Best, Paradise. Mrs, Best writes regarding access roads to sub- divisions in Paradise. l,~ Ord ~ William J. Kent, Chico. Mr. Kent requests Board to consider establishing a T "community service district" for the purpose of constructing certain improvements such as .curbs,. gutters and sidewalks on Floral Avenue. Paradise Drug. Study Council Steering Committee, The Committee writes regarding ~~~~ O the recent juvenile arrests at the Paradise High School and Paradise Continuation School. SupervisorMaxon stated that this was quite a problem. He stated that he hapes that it will be resolved in the near future. Letter discussed. No action taken at this time. Alfred E. Kerrie, Paradise. Mr. Kerrie and four other signers of the letter request the granting of an interim zoning of R-1 single family residential because of invasion of mobile homes. Mr. Speegle writes to inform the Board of the impending visit of Dr. Harold H. Biswell, professor of forestry of the O ~ O ~ University of California at Berkeley. Our Welfare Department has been advised by Family Service that L ~ ~~ ~ Q they are setting up a meeting with Homemakers, Inc on April 14 at 1.1 a.m. at the Chapman Center in Chico, to discuss expansion of homemaker and .health care services in Northern California. Treasurer and Tax Collector. Mr. Swinney advises the Board that Resolution '71 30, dated Febx'uary 16, 1971, which authorized sale of tax deeded property contained a parcel number which was in error. Corrected parcel number is stated, and Mr. Swinney requests acknowledgement and certification that it is proper to cor_tinue with the sale under these circumstances. Bushman, manager, writes that Butte Water District desix•es to aid the County in locating a transfer station in the Gridley area. / p 0 .s~ They have problems.w'ith the deposit of .garbage and trash in their canal system. At the District's meeting on March 17, 1971, the Board of Directors voted to offer the Countyshree acres of property on the north side of East Biggs Road for a price of $1. A description of the property is enclosed. See discussion following communications. Superior California Water Association. The Association wishes to set a tentative date for the fall water tour at which members will be guests of the Metropolitan Water Districs of Southern California. They suggest that .the Board select the month most suitable and instruct their representatives or directors *_o make such information available at the March 31 meeting at the Blue Gum Restaurant. It was felt that it would be in order to hire on an extra--help basis a zanirag inspecccr. Mr. Castleberry stated that the matter has been. discussed with Ai Walsh, the former Planning Director. Mr. Walsh would know the laws and is available on an extra help basis. Mr. Roy Pritchard will be back to work in a few weeks, but will only be able i;o work in the office anal not out in the field. Mr. Castleberry felt that Mr. Pritchard°s time will be taken up with the garbage disposable area and in taking care of service areas. They do-need someone to chase dow*_x these zoning problems today. Copies of 'the plan were mailed t:o the Board members. Dr, Glenn stated that There is good commrnity representas~ion in the preparation of this plan. They had a format prescribed by the Sfai.e. One of the strongest recommendation is <LL:hat this plans should be dune each year, 'This plan has been submitted to the area-wide Boardy this is ::he most complete plan that has been submx.tted, He expressed appreciatian for the Board's support in this matter. PAR.~~DISE Mrs. Pat R.ellaford, Parad~.se, staled she was appearing in response to the Chairman"s remarks concer:caing the cost of Paradise Incorporation, She had a copy of the report from the Administrative Officer concerning the revenue and expe~editures for each Supervisoriai District. Revenue for District ~~5 set outs expenditures for that district set out. Aistrict ~~5-is short in revenue compared to the expenditures far that district, She stated that this was not good bookkeeping. She said that maybe the way for these people to ga would be to incorpoxa:e the area. She believes i:hat everyone should take government more seriously, She said she was .amazed at the variety of business that must be handled by this Board, Ehe felt: this Board had a very heavy responsibility to the citizens of this County. 71°834 APPEARANCE OF MAX KOENIG Bi)`T`TE GO"~1`Iw TAKpA~RB ASSOGTA?'ION, REPRESENTATIVE Max Koenig, Oroville, stated that he was appearing as representative of the Butte County Taxpayers Association. He said he had Two points to discuss with the Boax'd. He said he would assume at this time that the committee has been. terminated, He said that at the outset of the meetings of :his committee, one of the members read some suggestions that should be co.:tisidered. `This member stated that if t~!-ese suggestions were not followed, he would fi~.e a minority reporco uMr. Kaer•.ig stared he made a counter suggestion. There was a liberal. 'pie-v~point and a conservative view m point on this committee, The srateme*at had been ma:3e that if Mr. k:oenig-was appointed chairman of the committee, *he committee members world file another report. 'This committee represented maey viewpoints. Tt was the consensus of this committee that a board of free holders should be appointed. He stated that this committee considered all the points x'aised and discussed all suggestions made by the Grand Jury. '1"he point of re°districting came up and it was suggested that the Board consider this item. Mr. ~Loenig stated that the second item was about the surpl+.is property on Olive Highway that is being sold by the County. 't`his property was rezoned two years ago. Hearir._gs were he"ld at that time. Supervisor Melrillop was asked if he had any interest in this proper.tyg he disavowed any interest. He stated that the request for rezoning should be by the people a~~d net at the request of the County. JCADT COVE13,, .PARI~DISF Mrs. Jean Govell~ Paradise, stated that she would `like to oppose t:1_'!e appointment of Richard Rypkema to the Butte County $lanning Commission. She feels that there is a corflict of i..*.lterest with Mr. Rypkema on thin Board, She also asked what was going to be doTee about the property being zoned in the Butte College area, Chairman Reynolds said he would assume that this matter would be studied by the Butte College Board. Dan Blaekstock, County Counsel, sta'~:ed that this mat8:er had. been brought to the attention. of the Butte Junior College district. The College has a committee working on this matter, The Planning Commission. shou7.d prepare a master plan for that area. Time spent discussing the area in question, A decision should be determine how best i:he land could be utilized; the Couni,y car!not arbritarily zone this land. E1,MMER BR0IJII~~P,RD, FIRE CHTE:E, CHICO< DISCHSSION REGARDING `SHE NANLLNG OF STREETS AND ISST:II??G OF ADDRESSES. Mr, Elmer Brouillard, fire chief, Chace, said he was chairman of the street naming artd address committee, representing the other fire chiefs. The various fire chiefs of the county appeared to disouss the matter of street naming and addresses, Jerry Letson, State Division, of k'orestry, se's forth his feelings in this. matter. It was stated that their main concern was in the matter of emergency calls. They are a serious problem. He said that there was duplication of street names. He stated that 25% of the street names in the Paradise area are a dup].icatiorx in sound, It is the feeling of the fire chiefs that one agency should have the responsibility for the naming and addressing of the streets, The Chiefs were gs~ite concerned when East Avenue was exte~sded, Problem involved e~:plained and discussed. ?`ime spent disoussing the problem of street Page 2.59. It was stated that there would be a hearing on April 13th, 1971 at 1:30 p.m. to discuss street naming and rn.zmbering and the Board invited the Fire Chiefs to at~end the meeting, This problem concerns the fire departments, police departments anal the rural mail carriersa The report that had been prepared by the administrative Intern will be presented to the fire chiefs, postmas~ers a.nd law enforcement agencies. It was stated that one of the px'oblems they wex'e concerned with was the non-conforming. subdivision type street names. These are not county>or city- dedicated streets. These streets are confusixzg to the fire departments and law enforcement agencies, It was suggested that all private roads-be named lanes9 this would a~atomatically show that it is a private read. These matters will be brought up at the meeting on April 13th. No action taken at this timed 71 837 REPORT BY DIVISION OF FORESTRY Ori' PALER"HO SITE FOR FIRE STATION Mr, Letson reported to the Board on the Palermo site on the school grounds far the location of the fire station, The school had no plans for this land and will allow the County to use this land. There will be a sewer hookup charge; the fire station can secure water from the school well, The Division of Forestry has had correspondence from another party concerning a site of 1,4 acres, The County feels that the mir..imum site would be an acre. Location of the fire statioxz discussed, Mr, Letson explained the site and the problem of costs for the construction of the building. Mr. Letson stated that he felt that time was of the esser_cea There is money to get stax'ted on this matter. Chairman Reynolds and Mr. Letson will meet and will discuss the matter with the people concerned, All phases of this matter should be studied and fully discussed, They will contact the School Board members and set up a meeting.
