Administration Building, 25 County Center Drive,
Oroville. Supervisors Dolan, Fulton, Mclnturf, Vercruse
and Chairman McLaughlin present. William H. Randolph,
chief administrative officer; Neil McCabe, acting county
counsel; and Carol Roach, assistant clerk of the Board.

90-150 Consent Agenda
1. Approval of minutes - action requested - APPROVE
MINUTES OF MARCH 20, 1990.
2. Budget transfers - action requested - APPROVE BUDGET
TRANSFERS B-132 (SHERIFF-INCARCERATION), B-146
(PLANT AND EQUIPMENT ACQUISITION), B-147 (BOARD OF
SUPERVISORS), AND B-148 (SOUTH COUNTY MUNICIPAL
COURT).
3. Board of Supervisors handicapped accessibility -
Board authorization is requested to purchase radio
equipment at a cost not to exceed $450 to
accommodate the hearing impaired at district Board
meetings. A budget transfer has been prepared for
the necessary appropriation - action requested -
AUTHORI~E PURCHASE OF FIXED ASSET ITEM.
4. Salary ordinance amendment - Public Works
Department -proposed is a salary ordinance flexibly
staffing a senior stenographer clerk or stenographer
clerk position to a senior stenographer clerk,
typist clerk IxI or stenographer clerk position -
action requested - WAIVE THE SECOND READING AND
ADOPT ORDINANCE 2826.

90-150 5. salary ordinance amendment implementing management
reorganization of the Welfare Department and
realignment of ordinance no. 2702 adopted September
13, 1988 - action requested - WAIVE THE FIRST
READING OF THE ORDINANCE.
6. Amendment to Chapter 4 of the Butte County Code
regarding animal control - proposed is an ordinance
to revise and update Chapter 4 of the Butte County
Code to make animal regulations compatible with more
efficient licensing procedures, current rabies
prevention program and elimination of conflicts
within the code ~- action requested - WAIVE THE FIRST
READING OF THE ORDINANCE.
7. Assessor's Office office hours - a resolution has
been prepared pursuant to Section 2-1 of the Butte
County Cade which provides a change in public office
hours to 10:00 a.m. to 3:00 p.m., Monday through
Friday - action requested - ADOPT RESOLUTION 90-58
AND AUTHORIZE THE CHAIRMAN TO SIGN.
8. Designation of the Wall Street Center far the Arts
as the state/local partner for 1990/91 approved by
the Board of Supervisors on March 27, 1990 - action
requested -ADOPT RESOLUTION 90-59 AND AUTHORIZE THE
CHAIRMAN TO SIGN.
9. Steven B. Russo contract - Board approval is
requested to extend the contract for legal
representation of the County of Butte {Department
of Welfare/Child Protective Services) from April 16,
1990 to June 30, 1990 at a maximum cost of $13,750 -
action requested - APPROVE CONTRACT AMENDMENT AND
AUTHORIZE THE CHAIRMAN TO SIGN.
10. Private Industry Council - Board approval is
requested of the 1990/92 Jab Training Partnership
Act Plan Grant - action requested - FIND THAT THE
PRIVATE INDUSTRY COUNCIL SERVICES PLAN FOR 1990/92
IS CONSISTENT WITH THE BUTTE COUNTY GAIN PLAN
PURSUANT TO SECTION 11320 OF THE WELFARE AND
INSTITUTIONS CODE AND AUTHORIZE THE CHAIRMAN TO SIGN
THE JOB TRAINING PLAN AND COUNTY GAIN CERTxFICATION.

90-150 11. Metcalf and Eddy, Inc. agreement - in response to
the Regional Water Quality Control Board's
requirement to complete the cleanup of contamination
from the leaking diesel tank at the Chico Public
Works Yard, the Public Works Department recommends
awarding the agreement for consultant services to
monitor the existing monitoring wells to Metcalf and
Eddy, Inc. at a fee not to exceed $7,900 without
Department of Public Works approval. Funding is
within the department budget - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE CHAIRMAN TO
SIGN.
12. Application of Section 2.20 of the Management,
Supervisory and Confidential Unit Memorandum of
Understanding to snow storm that began an February
16, x.990 - action requested - GRANT AUTHORITY TO THE
CHIEF ADMINISTRATIVE OFFICER.
