1. Neal Road Landfill - cost of living increase in
compensation due operator - in accordance with the
terms of the contract for the operation of the Neal
Road Landfill, the operator is entitled to an
increase in compensation, to offset increases in
the cast of doing business, in a percentage equal
to 2/3 of the Consumer Price Index. The
compensation increase due the operator for the
period of Auqugt, 1993 through December, 1994 is

95-44 2. Introduction of a salary ordinance amendment
reallocating a vacant classification of Senior
Appraiser to the position of Supervisor - Auditor-
Appraiser, which requires the reinstatement of the
classification entitled Supervisor - Auditor-
Appraiser at its former salary range of 1243
($2,808-$3,414 monthly). The incumbent vacating
the Senior Appraiser position was at step 5
($2,949), and it is anticipated to fill the
position of Supervisor - Auditor-Appraiser at step
1 ($2,808), which will result in an initial salary
savings of approximately $1,692 annually. Also
requested is flexible staffing of the allocated
Appraiser classifications at the same levels to
allow the department to more effectively manage
future vacancies. No additional allocated
positions are being added, nor are any employees
being promoted to a higher Appraiser level
classification this fiscal year - action

3. Joseph Hottinger, Jr. - Amendment Na. 2 - proposed
is an amendment to the lease agreement for the new
Family Support Facility at 1474 Myers Street,
Oroville to allow lessor's general contractor to
invoice the County for work perfonaed under change
orders no. 9 through na. 21. (paid from existing
appropriations), and delete from the agreement
items identified as change orders no. 22 through
no. 25 (not to exceed $35,000 and with credits from
change orders no. 22 through no. 25 and rent
adjustments, total expenditures will not exceed
$16,200), which are items either completed but
funded by SACSS or not completed by mutual
agreement of the lessor and the County - action

11. Public Works Department - in order to qualify for
Federal and State emergency relief reimbursement
for recant stare damage, it is necessary to
satisfactorily document the damage incurred to our
road system. A video camera was acquired for this
purpose at a total coat of $1,201.20 (the purchase
being approved as an aaargancy measure by the
General Services Director). It has bean determined
necessary for the Board to approve the purchase of
the fixed asset item (funding from the Public
works/Engineering and Administration budget unit) -

12. Sheriff-Coroner - Board authorization is requested
to purchase six GE N9H02 VHF Ranger 45 watt mobile
radios with 5-550 control head for patrol cars.
The units sell for $1,335.25 each (tax included);
however, 1993 models are available due to the
selling agency's radio conversion for $643.50 each
(tax included) {Department budget) - action

95-45 13. Veteran's Service Officer - the facsimile machine
used by three departments (Veteran's Service
Office, Agricultural Office and Board of
Supervisors' members) at the County Building at
196 Memorial Way has been damaged beyond economic
repair, and Board authorization is requested to
acquire a replacement in an amount not to exceed
$1,500 (each agency has agreed to transfer $500
toward a replacement machine which will be budgeted
in the Veteran's Service Office budget) - APPROVE
BUDGET TRANSFER B-154 AND AUTHORIZE PURCHASE OF
FIXED ASSET ITEM.
14. County Service Area (CSA) No. 161 (Mulberry Street
Lighting) - the foeration of CSA No. 161 (Mulberry
Street Lighting) was approved by the Board on
February 14, 1995. Street lights are installed and
funding must be provided for maintenance and
operation costs and for State Board of Equalization
filing fees. No funding was budgeted for fiscal
year 1994-95 so it will be necessary to provide
funding by a $1,200 loan from the CSA Revolving
Loan Fund - action requested - ADOPT RESOLUTION 95-
33 AND AUTHORIZE THE CHAIR TO SIGN, AND APPROVE
BUDGET TRANSFER B-159.
15. North County Municipal Court - the Auditor-
ControllQr subsits thQ Audit Report for fiscal year
ended June 30, 1994 - action requested - ACCEPT FOR
INFORMATION.
16. Adoption of a salary ordinance amendment -
Probation Department - proposed is a salary
ordinance amendment adding four allocated positions
(one Probation Officer II, I, two Legal Typist
Clerk or Legal Secretary I and one Legal Typist
Clerk or Office Assistant II, I) as part of the
Title IV-A, Emergency Assistance Program (federally
funded reimbursement program) approved by the Board
on December 13, 1994 - action requested - ADOPT
ORDINANCE 3179 AND AUTHORIZE THE CHAIR TO SIGN.

17. Adoption of a salary ordinance amendment -
Welfare Department - proposed is a salary ordinance
flexibly staffing threw Social Worker positions in
the newly created SSI Outreach Program to be
consistent with all other Services positions.
These positions are 1001 State funded - action
requested - ADOPT ORDINANCE 3180 AND AUTHORIZE THE

95-45 18. Adoption of an ordinance establishing a speed
limit on Floral Avenue, Chico area - the City of
Chico has requested that a speed limit of 30 piles
per hour (m.p.h.) be established on the remaining
portion of Floral Avenue in County jurisdiction
{approximate 0.1 mile), to be consistent with the
existing adjacent City speed licit. Public Works
has completed a traffic study of the subject
roadway and concurs with the request, recommending
that a speed 1 unit of 3 0 m . p . h . be established -
action requested - ADOPT ORDINANCE 3181 AND
AUTHORIZE THE CHAIR TO SIGN. (FROM 2-14-95)
19. Introduction of a salary ordinance amendment - the
Agricultural ComYaissionor requested a review of the
job title and specification for the position of
Agricultural Pest Control Worker. The
specification was revised to incorporate other
duties associated with the Weights and Measures
function of the Department. The new recommended
title for this classification is
Agricultural/Weights and Measures Inspector (no
salary range change is recommended and no allocated
position is being requested at this time} - action
requested - WAIVE READING OF THE ORDINANCE.
20. Introduction of a salary ordinance amendment -
approved as part of the 1994-95 Final Budget was
review of the creation of a new classification
entitled Superior Court Examiner (salary range
1168/$1,948-$2,368 monthly). A study was conducted
and the review substantiated the use of an already
existing classification of Paralegal (salary range
1155) to perform the similar job duties of probate
and family law. The County Clerk is also
requesting that a vacant Supervising Superior Court
Clerk position be rQallocated as Court Clerk III,
II or Office Assistant I (approximately a 10$
salary savings), and flexible staffing one
supervisory position in the Recorder's Office as
Supervisor--Recordable Documents Examiner or
Recordable Documents Examiner II to allow greater
flexibility and utilization of existing staff -
action requested - WAIVE READING OF THE ORDINANCE.

95-45 21. Introduction of a salary ordinance amendment - the
Municipal Courts roqu~sted transfer of the Pre-
Trial Release Program from the Sheriff-Coroner to
the Courts, and review by the Personnel Department
of the classification of xanager/Pre-Trial Release
Program. The study recommends the position be
titled Specialist/Pre-Trial Release Program at
salary range 1172 ($1,98b-$2,414 monthly), which is
at parity with Probation Officer II, and adding one
allocated position to the "Consent Decree" budget
unit (no. 361-U01) - action requested - WAIVE
READING OF THE ORDINANCE.
22. Introduction of a salary ordinance amendment
reallocating a Sheriff's Sergeant (receives
overtime compensation) position as Sheriff's
Lieutenant (overtime exempt) for a more effective
management structure in the Operations Division
(the salary differential between Sergeant to
Lieutenant is approximatQly $8,903 annually). In
fiscal year 1993-94, the Sheriff disclosed an
expenditure of $13,661 in overtire, and by
converting the position, an actual annual savings
in overtime of $4,758 may be achieved. Also, as a
result of a recent arbitration award, it is
requested that the classification of Senior
Correctional Officer be placed in the Management,
Confidential and Supervisory Unit. The Personnel
Department also reviewed thQ job titlQS for Senior
Correctional Officer and Supervising Correctional
Officer and rQCOmmenda the appropriate job titles
be Correctional Sergeant (Senior Correctional
Officer) and Corrections Lieutenant (Supervising
Correctional Officer) which is consistent with
industry standards - action requested - WAIVE
READING OF THE ORDINANCE.
23. Trial Court Funding - action requested - ADOPT
RESOLUTION 95-34 AGREEING TO PARTICIPATE IN STATE
FUNDING OF TRIAL COURTS AND AUTHORIZE THE CHAIR TO
SIGN.
24. Project agreement - proposed is a cooperative
agreement with the U.S. Forest Service that
provides for maintenance by the Forest Service of a
portion of Humboldt Road and Humbug Summit Road in
conjunction with tisber sales. No County funding
is involved - action requested - APPROVE PROJECT
AGREEMENT AND AUTHORIZE DIRECTOR-PUBLIC WORKS TO
EXECUTE ON BEHALF OF THE COUNTY SUBJECT TO APPROVAL
BY COUNTY COUNSEL AND THE AUDITOR-CONTROLLER.

95-45 25. Assignment of counsel - County Counsel proposes the
appointment of outside counsel, Rob Glusman, to
represent County employee, Dixie Smith, in
namitrial v. County o~ Butte; ButtQ County Superior
Court Case Nv. 118367 - action requested -
APPROVE ASSIGNMENT OF COUNSEL.
26. Hydrologic Consultants, Inc. - the proposed
agreement covers general consulting services to
Butte County regarding the use and development of
ground water. The contract funding (not to exceed
$14,700) will come from a special fund generated by
the State's payment to the county of 2~ of the
money paid to local districts for sale of water to
the State Water Bank - action requested - APPROVE
BUDGET TRANSFER B-157 AND APPROVE AGREEMENT AND
AUTHORIZE THE CHAIR TO SIGN.
27. Lionakis-Beaumont Design Group agreement -
Amendment No. 1 - an amendment has been prepared to
the jail kitchen architect's agreement covering
design work for the exercise yard security screens.
The amendment is in the amount of $4,050 with
funding cosinq from Jail Bond Act funds - action
requested - APPROVE AMENDMENT NO. 1 AND AUTHORIZE
CHAIR TO SIGN,
28. Del Norte Clinics, Inc. - Butte County contracts
with thQ State Department of Health Services for
funding to provide a range of immunization
services. A portion of the funding available from
the State was specifically identified to allow
expansion of immunization services which are geared
toward low-incoae and minority populations. This
agreement, in the amount of $29,000 (100 State}
allows Del Norte Clinics to utilize State funding
to expand their immunization programs within Butte
County - action requested - APPROVE AGREEMENT AND
AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL BY
COUNTY COUNSEL AND THE AUDITOR-CONTROLLER.
29. 1994-95 Maternal and Child Health - Amendment
No. 1 - under the terms of this amendment with the
State Department of Health Services, additional
100 funds ($52,399) will be available to Butte
County to enhance services to mothers and children.
ThesQ funds will be utilized to assure that all
mothers and children, particularly those families
with monies below 200 of the Federal poverty
level, have access to quality maternal and child

95-45 30. California State University, Chico (csUC) -
Amendment No. 5 - in January, 1991 the County
entered into an agreement with CSUC to provide
transportation services on Butte County Transit
(BCT) free of charge to University faculty,
students and staff presenting valid identification.
The University reimburses the County aonthly based
upon actual number of University faculty, students
or staff riding BCT during the month. Due to the
success and popularity of this program, CSUC has
agreed to reimburse the County the cost of the
service not to exceed fifteen thousand dollars
($15,000) for the time period January 1, 1995
through December 31, 1995 - action requested -
APPROVE AMENDMENT NO. 5 AND AUTHORIZE THE CHAIR TO
SIGN.
31. Butte County Transit - Amendment No. 1 - on
December 27, 1994, the Board directed staff to
proceed with the necessary documents in order to
start Paradise Pines/Magalia and Kelly Ridge
transit service on March 1, 1995. Amendment no. 1
amends the current agreement to include a
description of the new routes, addition of four 13
to 15 passenger vehicles provided by the
contractor, compensation (including start-up
costs), and for thQ provision of insurance by the
contractor for the additional vehicles. The fiscal
year 1994-95 Butte County Transit budget includes
funding for this additional service - action
requested - APPROVE AMENDMENT NO. 1 AND AUTHORIZE
THE CHAIR TO SIGN.
32. North Valley Catholic Social Services - Amendment
No. 1 - proposed is an amendment to the agreement
for the provision of counseling services for the
Children's Services Division. Board approval is
requested for an amendment to the agreement
increasing the contract by $30,000 (Department
budget/$10,000 Treasurer-Tax Collector's Children's
Trust Fund) in order to continue the contract
through June 30, 1995 - action requested - APPROVE
AMENDMENT NO. 1 AND AUTHORIZE THE CHAIR TO SIGN.

33. Rudeen Monte and Associates - Family Preservation
and Support Punning (FPSP) Frogram - on
December 13, 1994, the Board approved the One Year
Plan for implementing the FPSP Program in Butte
County. The proposed contract in the maximum amount
of $10,900 (100 State} represents the planned
expenditures in implementing the approved One Year
FPSP Plan. The contract covers the time of two
contracted consultants, costs of doing a
comprehensive parent survey throughout the County,
and associated costs of holding four community
meetings - action requested - APPROVE CONTRACT AND

95-51 Public hearing - consideration of the adoption of an
ordinance extending for twelve months the agricultural
protection zone applicable to the area located in the
unincorporated area of the County of Butte and described
as follows:
All that real property which, as of March 22, 1994 was
zoned A-5 (Agricultural) Zone, A-10 (Agricultural) Zone,
A-15 (Agricultural) Zone, A-20 (Agricultural) Zone, A-40
(Agricultural) Zone, or U (Unclassified) Zone, and which
generally lies west of the following described line:
State Highway 70 from the southern boundary of the County
to a point where the easterly projection of the south
boundary of the Lake Oroville Afterbay intersects State
Highway 70, and thence westerly along said projection to
State Highway 99, thence. northerly along Highway 99 to
the intersection of State Highway 99 and the Chico Green
Line, thence northwesterly along said Green Line to its
northerly intersection with State Highway 99, and then
along said Highway 99 to the northern boundary of the
County.
The agricultural protection zone was adopted as an
interim zoning ordinance on March 22, 1994 (Ordinance No.
3129) and was amended and extended on April 26, 1994
(Ordinance No. 3135) - action requested -ADOPT ORDINANCE
AND AUTHORIZE THE CHAIR TO SIGN. (1864} (HEARING OPENED

95-52 Child Abuse Prevention - during 1994-95, Butte County
citizens were given the opportunity to support services
to abused and at-risk children and families by Waking a
tax deductible contribution to the Butte County
Children's Trust Fund. Citizens were advised of this
opportunity through a flyer which was included in
property tax statements. The Children's Services
Coordinating Council intends to apply the $16,200 in the
fund as Hatch (30t) to access additional Child Welfare
Services State allocation. This will unable the Children
Services Division (Welfare Department) to contract with
Parent Education Network for services described in the
flyer and also other existing Children Services
contractors to provide counseling for children and
families at risk of abuse - action requested - APPROVE

Road Landfill, the operator is entitled to an
increase in compensation, to offset increases in
the cost of doing business, in a percentage equal
to 2/3 of the Consumer Prices Index. The
compensation increase due the operator for the
period of August, 1993 through December, 1994 is

95-55 3. Introduction of a salary ordinance amendment
reallocating a vacant classification of Senior
Appraiser to the position of Supervisor - Auditor-
Appraiser, which requires the reinstatement of the
classification entitled Supervisor - Auditor-
Appraiser at its former salary range of 1243
($2,808-$3,424 monthly). The incumbent vacating
the Senior Appraiser position was at step 5
($2,949}, and it is anticipated to fill the
position of Supervisor -- Auditor-Appraiser at
step 1 ($2,808), which will result in an initial
salary savings of approximately $1,692 annually.
Also requested is flexible staffing of the
allocated Appraiser classifications at the same
levels to allow the department to more effectively
manage future vacancies. No additional allocated
positions are being added, nor are any employees
being promoted to a higher Appraiser level
classification this fiscal year - action

general editing and internal consistency to the existing
ordinances, to reduce the length of the subdivision
ordinance by eliminating redundant sections, to clarify
the duties of the Director-Public Works and Director-
Development Services with respect to various aspects of
the County and State subdivision regulations, to modify
the membership of the Advisory Agency (Development Review
Committee), or altnrnativaly, establish the County
Planning Commission as the Advisory Agency with authority
