Call to order at 9:15 a.m. a special meeting of the Board of
Supervisors pursuant to Government Code Section 54956 - Board
of Supervisors room, County Administration Building, 25 County
Center Drive, Oroville. Present: Supervisors Beeler, Dolan,
Houx, Josiassen and Chair Davis. John S. Blacklock, Chief
Administrative Officer; Neil H. McCabe, Assistant County
Counsel; and Carol Roach, Assistant Clerk of the Board.
Pledge of allegiance to the Flag of the United States of
America.

98-107 Public hearing - consideration of an application to the
California Department of Housing and Community Development
under the Over-the-Counter Allocation of Community Development
Block Grant (CDBG) Economic Development Program estimated in
the amount of $500,000. Approximately $37,500 will be used for
grant administration and the remaining $462,500 will be used as
a business loan for a company creating up to 60 new jobs for
the Gridley labor market area - action requested - ADOPT
RESOLUTION APPROVING SUBMISSION OF THE GRANT APPLICATION AND
AUTHORIZE THE CHAIR TO SIGN. (20)
MOTION: I MOVE TO ADOPT RESOLUTION 98-55 APPROVING
SUBMISSION OF THE GRANT APPLICATION AND AUTHORIZE
THE CHAIR TO SIGN.

Federico Pena; public employee performance
evaluation pursuant to Government Code Section
54957: 1. Director-Behavioral Health; 2.
Agricultural Commissioner; 3. Director-
Information Systems; 4. Director-Public
Health; 5. Director-Public Works; and 6.
Public Guardian; and a closed session
conference with labor negotiator pursuant to
Government Code Section 54957.6: Agency
negotiator: Bill Avery; and Employee
organizations: Butte County Employees
Association, Butte County Management
Employees Association, Social Services
Workers Unit, and Butte County Law Enforcement
Officer Association (General Unit and
Management-Supervisory Unit).
RECONVENE: The Board reconvened at 4:05 p.m. following a
closed session conference with legal counsel
for actual litigation pursuant to Government
Code Section 54957.9(a): County of Contra
