Nelson, Covnty Clerk, by Sandra Goff, Deputy, 73-629 DISCUSSION: SUPPLEMENTAL LIVING QUARTERS FOR RELATED PERSONS IN CONJUNCTION WITH PRINCIPAL LIVING UNIT Jim Lawson, Planning Director, read his report and recommendations regarding the placing of mobile homes on lots for aged or incapacitated persons as a supplemental living unit, Mr, Lawson suggested that any ordinance regarding this be county wide and applicable to ail zoning areas. Discussed, Chairman McKillop suggested that the matter be put on the Planning Commission agenda for study, with the Commission bringing back a recommendation to the Board, Supervisor Gilman felt that a fee or bond be put up by those applying for a use permit to place mobile homes on lots for relatives. Discussed, George Gilbert, Planning Commissioner, stated that the pressure will be on the Board 3.n regard to complaints, Supervisor Gilman stated that this should be handled with public hearing procedure, Zoning restrictions and objections of neighbors discussed. The Flanning Commission will study-the matter and submit a report to the Board, Mr, Lawson stated that when: the Board takes action, Planning can proceed with.a:.proposed ordinance. 73-630 DISCUSSION: GENERAL PLAN aim Lawson explained that the July 1st deadline for bringing zoning and land use into consistency has not changed, Senator Marler has introduced a bill tq change the deadline date to September, 197, Mr, Lawson stated that it would be a monumental task to change zoning by July 1, 1973. He recommended that the Board delete the procedure of going through BCAG when amending the General Plan and that this be done through the Planning Commis- sion and the Board. Mr, Lawson felt that a planning philosophy must be made, and the General Plan should become a long range document. He pointed out the projected County urban areas, Discussed. Zoning changes for "A-2" areas discussed. Chairman McKillop questioned why development wouldn't go to other areas once the problem areas are under interim zoning, Mr, Lawson stated that these areas are desirable and are selling mainly to out-of-county people who want to live in the foothills, Supervisor Ladd felt that an established goal would help with rezoning,. John Kennedy, Planning Commissioner, suggested the possibility~of re- writing the "A-2" Ordinance. Zoning classification for areas of proposed interim zoning discussed, Mr, Lawson said the Board could consider "A-20" and- "A!-1b0" zoning. Assessment changes of these areas discussed, County Counsel will bring a proposed interim zoning ordinance to the Board next Tuesday. No environmental impact report will be needed.' Mrs, James Best, Paradise, brought it to the Board's attention that many developers such as Larvrin, are owned by larger corporations and in the event that a small division of a large corporation such as this is closed, many taxes, improvement bonds, et4 are left unpaid and are ;a burden to the County, Page 171 April 18, 1973 April 18, 1973 C. A, Withington suggested that a T.V, program shown on Channel 5 recently about "second_homes" be shown on Channel 12, Supervisor Madigan will inquire into the matter, 73-631 COUNTY HOSPITAL EMERGENCY ROOM AND ATTENDANT SERVICES SUSPENDED TEMPORARILY Supervisor Gilman made the following motion; "T would like to move that the emergency room and the attendant services section of the County Hospital be suspended on a trial basis immediately, As part of my motion, I want it to appear on the record that this will be a temporary or provisional suspension of services. It should be understood by all concerned that there are presently emergency services available in the hospitals throughout the County and in the Oroville area the Medical Center hospital provides such emergency medical services. However, in the event that our discontinuance of such services results in any way to lessen the emergency medical care of the people of this County it should be understood that the Butte County Hospital will recommence such services, Thus, I would like to reiterate that we will suspend these services on a provisional ox temporary basis, we shall review this matter often in the future to insure that this discontinuance is in the best interest of the people of this County," Suspension to be effective April 27, 1973 at 4:00 p.m. Motion seconded by Supervisor Madigan and unanimously carried. 73-632 DISCUSSION: RECOMMENDATION FROM DATA PROCESSTNG STUDY COMMITTEE Supervisor Madigan explained the Data Processing Committee recommendation to have County Counsel issue a letter of intent to Univac and notify CDC that their letter of intent be rescinded. Supervisor Gilman felt it was not the best practice to accept proposals after the deadline. He would like to see everyone on the same basis, Supervisor Cameron stated that he felt all vendors were given equal opportunity. He didn't care for the memo from Administration. - C1if Mickelson, Administrative Officer, explained that Administration is concerned with whether expanding on RCA equipment is in the best interests of the County at this time, Dave Vasco, Data Processing Gommittee member, stated that he is concerned with retaining Univac. The equipment is not manufactured any longer, He said he has just learned that while the contract with Univac etate§ that the company will not pay. the personal property tax which amounts co $1500,00 a month, the CDC contract states that it will pay the tax, County Counsel stated that a new contract with Univac has not been discussed with the company, Placement of Data Processing discussed, Mr, Mickelson said that new equipment will involve raising air conditioning from 96,000 to 135,000 BTU which means a news.unit in the basement. He felt it may be better to put Data Processing in a new place, Discussed, Supervisor Madigan stated that he would like a Data Processing Committee meeting to be held Monday at 2;30 p.m, Chairman McKillop felt the Board should meet with the Committee at that time. Supervisor Madigan requested that the memo from Administration be distributed to the Data ' -Processing Committee members, 73-633 DANCE LICENSE APPROVED WITH FEES WAIVED On motion of Supervisor Cameron, seconded by Supervisor Gilma~~ end unanimously carried, a dance license for the Cancer Society Dai~cc to Ue held in the Oroville Memorial hall, April 21;` 1'173, ia:~< epprc;c~l with fees waived Page 172 ,.b" ;t~ Apxi1 18 ,: 1g?3 ~,:r ,e April 18, 1973 73-634 SUPERVISORS LADD AND MCKILLOP TO INVESTIGATE PURCHASE OF SAFEWAY STORE BUILDING Supervisors Ladd and McKillop were appointed as a two-man committee to investigate the possibility of purchasing the Oroville Safeway building, The committee will bring a report to the Board, 73-635 APPEALS DISMISSED RE LAWSUIT WITH GLENN COUNTY On motion of Supervisor Gilman, seconded by Supervisor Cameron and unanimously carried, the following appeals were dismissed and action discontinued: 1. County of Sutte et al, vs, Board of Supervisors of Glenn County et al; Glenn County Superior Court Action Number 13798, before the Third District Court of Appeals, Number 3 Civil 13605. 2, Reclamation District Number 2106 vs, all persons interest, etc., Glenn County Superior Court Action No, 13893. 73-636 JOE PERSON APPOTNTED TO CHARTER STUDY COMMITTEE Supervisor Cameron reported that his Charter Study Committee appointee, Ginnie Hart will no longer be available to the serve on the Committee, Mrs, Harts replacement will be Joe Person, 1812 Mulberry, Chico. On motion of Supervisor Cameron, seconded by Supervisor Gilman and unanimously carried, Joe Person was appointed to the Charter Study Committee, Supervisor Madigan reported that the Mountain Counties Resource Association will be holding a meeting April 20, 1973 at South Lake Tahoe, Supervisors Ladd and Gilman will try to attend the meeting, RECESS: The Board recessed at 12:20 p,m, to reconvene on Monday, April 23, 1973 at 2:30 p.m, to meet with the Data Processing Committee, Page 173 April 18, 1973
