsel°s time could be shown as serving the school systemo If part of County Counsel°s time was given to the schools., then the agreement would be that this portion would be shown in County Counsel`s budget. Mr, Seely, County Auditor, said that in reviewing the Code sections., he has seen ~ehe term of fiscal independence many times, He said the County is still going to have to handle the money. He would offer a compromise, He said the Board could order him to set up a separate fund and a tax rate and-then the County could see how much it would cost the Countye Suggestion discussed, It was suggested that maybe Mrs Seely could draft up something and present it to the Board for their consideration. Discussed action to be taken at this time, Mr. Seely said the Board could order the Auditor to set up a separate fund for the Superintendent of Schools office, Supervisor McRillop said what-the Auditor is saying is do not give them fiscal independence but place the whole matter in the budget. Chairman Reynolds said the County would have to move ahead and work with. County Counsel and he was sure that Mr. Seely will follow through with his suggestion.
