Mr, Hyde stated that members representing organizations have been notified that they will be dropped if they miss 3 meetings, without notifying the commission. He stated that an amendment to the By-laws has been suggested that would drop these me:~nbers if they fail to attend 3 or more meetings, It was moved by Supervisor McKillop, seconded by Supervisor Madigan and unanimously carried that the amendment to the By-Laws of the Community Action Agency Governing Boa r3 be approved that would drop a member if the representative of an organization fails to attend 3 or more meetings, said amendment to deal with the organization sector only. Dan Blackstock, County Counsel, stated that if they are merely having a loud speaker at the location of the ra13y, they do nct need a permit. The Paradise Recreation District is having a meeting tonight to discuss the possibility of the peace rally, The_ ~.'.:~;~~:: coalition plasrson holding the rally at the Paradise Park & Recreation Center on the Skyway, Mr. Tom Nelson, Public Reiatior_s Ccordinator for the Butte County Peace Coalition, stated that the withdrawal of their request is not being done out of fear or ir~timidatian, but rather out of a wish for cooperation with the community. Time spent discussing the monitoring system and amending the ccunty service area. May 20, 19b3. 71-1D88 ANNOUD7CEMENTS BY Pi7BLIC WORKS DIRECTOR Clay Castleberry, Public Works Director, reported that the slide on the Old Quincy Road was. 95% completed, Mr. Castleberry. stated that the Durham Highway would be closed next Monday, for one day, 71-1089 DISCi7S_S_IONo DISPOSAL SITE BIGGS-GRIDLEY AREA Mr. Castleberry stated that they have looked at several sites for the disposal site in the Biggs-Gridley area, Location of the sites set out. He said the sites have been eliminated down to two general areas. The first one is the site at the auction yard; the other site is the one in the vicinity of South Avenue by the freeway. Mr. Castleberry stated that he has looked at the 3 corners of the South Avenue intersection, He said he would like to have the views of the Board members concerning these sites. Mr. Castleberry explained the South Avenue rise. He said the State Division of Highways is going to relocate this intersection. He has been advised that there would be about 9/lOths of an acre between Biggs Avenue and South Ave. that might be available. Mr, Castleberry. stated that both the South Avenue and Ord Ranch Road (auction yard site) have advantages and disadvantages, Chairman Reynolds said he would like to see an article placed in the Gridley Herald and the Biggs News listing a check list for the proposed sites of the transfer station. There could be a °fYes° and a "No" block following each site. The article could request that the interested parties could check the site they felt would be the most appropriate for the station, or they could list any site they felt would be a better site. He said that if the County. was going to~build a transfer site, then the County should get the views of the people, Tf this type questio~&atre were .put in the paper, then the County might get the views of the people. Mro Castleberry stated that at this time he was not issuing the encroachment permitse as the County does not have a consultant to do the work. It was stated that last week's action stated that it was the Board°s intention to form a service area. County Counsel stated that the study would be a liability to the General Fund; it would be something that would have to be budgeted. PARADISE .Supervisor Maxon questioned Mr, Castleberry about the problem areas on the Skyway. He said there should be a double line and guard rails at certain areas.
