County Service Araa {CSA} 114, Nitrate Action Plan - Steve Honeycutt, Heritage Partners - the proposed two year contract renewal for professional services retains compensation at $60 per hour with a monthly cap of 105 hours. Total compensation in any one month may not exceed $6,325 - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 4. 1995/96 Annual Work Plan for Animal Damage Control (ADC) - proposed is a cooperative agreement with the California Department of Food and Agricultural and Health Services and the Federal Animal Damage Control Program for the provision of trapper services for depredating wild animals and rabies control, including trapping of skunks. it addresses the problom loss of livestock, wildlife rabies concerns and prevention of property damage. The agreement is in the maximum amount of $42,840 (FEDERAL,/STATE/COUNTY) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE AGRICULTURAL COMMISSIONER TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 5. Oroville Wyandotte Annexation District No. 3 - proposed is a property tax exchange agreement far Gilley Annexation (LAFCo 95-21) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 5. Contract change order (CCO) nos. 5 and 6 - Jail kitchen remodel project - CCO nos. 5 and 6, in the increasing amount of $107,983, provide for furnishing and installing all architectural items as required to perform work to create a new centralized laundry and storage facility in the northwest corner of the existing minimum security facility ($49,7b8), and furnish and install all mechanical and electrical items ($58,215}. Funding is from jail inmate funds -- action requested - APPROVE CHANGE ORDERS AND AUTHORIZE THE GENERAL SERVICES DIRECTOR TO SIGN. 6. Award of bid no. 47-95 - aerial lift truck - bid quotes were received for the purchase of an aerial lift truck for Public Works. Administration - in the process of installing the computer and local area network system within the Administrative OfficQ, unforeseen miscellaneous fixed asset items were required in order to complete the installation, including additional cable and adapter - action requested - APPROVE PURCHASE OF FIXED ASSET ITEMS IN THE AMOUNT OF $181.25. 8. General Services - Emergency Services - Board authorization is requested to purchase three fixed asset items: four portable 14-channel radios with battery packs, $2,600; a combination inkjet, bond paper FAX/printer/copier, $1,300; and a notebook computer, $3,200 (Department budget) - action requested - APPROVE BUDGET TRANSFER B-201 AND PURCHASE OF FIXED ASSET ITEMS. 9. Public Works - Board authorization is requested to purchase a 20 ton, 1970 Bodel crane in the amount of $8,000 (Department budget) as an upgrade, to provide the department with a morn dependable unit than their existing crane, a 20 ton, 1964 model, pending future acquisition of a newer, suitable unit. The crane is a necessary piece of equipment, used extensively during flooding, with the clam shell bucket, for debris reaoval on County bridges - action requested - APPROVE PURCHASE OF FIXED ASSET ITEM. 10. Treasurer/Tax Collector - Board authorization is requested to purchase three 90 Mh Intel Pentium processors and peripheral •quipment and one laser printer in the maximum amount of $15,500 (Property Charact4ristics Information Trust Fund) - action requested - APPROVE BUDGET TRANSFER B-197 AND PURCHASE OF FIXED ASSET ITEMS. Chief Probation Officer - Victim/Witness Grant No. VW 94150040 - Board authorization is requested to purchase two IBK compatible computers with peripheral equipment ($2,899 plus tax and shipping}, three Ethernet Cards ($119 plus tax}, and NetWare software ($1,500) (100 State Funds) -- action requested - APPROVE BUDGET TRANSFER B-198 AND PURCHASE OF FIXED ASSET ITEMS. Introduction of a salary ordinance amendment - pursuant to an arbitration award (Abbott v. Butte County) the District Attorney is required to reinstate a Deputy District Attorney IV to a former classification o! Assistant District Attorney. Therefore, the District Attorney is requesting elimination of one position of Deputy District Attorney IV and addition of one position of Assistant District Attorney (funding from Department salary savings) - action requested - WAIVE READING OF THE ORDINANCE. Introduction of a salary ordinance amendment - Family Support Division reorganization - proposed is a salary ordinance amendment implementing Phase I of a two phase reorganization, which realigns the Family Support Division into four units: 1} Attorney Unit; 2) Fiscal Unit; 3) operation Teams; and 4) Compliance/Training Validation Unit. Organizational changes scheduled for Phase I are as follows: 1) Eliminate one vacant position of Senior Staff Services Systems Specialist (salary range 1190); 2} Eliminate the Supervising Legal Secretary position (salary range 1150) and three positions of Supervisor-Clerical Support Services (salary range 1150), and create a more appropriate classification of Supervising Family Support Case Manager (salary zange 1150) and establish four allocated positions; 3) Eliminate seven positions of Legai Typist Clerk (salary range 1092), and add seven positions of Family Support Case Manager I (salary range 1095); 4) Consolidate the Data Entry Operator II, I and Senior Account Clerk/Account Clerk classifications (both at salary ranges 1082/1062) to one classification series of Account Clerk thereby establishing 18 positions of Senior Account Clerk/Account Clerk, and eliminate one vacant position of Senior Account Clerk (salary range 1082); and 5) Add two positions of paralegal to the Attorney Unit, and add one position of Computer Technician to the Fiscal Unit. The total annual cost increase (including benefits) is $21,424 to implement the above requested organizational changes (DEPARTMENT SALARY SAVINGS) - action requested - WAIVE READING OF THE ORDINANCE. 17. Introduction of a salary ordinance amendment - pendinq a Personnel Department classification/compensation study to create a new allocated position entitled Manager-Medi-Cal Managed Care (responsible for managing the Fee-For- service Medi-Cal Consolidation Program), the Director-Mental Health is requesting an additional Program Manager-Mental Health position (salary range 1257) (funded 50t Federal/50t State) be added to perform this function until such time as the study is completed and the results forwarded to the Board of Supervisors for approval - action requested - WAIVE READING OF THE ORDINANCE. Introduction of a salary ordinance amendment - the Board of Supervisors authorized the addition of one flexibly staffed position of Sheriff's Clerk II, I to Sheriff/Coroner - Services budget unit (360-001) as part of the Fiscal Year 1994/95 budget. Due to an administrative oversight, this position was not included in the salary ordinance adopted by the Board to implement the final budget - action requested - WAIVE READING OF THE ORDINANCE. 19. Introduction of an ordinance amending Section 2-71 of the Butte County Code regarding Planning Commissioners compensation and travel expenses to add "Planning Commissioners shall also receive travel expenses and stipend for meetings attended while serving on committees or coinnrissions whose makeup is dQSignated, either by ordinance or resolution, as including Planning Commissioners" - action requested - WAIVE READING OF THE ORDINANCE. 20. Flood disaster - action requested - ADOPT RESOLUTION/PROCLAMATION 95-49 EXTENDING THE EXISTENCE OF A IACAL EMERGENCY AND AUTHORIZE THE CHAIR TO SIGN. 21. Resolution, pursuant to Penal Code affirming that medical testing of arrestees for HIV virus, AIDS or complex shall be operative in Butte C requested - ADOPT RESOLUTION 95-50 THE CHAIR TO SIGN. Notice of completion for construction of traffic signal installation at the intersection of State Highway 32 and East Avenue, County contract no. 56171-92-1 - all contract work has been completed in accordance with the plans and specifications - action requested - ACCEPT CONTRACT WORK; AUTHORIZE THE CHAIR TO SIGN THE NOTICE OF COMPLETION; AND AUTHORIZE FILING OF THE NOTICE OF COMPLETION. 24. Assignment of counsel - County Counsel proposes the assignment of Sisco v. Prater (Butte County Superior Court Case Nos. 117805 and 117669) to the law fire of Price, Price, Brown and Halsey - action requested - APPROVE ASSIGNMENT OF COUNSEL. Shasta-Cascade, insurance adjusting services - proposed is a claims adjusting services agreement from April 1, 1995 through December 31, 1995 in the maximum amount of $15,000 (General Liability Insurance funding) - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 26. County of Butte/Air Pollution Control District (APCD) - an amendment to the contract between the County and the APCD is being proposed in order to allow the County to provide insurance coverages and risk -management services to the Air Pollution Control District - action requested - APPROVE AMENDMENT TO CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. 27. Agricultural Commissioner/Director-Weights and Measures - the County's Agricultural Commissioner has been requested to temporarily assume the duties of the Air Pollution Control Officer (APCO) pending the recruitment and appointment of a new APCO. In this regard, it has been proposed that the Agricultural Comn~isaioner's compensation be adjusted, retroactive to March 16, 1995, to reflect the Commissioner's additional duties as Actfng APCO. Funding for the additional salary and any related expenses and costs shall be derived from and limited to Air Pollution Control District funds (no County funds will be utilized) - action requested - APPROVE AMENDMENT TO EMPLOYMENT CONTRACT FOR RICHARD PRICE. 28. Families far Literacy Program Services Grant - the California State Library has requested applications for Families for Literacy Program funding from the California Library Services Act (Education Code Section 18735) for continuing participation in this service in fiscal year 1995/96. Funds are to be used for materials and staff to address the problems of intargenerational illiteracy in eligible adult learner families - action requested - APPROVE GRANT APPLICATION AND AUTHORIZE THE DIRECTOR-LIBRARIES TO SIGN. Occupational Health Services (OHS) - Employee Assistance Progress - the Director-Personnel is in receipt of a contract renewal letter from OHS for the Employee Assistance Progreso. The renewal rate quoted for the contract period of May 1, 1995 to April 30, 1996, remains constant at $3.95 per employee per month, with eight sessions per family unit. This allows the County to maintain the current level of services provided through the Employee Assistance Program with no increase in cost for this next contract year - action requested - AUTHORIZE THE DIRECTOR-PERSONNEL TO EXECUTE THE RENEWAL CONTRACT WITH TERMS AND RATES AS OUTLINED SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 30. North Valley Schools - Day Treatment Rehabilitation Program, Paradise - proposed is an amendment to the agreement for the provision of adult day treatment services at North Valley Schools, Paradise location, which amends the current agreement from a six month to a 12 month contract (July 1, 1994 through June 30, 1995) with a contract maximum of $272,840 (REALIGNMENT FUNDS) - action requested - APPROVE AGREEMENT AMENI~ENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 31. Butte County Superintendent of Schools - Adolescent Day Treatment Program - proposed is an amendment to the agreement for the provision of an Adolescent Day Treatment Program at Loma Vista School, Chico and Oakdale Heights School, Oroville, which amends the current agreement frog a six month to a 12 month agreement {July 1, 1994 through June 30, 1995) with a contract maximum of $243,245 - action requested - APPROVE AGREEMENT AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. Victor Residential Centers, Inc. - Adolescent Residential Program - proposed is an amendment to the agreement for the provision of an intensive residential treatment setting for mentally ill adolescents from Butte County who otherwise would require more restrictive and costly care in a hospital setting, which amends the current agreement from a six month to a 12 month agreement (July 1, 1994 through June 30, 1995) with a contract maximum of $132,280 (REALIGNMENT) - actian requested - APPROVE AGREEMENT AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 33. Victor Treatment Centers, Inc. - proposed is an agreement for the continued provision of an Adolescent Day Treatment and Medication Monitoring Program for children at Victor Treatment Center's residential care facility in Redding. Victor Treatment Center will receive the 50$ of cost that Medi-Cal pays and Hatch that amount with private funds to provide the required match and, therefore, cover 100 of the program cost. The Center is also sub-contracting with Butte County Mental Health to provide the billing support services and the utilization review component of the program. For this service, the Center will pay ButtQ County a maximum of $75,000. The contract covers the period July 1, 1994 through June 30, 1995 - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 34. Michael Hitchko, PhD. - proposed is an amendment to the agreement far the provision of psychological assessment, diagnosis and treatment for mental health clients, the maintenance of records and charts and the compilation and preparation of reports from the current maximum of $20,000 to a new xtaximu~r amount of $38, 897.50 (REALIGNMENT) due to a necessary increase in the number of hours being provided to Butte County Mental Health - action requested - APPROVE APIENDMENT TO AGREEMENT AND AU'T'HORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. Residential Care Services - proposed are amendments to the agreements for the provision of Residential Care Services to Buttes County Mental Health clients as an alternative to State hospitalization or a higher Level of care. The agreements are amended to be effective July 1, 1994 through June 30, 1995 with a contract maximum for 1Leroea 1[anor of $61,534.28 and a maximum bed allowance of 712 days; Harbor Hills of $38,495.06 and a maximum bed allowance of 447 days; Cr~strood Hospitals, Iac. - PATCH of $149,466 and a maximum bed allowance of 5,816 days; and Cr~strood Hospitals, Ina. of $441,839.90 and a maximum bed allowance of 5,140 days (REALIGNMENT) - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-CONTROLLER. 36. Enforcement Assistance Grant Program - the State is making available 100 State funds to support local solid waste landfill permit and inspection programs. These funds will be utilized to cover equipment, staff, and operating expenses assigned to this program - action requested - ADOPT RESOLUTION 95-52 AUTHORIZING AN ENFORCEMENT ASSISTANCE GRANT APPLICATION IN THE AMOUNT OF $19,3b6 OR OTHER MAXIMUM REQUEST AUTHORIZED BY THE STATE AND AUTHORIZE THE CHAIR TO SIGN. 37. state Department of Health Services - Medi-Cal Administrative Claiming - the Public Health Department, Public Guardian, Mental Health Department, the Welfare Department Veterans Services, and County schools participate in the Medi-Cal Administrative Claiming (MAC) Program, which allows the County to claim Federal reimbursement for administrative activities supporting the Medi-Cal Program (prior to January 1, 1995). Beginning January 1, 1995, counties will be claiming under a new program far Targeted Case Management {TCM), which will be addressed in a futura amendment to this contract. The amount of the contract for 1994/95 fs $2,396,000; 1995/96 is $2,452,000; maximum amount reimbursable under the entire contract shall not exceed (S4,858,000). It is uncertain at this time how much, if anything, Butte County will be reimbursed under MAC and TCM. However, without an agreement in place, the County will not be able to participate in either program - action requested - APPROVE AGREEMENT (NO. 94-20498) AND AUTHORIZE THE CHAIR TO SIGN. Conflict of Interest Code - the Lake Oroville Area Public Utility District has subaitted to the Board of Supervisors, for approval by its code reviewing body pursuant to Government Code Section 87303, its updated Conflict of Interest Code as adopted by the District's Board of Directors (approved as amended by County Counsel} - action requested - APPROVE CONFLICT OF INTEREST CODE AS AMENDED TO REFLECT THAT DESIGNATED EI~PIAYEES SHALL FILE STATEMENTS OF ECONOMIC INTERESTS WITH THE COUNTY CLERK OF THE COUNTY OF BUTTE.
