Absent: Supervisor Cameron Pledge of allegiance to the Flag of the United States of America 75-420 APPROVAL CF MINUTES On motion of Supervisor McKillop, seconded by Supervisor Madigan and carried, the mlmitea of February 25, 1975 were approved as mailed, after a report by County Counsel concerning a Planning item in the minutes. 75-421 OOMMUNLCATIONS Arthur P. Bruggeman, Bangor. Mr. Bruggeman submits his resignation from ~ p p,s 3 the Bangor Cemetery District Board. No action taken at this time. Ernest H. Campbell, Chico. Mr. Campbell writes regarding the improper C p use of Lindo Channel and its banks, and suggested certain steps ,~pb• which might be taken. Information; no action taken. Oroville Action Council. The Council requests the Board to allocate revenue p ~ sharing monies toward building a community center in the South Side. p 0' lie states the Feather River Park and Recreation District is their sponsoring agency fa the project. Environmental Law Group, Chico. The Group writes regarding decision of the Environmental Review Committee of a negative declaration widening ~d(,O v of the Skyway. Safeguard Environmental Protection Agency, Chico. The Agency writes to protest the decision of the Environmental Review Committee to file ,,~ pl.0 d a negative declaration and lists several reasons supporting their position. The Board of Birectors of the District urges the Board of Supervisors to acquire the Southern Pacific s `~ Railroad righC of way(s) an the soon to be abandoned railway from O ~' 3tiirliag City to Chico. The Board sends notice of a meeting on March 14, 1975 at City Council Chambers, Willows, regarding establishment of boundaries or .maintenance area encompassing portions of Butte, f~ Ca Glenn, Colusa and Sutter Counties. This maintenance area will I ~ 7 maintain the Murphy Slough levee. An invitation, is extended to attend the hearing and present a prepared statement if desired. Mr. Castleberry to give Board a run-down oa the boundaries. State Department of Tranaportion. Supervisors and departmental staff members ~ ~ are issued an intitation to attend open house at the Ghico ~ 0 ~ Maintenance Station on Tuesday, March 11. Discussed; no action needed. ~l',0 ~ Margaret Walsh, Secretary-Superior Court. Law Library Annual Report. Filed. Agnes Sprague, Chico. She writes concerning the low cost housing for 0 ~ senior citizens at 1369 E. Lindo Ave. Complaint discussed. , ~,.~ Supervisor McKillop felt that the Housing Authority should reply y 7 to this letter. Referred to Mr. Melton with request that he answer letter and send copy of said letter to the Board. Lloyd R, Kurtze. Petition for variance to provisions of sectioaa 19-10 , , and/or 19-12 of County Code. Set for hearing on March 25, 1975 v / / ~, G at 11:00 e.m. Hearings discussed. Chairman Ladd suggested that renewals of these variances not be presented to the Board for hearings. The ordinance would have to be amended to handle this matter. County Counsel could be directed to amend the ordinance. Yf the situation has not changed, then the matter would not have to be heard again, Tf the Health Department determines that there has been no change, a year`s renewal could be granted, Mr. Blaekstock will bring back a proposed ordinance amending the present ordinance. The Reclamation Board. Announcing that they will hold a hearing in Willows / ~ ~~ p City Council Chambers on March 14, 1975 at it a.m. on a plan for Flood control in Butte Basin. Supervisor McKillop received imitation from this group to attend a meeting to be held on•March 18th, 1975 at 7:30 ~.m. at Central School. Clay Castleberry will answer the letter; he will also attend the meeting. This group Ls requesting that the County maintain the alleys in an area south o! Oraville. 75-422 DTRECT THAT ENVIRONMENTAL REPORT SE_PREPARED ON THE WIDENENG OF SKYWAY PROJECT Time spent discussing the Letters from the Environmental Law Group, Chico and from Safeggard Emrironmental Protectiea Agency, Chico, regarding the decision of the Environmental Review Committee of a negative delcaratien widening the Skyway. Mr. Blackseock stated that a safer road is needed in this area. He stated thak because of the fact that the County is going to be under pressure time wise, and because of the possibility of Litigation, he would recommend that the Planning Director be directed to prepare an impact report an the relocation of the Skyway around the dam. Mr. Blackstock stated that the County was up against the wall is regards to the money that __ Page 141. Mr. Blackstock explained the situatinn. Supervisor Richter commented oa the letter from Safeguard Environmental Protection Agency, Chico. Recommendation of Mr. Blackstock discussed. On motion of Supervisor Richter, seconded by Supervisor McKillop and carried, the Board directed that the Environmental impact Report on the widening ff the Skyway be prepared as recommended by County Counsel. 75-423 ADOPTjRESOLUTION 75-38 IN SUPPORT OF COUNTY OF KERN'S RESDLUTION FOR CONSIDERATION OF A SITE WITHIN KERN COUNTY TO BE DEVEL~~PED A5 NATIONAL CEMETERY On motion of Snpervisor Madigan, seconded by supervisor McKillop and carried, Resolution 75-3 8 urgia~ establishment of a national cemetery in Kern County as set out in the resolution from County o€ Kern was adopted and the Chairman was authorised to sign. 75-k24 URGE RECLAMATION BOARD ON BEHALF OF MATHESJS READXMI%, INC. TO HAVE TltEI~t USE PERMIT APPLICATION ON AGENDA OF THEIR MEETING TO BE HELD MARCH 14 1975 Neil McCabe, attorney for Mathews Readymix, Inc., made brief comments regarding the application of Mathews Readymix, Inc. They request Chat theBaard reconsider their request for an E.I.R. Mathews have modified their application. They sow request only an extension of their present permit. They have also suggested alternatives to the Reclamation Board to provide that as soon ea Che State commits themselve Co purchase of the land, that they would - immediately stop removing sand and gravel from the site. Readymix's main concern ig.the uncertain delay in the matter. This would place Matli~ws in real jeopardy. It would make it uncertain for them to bid oa jobs. ~ Mr. McCabe .calle~he $oard's attention to the fact that they would stipulate that they would stop operations if the State commits itsel€. He suggested that maybe the County could extend the permit for 120 days. ~°`'M~ Hopefully these things could be worked out. Mr. McCabe stated that tours were made by Assemblyman Chappie of the suggested site and for other available sites outside the park area. It is Cheir feeling that these negotiations are continuing in good faith. Mr. Gordon Mathews commented on the negotiations with the State. Supervisor McKillop reported on the status of the Park District with the State. Time spent discussing the situation. Chairman Ladd wondered if it might not help if a Board member went down and tried to get the changes approved, Supervisor McKillop said he would be willing to go down, Mr. Mathews said that anything that the Board could do would be apprechted. Chairman Ladd said the Board could make contact immediately with Assemblyman Chappie and Cal. McCollum to request that the matter be expedited concerning the exchange of lead. The State is asking that as E.I.R. be filed. It was suggested that the County could tell the State that it would jeopardize this economic endeavor if an E. i. R. were requested. Mr. Mathews stated that they have been negotiating with the State for two years. The State suggests aew locations for the operation. Mr. Mathews said that he would like to meet with Supervisors McKillop and Richter and go over the sites. Location of aipea-•sat:•out. He felt the County should have Page 142. Supervisors Mcltiilop, Richter and the standing committee will meet with Mathews Readymix and discuss the matter. lSr. McCabe asked if this could be done by March 14th. If the Reclamation Board does not act then, the permit will terminate. Mr. McCabe has requested, for Readymix, that this matter be placed on the Reclamation Board's agenda for their meeting on March 14, 1975. Chairman Ladd requested that Mr. Nickelson contact Assemblyman Chappie's office today requesting an appointment with him and discuss the 120~day exteni~n of the present permit and about the exchange of lead. Supervisor Madigan requested that Mr. Nickelson also call Col. McCollom and be sure that the matter is placed on the agenda, On motion of SuperviaorMeKillog, seconded by SuperoisorMadigan end carried, the Board requested Mr. Nickelson to call Col. McCollom and Assemblyman Chappie to request that the Mathews Readymix, Inc. application be placed on the Reclamation Board agenda for their meeting to be held on March 14, 1975, in order that the matter might be expedited. 75°423 APPROVE PLANS AND SPECIFICATIONS FOR JWENILE_lIALL CONSTRUCTION PROJECT Lorrin Ward, architect, presented plans and specifications for the Juvenile Hall construction project for approval and authorisation to call for bids. Be is also requesting that a full time inspector be employed during the construction period as was done on 'the last construction project. Mr. Ward stated he had het . with Che CYA yesterday and also with the State Fire Marchal. They assured him that they would approve the plans for Juvenile Hall. A letter will be received from them is Che near future. They are now ready to go to bid. Plans include two alternative bids; these would be additive bids. Many revisions have been made to the plans, Mr. Ward feels that they now have a very simple proposal for the contractor. There is a communication system; plans are included for an inter~cDm system, fire alarm system -•and a closed circuit television system.-' Plans discussed. Mr. Castleberry reported that he had received telephone calls from Judge Morony, Judge Vandegxift and from Bill Dolan. They request that these plans go out to bid. Mr. Castleberry commented on the efforts of Supervisors Ladd and Cameron in effecting the modifications to these plans. He would recommend that theBoard go ahead with these plans. On motion of Supervisor McKillop, seconded by Supervisor Madigan and carried, plans and specification; for Juvenile Hall construction project were approved; call for bide with opening net for April 2, 1975 in the Purchasing Office at 2 p.m. with a report to the Board with agenda of April $ authorized; and authorized the hiring of a full time inspector for the construction project. Supervisor Richter stated he had some concernd:rabout the size of the facility. He hoped Chat this facility could be used by other counties, as this County has been sending our youngsters to other county facilities. W m a~~~ m~ a s ~~ ~. a~ m s~~ e~ a s~ .. ~ Q 75-426 APPROVE FROMOTION OF TROY SMITH & TIM LITTLE FROM TEACHERS AIDE TO TEAC$ER: COMMUNITY ACTION AGENCY OOYERNING BOARD On motion of Supervisor Richter, seconded by Supervisor McKil~op and carried, promotion of Mr. Troy Smith and Mr. Tim Little from teachers aide to teacher was approved. 75-427WAIVE FIRST READING OF ORDINANCE, PROPOSID AMENDMENT TO SECTION 22-4 BUTTE COUNTY CODE This amendment excludes trailers or mobile homes in excess of eight feet in width from the provisions of this seceion. Howard Toussaint present to discuss proposed ordinance. On motion of Supervisor Richter, seconded by Supervisor Madigan and carried, the first reading of ordinance amending Section 22-4 of County Code was waived. 75-428 WAIVE FIRST READING OF ORDINANCE AMENDING SECTION I9-11 OF COUNTY CODE This amendment to the Sewage Disposai Ordinance provides for the same aeparaCion distances ae in the Subdivision Ordinance standards. Parcels created after the effective date of said standards. Supervisor Richter stated they are able to make variances or exemptions in this matter. Oa motion of Supervisor McKillop, seconded by Supervisor Richter and carried, the first reading of the ordinance amending Section 19-11 of the Butte County Code was approved. 75-429 APPROVED PROPOSID PLAN FOR CHILD HEALTH ANA DISABILITY PREVENTION PROGRAM The proposed plan for the Child Health and Disability Preveatioa Program ~0•~ ~ budgetsallowed forothisaprogram waso$28,52ilwhichihastbeeatpartialiy expendedrative 3 in preparation of this plan, the balance will be authorized far use on submission of the proposed plan. This year all children entering the first grade will be examined. After this year, the program will be expanded to include all those children that are under Meth»Cal. Birth to age 21 will 'be covered after this year. Program discussed. On motion of Supervisor McKillop, seconded by Supervisoz~tadigaa and carried, the proposed plan far Child Health and Disability Prevention Program was approved sad the Chairman was authorized to sign. 75-_430 APPROVE TITLE IV-A FAMCLY PLANNING CONTRACT The eoatract with the State Department of gealth for reimbursement for family planning services has been approved as to form and for fiscal and budgetary control. The reimbursement ceiling to Butte County for such services is set at $15,200. This should be increased if the patient load exceeds the original estimate, Agreement provides that these funds be used to augment the present family planning program. An average cost of $3 each for testing has been established and it is recommended that this rate be established for charges to private patients with determination to reduce or waive fee to be made by the Health Officer based on income schedule. Supervisor Richter stated that Dr.Enloe had told him that this program was not wall publicized and that there should be more notification to the public so that the services could be better utilized. Supervisor Richter supports this program. Dr. Erlingheuser said he felt the ~ervi~~~were increasing constantly. On motion of Supervisor Madigan, seconded by Supervisor Richter and carried, the Family Planning contract #74-50240 with the Department of Health, was approved, end the Chairman authorized Chairman to sign; pregnancy testing program was approved and establishment of rate of $3 per test was approved and Health Officer authorized to reduce or waive fee based on income schedule. 75-431 APPROVE APPOINTMENT OF PATRICK BARRY AS COMMUNITY AGELYCY REPRESENTATIVE TO THE MANPOWER PLANNING OOUNCIL The community organization representative position on the Manpower Planning Council 1s vacant. Several agencies 'have suggested candidates for this position. Jim Rackerby explained the appointment. Oa motion of Supervisor Richter, seconded by Supervisor McKillop and carried, Mr. Patrick Barry, E.O.C. Director, was appointed as community agency representative to the Manpower Planning Council. 75-,4,,,~2 APPROVE WAIVING OF FIRST READING OF SATjARY_ORD_I_NANCE AMEND~NT A salary ordinance amendment has been prepared to provide for the reorganization of the Treasurer and Tax Collector and the County Assessor's Office and the reclassification of a vacant position under CETA Title Ii. ~ J Mr. Rackerby said that one change had been worked out by Mr. Morton. G =j• He now has a•v4cancy in one of his regular positions. 'i'bis amendment will not add a new position in this office. They w111 take care of his problem. Extra help money w111 still be used for extra help but will not be on a permanent basis. Reclassifications and changes explained and discussed. Supervisor Richter asked if these elected officials should have a position that could be appointed by them sad should this position have no protection. Mr. Rackerby stated that Supervisor Richter was delving into an area that could be discussed by both sides. Re explained how the problem could be handled. He said that from the stand paint, of good gover~,ent, the political appointee should not be there. Personnel rules require that an elected official can have a position that he can appoint. Rules would have to be te-written to allow the changes. Sob Jones, Butte County Employe® Associatiai Manager, said they had reviewed job specifications as set out by Personnel. Whey duties are added, the employee should have this reflected in hie salary. He felt tY~at on an interim basis, these changes are approved by them. Supervisor MctLillop asked Mr. Jones about the status of the survey. The report should be back in April. Review and discussion could be finalzed by the end of April. Mr. JoaeB said that as far as the administratira~reosganizetion, they have come queetims. Because of future situations that might arise, they will have their attorney send a letter to the County requesting that the specific questions be answered as to'•how the Charter speaks to reorganisation within county departments. Mr. Harry March, attorney for the Fimployees Association sad for Mr. Fd crown, spoke concerning Mr. Brown's problem. Be tried to make Mr. ~~ Brown's position clear. There is a little noafusion about Mr. Brown's status. p~ Mr. Brown is s permanent County employee; he would like the Board to keep ~3 • this in mind. He is willing, as a long time County employee. to rely oa the good faith and judgment of the Board. He does not agree that the position of Assistant Assessor is not needed. This present action has put him out of a job. The Board should make an expression of intent that Mr. Brows be certified for all the positions that he•is certified for. Page 145. Harsh 4, 1975 /, ~., On motion of Supervisor 3[eRillop. seconded by Supervisor Madigan and carried, the first reading of the salary ordinance amendment was waived. 75-433 ITEMS DECLAREb SURPLU5 PROPERTY County Buildings request the Board to declare steno chair #06099 surplus as it is old and beyond repair. The Treasurer and Tax Collector request the Board to declare two Surrougha bookkeeping machines Mocel'F-3101 and Model 201 surplus as they are no longer needed because the bookkeeping on funds that these machines were previously used for have been transferred to Data Processing. On motion of Supervisor Madigan, seconded by Supervisor Richter snd carried, the above items were declared surplus and disposal was authorited by the Purchasing Officer. 75-434 AWARD OF BID-CARPET & ACCESSORIES FOR gOSPITAL REMODELING Low Bidder far the carpeting for the Probation and District Attorney's offices was Chico Carpet and Interiors in the amount of $12,608. This bid was 7~ under the estimate. Tom Struthers, Purchasing AgenC, stated they had sent out S bid forms and he did not know why they had received only two bids back. Chairman Ladd said he was disappaintad that they had received only two bids. Ae feels that this seems to him to be leak of communications. Bids discussed. On motion of Supervisor McKiliop, seconded by Supervisor Madigan and carried, bid for carpeting for remodeling of probation and District Attorneys offices was awarded to Chico Carpet sad Interiors in the amount of $12,608. ?5-435 BUDGET TRANSFERS APPROVED On motion o£ Supervisor McKillop. seconded by Supervisor Madigan and earried,'~tfie following budget transfers were approved: B-1~1r Public Works - General ~dministration.~ X150 is transferred from office expense to equipment maintenance within the General Administration budget and is to cover repairs to a used typewriter provided for a CETA position, and to provide a small amount for the balance of the year. B-155 Public Works - EngineerinC and Administration. ,300 is transferred from equipment to office expense within the Engineering and Administration budget. This covers present deficit of $21 and provides for the balance of the year. The purchase of paper supplies for the new H.P, computer is the main reason for the deficit. 8-156 Refuse Disbasal. $1,000 is transferred from landfill hauling to Board authorized travel, within the Refuse Disposal budget. This covers a two month equip- ment rental for a road department sedan and pickup used by t}~e Refuse Disposal operator. A recent transfer of these vehicles to the Refuse Disposal budget will alleviate this condition from a standpoint of inter-departmental charges. B-~ Suuplemental Manpower Prceram. This decreases Butte County's appropriation in the CETA Title II Prograca and other sub--agents such as the cities and special districts in the amount of ~109,549,and increases various school districts' agproprie- tions in a like amount per modification X507 approved by the Board of Supervisors January 20, 1975. Decreases the Spacial Departmental Expense account in Supplemental Manpower budget to reflect decrease in appropriations for the 'administration of the CETA TI program which were redistributed to other sub-agents per modification of #507 approved by the Board of Supervisors on January 28, 1975. Amount of reduction is ,~2L,,500 which is offset by reduction of anticipated revenues by the same amount. B-1~ S~plemental Manpower Program, This records decrease in the county's share of appropriation for CETA II program which was redistributed to other sub-agents for modification #507 approved by the Hoard of Supervisors January 28, 1975. Total decrease county share is X44,037 spread through the salary and salary overhead accounts, and offset by reduction in federal aid - other revenues. B-160 Administration, $$300 is transferred from equipment maintenance to office expense within the Administration budget. X3,500 is transferred from professional and special services to overtime within the Juvenile Hall budget. Since October, 1974 certain employees at Juvenile Ha11 have been paid for 7~- hours per day, plus ~ hour per day standard overtime. Result of the paying of the additional ~ hour per day has created a buget deficiency in the overtime account, and the Auditor pro3ects that an additional X3,500 is Headed in thin account to cover present deficit and the balance of the year. ~-162 Refuse Disposal. This transfers $1,0$6.49 from equipment account - prior year to equipment account - current year within the refuse disposal budget. This amount is to cover acquisition of a used sedan from road department in the amount of $852.72 and a used pickup from the road department far X333.77. These were formerly assigned to refuse disposal and an inter-departmental rental was charged for them, The prior year amount available for this transfer resulted from savings on.purchase of a used scraper instead of a new one. 8-Z63 Data Processin X8,000 is transferred to office expense with $900 coming from rend an~'3eases, ,000 from other transportation and travel, X750 from equipment and the balance of X5,350 from unanticipated revenue - Data Processing. There has been a drastic increase in computer paper usage and also in the cost for that paper. This is the primary reason for this transfer. B-1~ Superintendent of Schools. X500 is transferred from salaries and wages regular to overtime within the 5uperintendent~s budget. Overtime is being expended by clerical help in the transfer of accounts payable functions now handled on NOR machines in the Superintendent's office to Data Processing. Once the transfer is accomplished and it is all set up these expenditures should cease. 8-16~ Board of Supervisors. X1,500 is transferred from the reserve to office expense account and is to cover copy machine charges, postage, etc, which are much heavier than anticipated in the budget. Recent changes in policy regarding notification to persons iq zoning matters is the primary reason for this increase in expenditure. B-166 Chico Marshal. 500 is transferred from the reserve to office expense within the Chico N,arshal's budget. We recently transferred X500 from the Marshals office expense account to extra help; however, this should have come from the reserve and this transfer reflects that correction. The office expense account did cot have sufficient monies_to cover this transfer. Page 147. A situation has arisen between the organization end the Highway Patrol. The Highway Patrol requests that the bycylists adhere to all rules as a vehicle does unless the road is closed by the Board of 3uperrrisora. He is appearing today to request that the road next to the five-mile facility be closed. They suggest that it be closed to all traffic except the residents along that road. They could re-route the rest of the traffic up Sth Street. The rase will be held May 4, 1975 between 8:00 a.m. to 3:00 p.m. Members of the organization would man the intersections. The Sheriff will send a deputy out to over-see the activity. Supervisor Richter fe1C that this race was a fine idea; he would support it, Mr. Castleberry acid that if this could be done under the supervision of the law enforcement people, Chen he would go along with it. If not, the County might be subject to some liability. He said theBoard hen closed roads in the past. It does take an affieial action to close the road. The objection before was the matter of the litter, It caused a iot of consternation to the residents. The bottles and litter should be cleared up. Mr. Lindsay gave the Board assurance thaC this organization would police the area after the race and clean up ell bottles and litter. Insureace liability discussed. Control of traffic at the intersections discussed. It was stated that there will be notification set up showing the closing of the road and the route the motorists could take. On motion of Supervisor Madigan, seconded by Supervisor Richter and carried, the request of Mr. Lindsay for the closing of the road on May 4, 1975 for a bycycle race from 8:00 a.m. to 3:00 p.m. was approved, subject to having traffic control under the law enforcement agency, and that the litter and bottles be cleaned up after the race, as outlined by Mr. Castleberry. 75-437 COUNTY COUNSEL DIRECTED TO PROTEST TSE DISALLOWANCES IN THE STATE WELFARE PAYM2NT Sill Lawrence, County Auditor, stated he bad received the Welfare a dvance payment for March; there were two offset amounts. There was disallowance of costs claimed in the surplus food program. Mr. Lawrence felt the Board should go an record as opposing these amounts. Time spent discussing the withholding of the funds by the State. On motion of Supervisor McKillop, seconded by Supervisor Madigan sad carried, County Counsel was directed to protest the withholding of the funds by the State is the State Welfare payment for March to the County. 75-438_DIS__C05_STONe HOWARD CASAGRANDE LOAN OF FUNDS BY COUNTY TO NARCOTIC TASK FORCE Howard Casagrande, Planning Director for Region 3, CCCJ, stated he had been before the Board three weeks ago requesting the Board to lend support to fund the Narcotic Task Force. He stopped in Sacramento and the fonds have now been approved for this time. Funds for July 1 through January will be considered at a later date. He resented this information to the Page 148. Second year funding would run from April 1, 1915 to Apr11 1. 1976. Total project $36,250, o£ which $17,118 would be in local hard match. Supervisor McKillop said he has heard from moat of the law enforcement agencies and they feel this has been a good program. He feels that the program should be approved, The agencies wtre to get in the letters of evaluation. Mr. Nickelson stated that he has the letters; they were part of the application. Mr. Casagrande said he would see that the Board members were sent a copy of these evaluation letters. The Board felt that they should get all the abandoned vehicles as possible. A CETA VI person has been hired to•do this work. 75-445 TRAVEL REPORT ON TAXI SERVICE Supervisor Richter requested that he be allowed to give a travel report on the tad. service. Supervisor McKillop said he would like this to be on the agenda for Tuesday. March Il, 1975. The report sets out information gathered oa the travel trip to other communities. It was suggested that a starring committee be appointed to bring back a recommendation to the 'Board regarding taxi service. Supcrvisor Richter said he would suggest . that this Board take the position of recommending this to the Association of Governments. The County should get to work on this matkar. Welfare services. He feels that there is a great need to provide these people with services; there is wide spread community support far this. He would like to have the Board instruct the Administrative Officer to meet with the Welfare Director and bring back a recommendation on haw this could be handled. There is a vital aeed'f~r referral and information in the Chapman Towa area; the demand is great. It might warrant the setting up of s local contact point in Lhe Chapman Towa area. Mr. Biackstock stated that it was hie understanding that the district will not oppose the Board's action. Supervisor Madigan stated ht had attended a meeting last Thursday in Sacramento with the Reclamation Bureau. They discussed some way to gat definite annual funding for the river water; they got aawhere with this diacuasion. They stated they would not consider changing the formula. They would not help the County in anyway. Be stated that Colusa County was also having a problem. There is a sand sad gravel bar forming that will cause the s~a.lfunction of the weir, The Bureau told Coluaa County they would give them an answer in twa weeks. They are debating whether they will remove the sand and gravel bar. The Bureau designed and put in the weir and Colu9e County feels they should maintain it. Chairman Ladd said he would like to set nn attempt made to get two County Board members from tech Board of Supervisors, along with their water engineers and then imrite or attempt to set up a meeting with the Reclamation Bureau and have thtm make a presentsCian concerning the preparation of environmental reports. This would be an increase cost to the people. At the meeting an Thursday they admitted that they had about $10,000,000 in claims on seepage damages. Supervisar Madigan stated that oa next Wednesday evening there will be a meeting is Colusa for those interested in the seepage problem. There will be a TV commentator that will MC the meeting, Assemblyman Chappie will be present; they will disease the claims of approximately k0 million dollars. Supervisor Madigan feels that some one from this county should attend this meeting. George Stamm will be requested to attend; Supervisor Madigan will attempt to be present. It was suggested that John Luther, during the Faster vacation, set up a meeting with Chappie, Moes and maybe Leggett to see what the counties cea do. Matter of a meeting being net up discussed. It was suggested that a letter be sent to the other County Boards of Supervisors explaining the matter and asking that a matting be set up. Supervisor Madigan brought up the sub~ecC of mobile home taxation. Tb,ere are three counties in Northern California that now have ordinances that psavide that mobile homes cannot be placed on anything leas than 10 acres. This applies to a single unit home. Be would like to see this Board give some thought and consideration to this ordinance. Copies of the ordinances will be obtained sad see how binding they are. The material will be supplied through the Manpower Program; lator also will be supplied through Manpower Frogram. Space that will be available when Probation and District Attorney moves out to the old Hospital Building discussed. The Assessor will absorb this space. Chairman Ladd commented on the letter directed to be sent to Senator Collier on the rental of mobile homes. Letter read and discussed. All mobile homes outside of parks are inspected by the County.
