Amendment to Consultant agreement - William Avery & Associates, Inc. - an amendment has been prepared proposing an increase in the fee for labor relations negotiations and consulting services. The proposed increase is from $1,600 to $1,900 per month plus expenses, and a change of name of contractor from Keil and Avery, to William Avery and Associates - action requested - AUTHORIZE THE CHANGES IN THE AGREEMENT EFFECTIVE APRIL 1, 1991 AND AUTHORIZE THE CHAIR TO SIGN AMENDED AGREEMENT SUBJECT TO APPROVAL BY AUDITOR-CONTROLLER AND COUNTY COUNSEL. 2. County library donation - in accordance with Government Code Section 25355, a donation of $2,500 has been received from Paradise Friends of the Library for the Butte County trust fund for continuing operations - action requested -- ACCEPT DONATION AND AUTHORIZE LETTER OF APPRECIATION. 3. County library donations - in accordance with Government Code Section 25355, donations have been received of $1,700 from Chico Friends of the Library, and $300 from Eagles Ladies Auxiliary, Chico for the Butte County trust fund for the purchase of books - action requested - ACCEPT DONATIONS AND AUTHORIZE LETTERS OF APPRECIATION. 4. Patrick Black - Conveyance of development rights and open area easement for a home site segregation that was condition #5 of use permit 90-24 approved by Planning Commission on February 22, 1990 - action requested - APPROVE THE CONVEYANCE OF DEVELOPMENT RIGHTS AND OPEN AREA EASEMENT. 5. County Service Area No. 131 (Walnut Manor subdivision} loan - a resolution has been prepared to authorize a $500 loan to CSA No. 131 (Walnut Manor Subdivision) from the CSA revolving loan fund. Budget transfer B-98 has been prepared to provide the necessary appropriation - action requested - ADOPT RESOLUTION 91-29 AND AUTHORIZE THE CHAIR TO SIGN. 6. Welfare Department - Child Protective Services - Board authorization is requested for the purchase of a FAX machine in the maximum amount of $1,500 from existing fixed asset funds - action requested - AUTHORIZE PURCHASE OF FIXED ASSET ITEM. 7. Buildings and Grounds - Board authorization is requested for the purchase of one (1} used 1974 Chevrolet one ton dump truck for use by the Grounds Department in the amount of $4,100 - action requested - APPROVE PURCHASE OF FIXED ASSET ITEM. 8. Adoption of salary ordinance amendment - Administrative Office, Self-Insurance Section - the establishment of a position of safety officer was requested as part of the final budget package. A classification study has been completed and the appropriate internal alignment established at salary range 54 -- action requested - ADOPT ORDINANCE 2914 AND AUTHORIZE THE CHAIR TO SIGN. Adoption of salary ordinance amendment -due to administrative oversight, some requested changes to the staffing of certain positions within the District Attorney's Office and the Mental Health Department were not correctly reflected in the salary ordinance - action requested - ADOPT ORDINANCE 2915 AND AUTHORIZE THE CHAIR TO SIGN. 10. Adoption of salary ordinance amendment - Buildings and Grounds Section - proposed as part of the final budget package was the creation of the positions of senior building crafts worker and supervising building crafts worker. A completed classification study determined the appropriate internal salary alignment at range 40 for senior building crafts worker and salary range 44 for supervising building crafts worker. All positions within the series were evaluated for appropriate internal alignment, and it is recommended that the assistant buildings and grounds position be realigned at salary range 48 instead of 42 - action requested - ADOPT ORDINANCE 2916 AND AUTHORIZE THE CHAIR TO SIGN. 11. Adoption of salary ordinance amendment - proposed is a salary ordinance amendment implementing the general unit portion of the completed Sheriff's Department classification study which indicates a need for a specialized Sheriff's clerk classification series as well as salary adjustments to bring all positions into appropriate internal alignment. Included in the ordinance amendment is the implementation of a portion of the Sheriff's reorganization plan with the creation of two new classifications of Sheriff's records and warrants manager at range 40, and supervising correctional officer at range 93. Board authorization is requested for a temporary Sheriff's clerk III position until such time as the position of Sheriff's records and warrants manager is filled by internal departmental promotion - action requested - ADOPT ORDINANCE 2917 AND AUTHORIZE THE CHAIR TO SIGN. 12. Adoption of ordinance amending Section 15-82 of Article III of Chapter 15 of the Butte County Code regarding work permit applications for cardroom employees - action requested - ADOPT ORDINANCE 2918 AND AUTHORIZE THE CHAIR TO SIGN. 13. Consideration of designating the Wall Street Center for the Arts as the state/local partner for 1991/92 - action requested - ADOPT RESOLUTION 91-30 AND AUTHORIZE THE CHAIRMAN TO SIGN. Local Agency Formation Commission (LAFCO)/General Council of the Tyme Maidu Tribe of the Berry Creek Rancheria -- the proposed agreement will permit the County of Butte to collect a $75 per residential unit fee and a $5,000 fee to be used for drainage. LAFCO approved the annexation into the Lake Oroville Area Public Utility District subject to the payment of fire and drainage fees on the basis of ensuing public safety - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 15. Law Enforcement Memorandums of Understanding - County negotiators have a tentative agreement to make amendments to the Law Enforcement Memorandums of Understanding consistent with changes in other units. These include binding arbitration of discipline appeals, 5 percent assignment pay far deputy sheriff classifications assigned to the investigators unit and various other language changes - action requested - RATIFY THE TENTATIVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 16. County Respiratory Protection Program - a respiratory protection program has been developed to identify and treat respiratory hazards encountered in the County workplace. The program satisfies criteria set forth by CAL/OHSA regulations - action requested - ADOPT THE PROGRAM AND AUTHORIZE TTS IMPLEMENTATION. 17. Sheriff's electronic surveillance program - an agreement has been prepared with Digital Products Corporation for the lease of twenty (20) monitoring units including maintenance at a cost of $3,970 per month. The agreement will cover the period March 11, 1991 to March 10, 1992. Funding exists within the Sheriff's Department budget - action requested -APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
