8. Sierra/Kiwanis Park, Paradise - in June of 1994,
the Board granted County Counsel permission to file
a complaint to quiet title to the Sierra/Kiwanis
Park property located within the Town of Paradise.
On March 7, 1995 the court entered judgment in
favor of the County declaring the Sierra/Kiwanis
Park property to be owned, in fee simple, by the
County of Butte, and thereby quieting any potential
claims to the property - action requested -
APPROVE AGREEMENT TO TRANSFER TITLE OF
SIERRA/KIWANIS PARK PROPERTY LOCATED IN THE TOWN OF
PARADISE FROM COUNTY OF BUTTE TO TOWN OF PARADISE

13. Award of bid no. 56-95 - Butte County Library,
Oroville - bid quotations havQ bQan received for
the installation of carpet and the for the Butte
County Library, Oroville. The Iow bid meeting
specifications is Towne Carpet of Chico, in the
amount of $22,835 - action requested - AWARD BID TO
TOWNE CARPET.
14. Award of bid no. 57-95 - Sheriff-Coroner 4x4
utility vehicles - bid quotations have been
received for the purchase of two 4x4 utility
vehicles for the Sheriff with the low bidder being
Killer ,jeep/Eagle of Chico in the amount of
$20,737.87, plus tax for each vehicle - action
requested - AWARD BID TO MILLER JEEP/EAGLE.
15. Award of bid no. 67-95F - Sheriff-Coroner used
sedan - bid quotations have been received for the
purchase of a used vehicle for the Sheriff's
Office. The low bid meeting specifications is
Bobbie Chevrolet of Oroville, in the amount of
$11,899.99, including tax and document fees -
action requested - AWARD HID TO BOBBIE CHEVROLET.

95-114 15. Mental Health - Board authorization is requested to
purchase an American Power Conversion Smart-UPS
904XL uninterruptible power supply for the VAX
computer system in the maximum amount of $1,149
(REALIGNMENT) - action requested - APPROVE PURCHASE
OF FIXED ASSET ITEM.
17. North county Municipal Court - Board authorization
is requested to purchase five 485DX personal
computers and peripheral equipment in the maximum
amount of $10,000 (RESTRICTED) - action requested -
APPROVE BUDGET TRANSFER B-223 RECOGNIZING
UNANTICIPATED REVENUE (AMNESTY FUNDS) AND APPROVE
PURCHASE OF FIXED ASSET ITEMS.
18. Welfare Department - in order to accommodate the
ISAWS equipment in tho present Welfare facility,
extensive modifications of the building will be
required, and several support units within the
building will have to be relocated to other
facilities. The Department is requesting Board
approval of an appropriation transfer of $149,800
($22,600 building modifications/$30,000 benefit
issuance-Auditor/$97,200 panel system) from unspent
GAIN appropriations in order to meet the
requirements of the ISAWS implementation - action
requested - APPROVE BUDGET TRANSFER B-218 AND
PURCHASE OF FIXED ASSET ITEMS.
19. Investments information report - thQ Treasurer-Tax
Collector submits the March 31, 1995 report in
accordance with the County~s Statement of
Investment Policy dated June 1, 1994 - action
requested - ACCEPT FOR INFORMATION.
20. Butte County Library - the Director-Libraries
requests the appropriation of donated trust funds
(services/fund no. 1011116) in the amount of $2,400
as unanticipated revenue into the extra help
account, and the appropriation of donated trust
funds (bookQ/fund no. 1011105) in the amount of
$20,000 as unanticipated revenue into the special
departmental expense account - action requested -
APPROVE BUDGET TRANSFER B-210.
21. Welfare Department - as part of the memorandum of
understanding (MOU) implementing the ISAWS Program,
the State is to pay 1001 of the coat of case
conversion, all site preparation expenses directly
attributable to ISAWS, and ergonomic computer
accessories. These costs have been estimated at
$150,880 for the balance of the current year -
action requested - APPROVE BUDGET TRANSFER B-217

95-114 22. Adoption of a salary ordinance amendment - pursuant
to an arbitration award (Abbott v. Butte County)
the District Attorney is required to reinstate a
Deputy District Attorney IV to a former
classification of Assistant District Attorney.
Therefore, the District Attorney is requesting
elimination of one position of Deputy District
Attorney IV and addition of one position of
Assistant District Attorney (funding from
Department salary savings) - action requested -
ADOPT ORDINANCE 319b AND AUTHORIZE THE CHAIR TO
SIGN. {FROM 4-11-95)
23. Adoption of a salary ordinance aaendment - Family
Support Division reorganization - proposed is a
salary ordinance amendment implementing Phase I of
a two phase reorganization, which realigns the
Family Support Division into four units: i)
Attorney Unit; 2) Fiscal Unit; 3) Operation Teams;
and 4) Coapliance/Training Validation Unit.
Organizational changes scheduled for PhasQ I are as
follows: 1) Eliminate one vacant position of
Senior Staff Services Systems Specialist (salary
range 1190); 2) Eliminate the Supervising Legal
Secretary position (salary range 1150) and three
positions of Supervisor-Clerical Support Services
(salary range 1150), and create a more appropriate
classification of Supervising Family Support Case
Manager (salary range 1150) and establish four
allocated positions; 3) Eliminate seven positions
of Legal Typist Clerk (salary range 1092), and add
seven positions of Family Support Case Manager I
(salary range 1095); 4) Consolidate the Data
Entry Operator II, I and Senior Account
Clerk/Account Clerk classifications (both at salary
ranges 1082/1062) to one classification series of
Account Clerk thereby establishing 18 positions of
Senior Account Clerk/Account C1Qrk, and eliminate
one vacant position of Senior Account Clerk
(salary range 1082); and 5) Add two positions of
paralegal to the Attorney Unit, and add one
position of Computer Technician to the Fiscal Unit.
The total annual cost increase (including benefits)
is $21,424 to implement the above requested
organizational changes (DEPARTMENT SALARY
SAVINGS) -- action requested - ADOPT ORDINANCE 3197

95-114 24. Adoption of a salary ordinance amendment -
pending a Peraonnnl Department
classification/compensation study to create a new
allocated position entitled Manager-Nadi-Cal
Managed Care (responsible for managing the Fee-For-
Service Medi-Cal Consolidation Progress), the
Director-Mental Health is requesting an additional
Program Manager-Mental Health position (salary
range 1257) (funded 50~ Federal/50~ State) be added
to perform this function until such time as the
study is completed and the results forwarded to the
Board of Supervisors for approval - action
requested - ADOPT ORDINANCE 3198 AND AUTHORIZE THE

25. Adoption of a salary ordinance amendment - the
Board of Supervisors authorized the addition of one
flexibly staffed position of Sheriff's Clerk II, I
to Sheriff/Coroner - Services budget unit (360-001)
as part of the Fiscal Year 1994/95 budget. Due to
an administrative oversight, this position was not
included in the salary ordinance adapted by the
Board to implement the final budget - action
requested - ADOPT ORDINANCE 3199 AND AUTHORIZE THE
CHAIR TO SIGN. (FROM 4-11-95)
26. Adoption of an ordinance amending Section 2-71 of
the Butte County Code rogardinq Planning
Commissioners compensation and travel expenses to
add "Planning Commissioners shall also receive
travel expenses and stipend for meetings attended
while serving on committees or commissions whose
makeup is designated, either by ordinance or
resolution, as including Planning Commissioners" -
action requested - ADOPT ORDINANCE 3200 AND
AUTHORIZE THE CHAIR TO SIGN. (FROM 4-11-95}
27. A. Introduction of an "Ordinance Amending
Ordinance Relative to Board of Supervisors
Compensation" which provides for an increase
in the transportation allowance for Board
members from the current $400 per month to
$480 per month {this adjustment reflects
increases in the fodoral mileage rate which
have occurred since 1988 when the Board's
current monthly allowancs was established),
and provides for a flat monthly allowance of
$70 for purchase/rental and usage coats for a
cellular phone - action requested - WAIVE

IN THEIR EMPLOYMENT CONTRACT TO INCREASE THE
MONTHLY TRANSPORTATION ALLOWANCE PROVISION TO
$480 PER MONTH.
28. Introduction of an ordinance suspending for 12
months rabies vaccination reporting requirement of
Butte County Code Section 4-20.1 - action

29. Flood disaster - action requested - ADOPT REVISED
RESOLUTION 95-54 DESIGNATING APPLICANT'S AGENT FOR

LATE WINTER STORK OF 1995 (MARCH, 1995}; AND ADOPT

30. Resolution in recognition of Maureen Stapleton-
Blair upon her retirement from the Auditor-
Controller's Office after 24-1/2 years of service -
action requested - ADOPT RESOLUTION 95-57 AND
AUTHORIZE THE CHAIR TO SIGN.
31. City of Oroville Redevelopment Agency/County of
Butte -- proposed is a cooperative agreement with
the City of Oroville Redevelopment Agency, whereby
in order to secure a more favorable bid a portion
of Larkin Road at the city airport would be
resurfaced as a part of a larger county resurfacing
project immediately adjacent. The city would fund
the full cost of all work related to the city
portion - action requested - APPROVE AGREEMENT AND
AUTHORIZE THE CHAIR TO SIGN SUBJECT TO APPROVAL OF
COUNTY COUNSEL AND THE AUDITOR-CONTROLLER.
32. Notice of completion for widening culverts dnd
shoulders on various Butte County roads, Hazard
Elimination Project, Federal No. STPLH-5912-{007),
County contract No. SP-92-5 - all contract work has
been completed in accordance with the plans and
specifications - action requested - ACCEPT CONTRACT
WORK, AUTHORIZE THE CHAIR TO SIGN THE NOTICE OF
COKPLETION, AND AUTHORIZE FILING OF THE NOTICE OF
COMPLETION.

95-114 33. Community Action Agency of Butte
County/County of Butte - an agreement for use of
County facilities and goods and services has been
prepared with the Community Action Agency of Butte
County. The teri of the agreement is from
January 1, 1995 through December 31, 1997 - action
requested - APPROVE AGREEMENT AND AUTHORIZE THE
CHAIR TO SIGN.
34. Laughlin, Falbo, Levy and Movesi, attorneys at
law - the District Attorney requests Board approval
of an agreement for the prosecution, on behalf of
the people, of persons suspected of defrauding the
California State Workers' Compensation Program.
The agreement, in the amount of $34,000, will be
funded from a grant award received from the
California Department of Insurance - action
requested - APPROVE BUDGET TRANSFER B-225
APPROPRIATING UNANTICIPATED REVENUE; APPROVE
AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
35. C. Popavitch, Inc. - notice of
termination/auctioneer agreement - a letter has
been prepared giving 30 days written notice to
terminate the agreement with C. Popovitch, Inc. as
services have not been performed as agreed upon -
action requested - APPROVE TERMINATION OF THE
AUCTIONEER SERVICES AGREEMENT AND AUTHORIZE THE
CHAIR TO SIGN A LETTER GIVING NOTICE OF
TERMINATION.
36. Tehama Recovery Center (TRC), Inc. - proposed is an
amendment to the agreement for provision of
residential drug, alcohol and perinatal treatment
services for County residents which increases the
funding from a conservative six month level
($48,048) to fund the entire fiscal year at
$104,048 (RESTRICTED). The term of the agreement
remains from July 1, 1994 through June 30, 1995 -
action requested - APPROVE AMENDMENT TO AGREEMENT
AND AUTHORIZE THE CHAIR TO SIGN.

95-114 37. Neal Road Landfill - as a supporting document to
the Landfill's solid waste facility permit
application currently being prepared, the existing
Storm Water Pollution Prevention Plan (SWPPP) must
be reviewed, updated and finalized. The consultant
firm of Harding Lawson Associates, which was
recently retained to prepare the Preliminary
Closure and Preliminary Poet-Closure Maintenance
Plan for the permit application, has submitted a
letter proposal to review, update and finalize the
SWPPP - action requested -- APPROVE LETTER PROPOSAL
AND AUTHORIZE PUBLIC WORKS TO DIRECT HARDING LAWSON
ASSOCIATES TO PROCEED WITH THE WORK, AT A COST NOT
TO EXCEED $5,740 (HEAL ROAD LANDFILL MANAGEMENT
FUND) WITHOUT PRIOR PUBLIC WORKS APPROVAL SUBJECT
TO APPROVAL OF COUNTY COUNSEL AND THE AUDITOR-
CONTROLLER.
38. 1995/96 United States Forest Service, Plumes and
Lassen National Forests cooperative law enforcement
agreement - proposed is an agreement in the amount
of $60,000 for law enforcement associated with
illegal activities related to illegal production
and trafficking of controlled substances. No
County Hatch is required - action requested -
APPROVE AGREEMENT AND AUTHORIZE THE SHERIFF-CORONER
TO SIGN.
39. 1995/96 Cannabis Eradication Program - Board
authorization is requested of an application to the
Office of Criminal Justics Planning (OCJP) far
continued grant funding in the amount of $10,000.
The grant specifically provides funding necessary
for aircraft rental (fixed wing and/or helicopter)
for the Special Enforcement Unit to conduct aerial
surveillance of indoor and outdoor marihuana
cultivation sites in Butte County. No County match
is required - action requested - ADOPT RESOLUTION
95-58 APPROVING GRANT APPLICATION AND AUTHORIZE THE
CHAIR TO SIGN; AND AUTHORIZE THE SHERIFF-CORONER TO
SIGN AS PROJECT DIRECTOR ON THE GRANT APPLICATION
AND ANY FINANCIAL REIMBURSEMENT FORMS.
40. 1995 California State Fair - County exhibit - Board
approval is requested for appointment of the Butte
County 4-H Council (Jis Thorup, 4-H Program
