Present: Supervisors Dolan, McInturf and Chairman Pro Tem Fulton. Martin J. Nichols, chief administrative officer; and Cathy Pitts, assistant clerk to the Board. 86-240 Joint meeting of Board of Supervisors and Planning Commission.(00) T. Foothill development policies. (46} a. Does the Board support the recommendations of the commission and the Cohasset/Forest Ranch Planning Area Committee? b. If not, what should be modified? CHAIRMAN McLAUGHLIN PRESENT AT THIS TIME. c. Should an interim county policy be adopted for development in the foothill areas until area plans are adopted? d. Should the Planning staff prepare an area plan for Planning Area 2 and other foothill planning areas. MOTION: TO PROCEED WITH REVISING DEVELOPMENT STANDARDS, WHICH STANDARDS THOSE ARE REMAINS TO BE DEFINED; TO INCLUDE FIRE, ROAD, SEWAGE, WATER, BUT NOT BE LIMITED T0; AND TO REPORT BACK TO THE BOARD ON JUNE 17, 1986. Page 371 April 22, 1986 April 22, 14$6 MOTION: IT I5 CLEAR TO ME NOW AND I APOLOGIZE IF YOU THOUGHT TT SHOULD HAVE BEEN EARLIER, COMMISSIONERS, AND IT TS CLEAR TO ME NOW THAT THERE IS AN UNDERSTANDING ON THE PART OF THE COMMISSION THAT THE GREENLTNE POLICY AS IT EXISTS EITHER CREATES OR PERPETUATES INCONSISTENCIES BETWEEN POLICIES APPLICABLE TO REZONTNGS AND EXISTING ZONING DISTRICTS AND BETWEEN POLICIES APPLICABLE TO OTHER AREAS OF THE COUNTY DESIGNATED ORCHARD RND FIELD CROP AND AREAS WITHIN THE CHICO PLANNING AREA ANp THAT THOSE INCONSISTENCIES ARE A FACT OF LIFE IN THE DYNAMICS OF PLANNING AND THAT I AM THE LAST PERSON IN THE WORLD THAT WANTS TO BE PRECEIVED AS SOMEONE WHO TS TRYING TO LOOSEN THE GREENLINE RND I WOULD MOVE THAT THE BOARD REFERRAL BE DROPPED THAT TF IT COMES UP NEXT YEAR IN REVIEW OF THE GREENLTNE SO BE IT AND THAT, THIRD, THE BOARD WISHES THE PLANNING COMMISSION TO REVIEW AND UPDATE THE EXISTING CONDITIONAL CRITERIA IN THE ORCHARD AND FIELD CROP DESIGNATION. Does the Board support denial of projects, which create "leapfrog development" into areas lacking support services, which are not contiguous to normal growth boundaries? b. Does the Board consider four parcels, ten parcels, a 60~unit PUD, "leapfrog development?" SUPERVISOR FULTON PRESENT AT THIS TIME. 4. Zoning code: (1423) a. Does the Board have specific concerns regarding the zoning code? b. Should the livestock minimum square footing requirements be amended? Upwards, downwards? SUPERVISOR FULTON ABSENT AT THIS TIME.
