Martin, U,S, Department of Labor, Mr, Martin announces a meeting of Ancillary Manpower Planning Board Number 3, scheduled for April 26, 1973, at Butte College, Durham, at 10:3o a,m, Agenda attached, Discussed. Supervisor Cameron will attend the meeting, Assembly Committee on Water, Public hearing scheduled for April 24, 1973, at the State Capitol Building concerning AB 2212 which relates to the Sacramento--5an Joaquin Delta has been cancelled, Information only. Information only. 73-63$ DISCUSSION: MINUTES OP APRIL 11, 1973_,_DATA PROCESSING CDMMIT'FEE Supervisor Madigan commented regarding a memo from Mr, Bosworth. which stated that Mr, Hindery, B.P, director, was disappointed because he didn't get to ask more questions an the. Date'Processing~questionnaire, Supervisor Madigan felt Mr. Hindery was not overlooked regarding the questionnaire. Bill Lawrence stated the minutes of the Data Processing meeting be clarified to show that the motion recommending a letter of intention to Univac was made by Supervisor Cameron and seconded by Mr. Hindefy. Mr, Lawrence'said i:t was not part of the motion to rescind the letter of intent to GDC, Rolland Vandegrift stated that he made the motion, secondec~~~by Bill Lawrence, to recommend that Mr. Rowan, D.P. consultant, .be paid for the time spent at the I1,P, meeting. Jim Rowan questioned why Howard Casagrande of CCCJ spoke to Bill Lawrence regarding not wanting to be cited in the D•.P, report. Discussed. 73-639 DISCUSSION: DATA PROCESSING COMNfITTEE RECOMMENDATION Discussion was now confined to whether to consider the recommendation of the D,P. committee or maintain status quo with some updating, Bill Lawrence stated that he had written three memos in response to questions asked by the committee. Supervisor Gilman asked if the committee`s recauanendation was to enter into a letter of intent to Univac and at the same time leave the letter open with GDC. Bill Lawrence, assistant auditor, said it was the committee's intention not to rescind the letter to CDC until firm negotiations are made with Univac. Supervisor. Gilman asked if CDC came in with another proposal that was better than Univac's, would it be considered,. Mr. Lawrence said it was the committee's intent to consider Univac's new proposal, Clark Nelson, county clerk, felt if CDC makes a better proposal, it shou~.d be considered. Auditor's memo regarding value of purchase option credits on D,P, equipment read, Hank Hindery stated that in order to upgrade the equipment, Page 174 April 23, 1973 April 23, 1973 it would require new "brains." He felt the County needs a more intelligent operating computer, Univac is offering a bigger "hammex" and promises more intelligence to back the "hammer," Mr. Hindexy felt Univac should be given the opportunity to show that they have a more intelligent "hammer," He was not certain how much longer Univac will support the RCA equipment because it is no longer being manufactured. Discussed, Auditox's memo regarding credibility of D,P, equipment vendors read, Supervisor Cameron reported that in Computer World magazine of~April 18, 1973, there was an article concerning a company's problems with GDC equipment, Discussed, Auditor's memo regarding space problems xead, Bill Lawrence explained how relocation of County depar.tments,as suggested in the memo, could be accomplished, Relocation discussed, Payment of property taxes on the computer discussed, Mr: Hindery explained that if there is no purchase, the vendor will pay the property tax. Tf a computer is purchased, the County pays the tax. With a lease having purchase options, as in the CDC proposal, CDC will pay the pxoperty tax. Clark Nelson felt it would be in order fox Mr, Hindery to investigate the RCA equipment. Mr. Hindery concurred with Mr, Nelson and felt i:he Board should defer action until he can investigate the equipment, Supervisor Ladd questioned Mx, Hindery regarding a letter of April l0 fxom the Auditor"s office concerning the D.P, users, Mr, Hindery explained that the D,P. Directox must satisfy the bulk of the need and come up with. the most capable equipment to satisfy all the users. Jim Rowan, consultant, recommended that Hank Hindery look at Univac's equipment, He felt an evaluation is needed because one has never been made of Data Processing, Discussion. closed for Board's action. Xt was moved by Supervisor Gilman and seconded by Supervisor Ladd to authorize Hank Hindery, in concert with County Counsel, to look at the Univac equipment proposed in their letter and come back with an evaluation to the joint meeting of the Board and the Data Processing Committee, Motion and negot~.atioi~s discussed. County Counsel will not enter into actual negotiations at this time, but will work with the D,P.
