Mr. Del Bianco, board chairman, writes regarding use of Medi-Cal eligibility standards in providing treatment to non-residents and stating that they have cancelled all reciprocal agreements caith p_/~, other counties in the state for treatment of non-residents. They request l~l that Butte County use the same standards in treating residents of their county and request reply as to Butte County's policy in this matter, Information. Do Hodgson, writes to request intensive effort to increase the number of Vietnam-era veterans employed d ?j • under the Emergency Employment Act and hopes to increase the percentage of such veterans to 35%o Referred to Personnel Office. Supervisor McKillop said he would like to know the County's percentage in this matter. Lida Bissell. Hooker Oak Council of the Chico Unified School bistrict state O d ~~] they are very concerned about the students at Jay Partridge School. They hope the County will work towards a safety or stop light at the intersection of Conners and East Ave. Read; no action taken. Rolland A, Vandegrift. He states that it has been called to his attention that Paul Horton is the finance chairman for Ward Cameron who is running !/~ against him in the 5th Supervisorial District. He requests that Mr, Horton j~ ~~D be removed from the panel hearing his assessment appeal. Letter read and discussed, Supervisor Maxon said there might be a conflict. He requested that County Counsel make a report to the Board regarding this request today. William Craig. Allegations by Rolland Vandegrift that the County is building roads in the Paradise Pines Subdivision. He further states that if ,! p ~,D ~ they are not County roads and Paradise Pines are burning the trash, 7'~ then they are in violation. Mr. Castleberry explained the situation. Matter discussed. Director of Public Works requested to answer the letter, setting out the County's policy in these matters. AeSabla Communities Volunteer Firemen, Inc. They oppose any further project ~y Z..d ~,~-- or subdivision development of homesites on the ridge north of Magalia. `~'-~"t"° Letter read and discussed, Referred to Clay Castleberry, Jim Glander ` and Planning Commission. DeSabla Community Club, They protest any further development of homesites in the Magalia-DeSabla area by subdivision developers for the time being. Letter discussed, It was felt that there should be a meeting between Clay Castleberry, Jim Glander, Jim Lawson and Jerry Letson. Referred to Public Works for handling, . Carl Garrett. Appeal of hearing for 7-il, Southland Corporation request for a use permit for a self-service gasoline dispensing island on property (~ 3.a ~ located on the northwest corner of East Avenue and Ceres Avenue, Chico, Set for hearing on Tuesday, May 30, 1972 at 1:30 p,m, Dept. of Army. They desire the Chairman to sign a release of the Lease between the Army and County of Butte. See motion following communications. STUDENTS OF THE CONTEMPORARY ISSUE CLASS OF LAS PLUMAS HIGH SCHOOL WELCOMED AT THIS TIME. 72-840 MATTERS PRESENTED BY BOARD MEMBERS Supervisor McKillop referred to a letter fxom Dr. Floyd regarding a bill for a transcient indigent at the Medical Center Hospital, Letter given to Clif riickelson, Supervisor Reynolds reported on the meeting last Thursday in Sacramento. TYee meeting cancerned the death penalty issue that is to be placed on the ballot, Most law enforcement agencies have petitions that can be signed. It was moved by Supervisor Reynolds, seconded by Supervisor Maxon and unanimously carried, that the people be given the right to vote on the death penalty referendum, Supervisor Madigan said he had received a telephone call from Tom Yeoman last night. He said he operates the ambulance service in Chico. Page 49a May 16, 1972 May 16, 1972 Mr, Yeoman complains about money owed to him for services rendered; said bills are quite old, Administrative Officer will follow through on the matter. Supervisor Maxon questioned County Counsel about legislation concerning Lease-Lease back requirements, County Counsel said this pertains to AB 556.• Supervisor Maxon said he would like to see the Board support this referendum. 72-841 APPROVE APPOINTMENT TO COUNTY SERVICE AREA N0, 34, GRIDLEY SWIMMING POOL ADVISORY BOARD; GRIDLEY"S REPRESENTATIVE ON THE BOARD On motion of Supervisor Reynolds, seconded by SupervisorMaxon and unanimously carried, City of Gridley's Vice-Mayor C. Everett Hammon was appointed to represent the City of Gridley on the Swimming Pool Advisory Board (County Service Area No, 34), effective at once, and theAdministrative Office was requested to write a letter to former Mayor C. Shifflett thanking him for his services. 72-842 CHAIRMAN AUTHORIZED TO SIGN RELEASE OF LEASE FOR THE DEPT, OF ARMY On motion of Su ervisor Maxon, seconded by Supervisor McKillop and unanimously carried, th~hairman was authorized to sign the release of the lease between the County of Butte and the Dept. of the Army for the office in the Oroville Memorial Hall, subject to approval by County Counsel. 72-843 DISCUSSION: THREE TENTATIVE PARCEL MAPS DENIED BY PLANNING COMMISSION Jim Lawson, Planning Director, explained the matter of denial of tentative parcel maps by the Planning Commission, The tentative map of Clayton M. Chittim, O.D,, Oroville, is a four-parcel division in the timber- mountainous area. The Planning Commission upheld the Subdivision Committee's recommendation in this matter, Mr. Lawson feels this is a marginal area, Dan Blackstock, County Counsel, felt the Board should review again the procedure involved with an appeal of a subdivision or parcel map, He read the section in the County Code regulating this matter. AB 1301 explained by Mr, Lawson, ~{r. Blackstock felt the Board must comply with the appeal procedures. Mr, Blackstock stated that these do not have to be advertised hearings. Hearings set for May 23, 1972 on the tentative parcel maps of the following: Clayton M. Chittim, O.b, Oroville Jim Eberhardt, land on Steifer Road, Paradise Richard Sorenson parcel, intersection of Concow Rd. and Hwy, 70, Yankee Hill. 72-844 PUBLIC WORKS AUTHORIZED TO ASK FOR FUNDS FROM U, S, FOREST SERVICE FOR REPAIRS ON OLD ROAD GOING DOWN THROUGH WEST BRANCH CAMPGROUND Clay Castlberry, Director of Public Works, reported that the Public Works Department has been contacted by the U,S, Forest Service regarding a possible exchange of the County's old road going down through West Branch Campground for a new road constructed by the U.S. Forest Service. The new road and new bridge (length-24 miles) appear to be a fine improvement over the existing roadway, Mr, Castleberry said that most of the road goes through forest service property. There will be no access rights purchased or given away. Matter discussed. On motion of Supervisor Maxon, seconded by Supervisor Madigan and unanimously carried, Public Works was given authority to ask the Forest Service for $10,000 toward minor repairs and the cost of asphalt and chips delivered to be installed by Public Works and to negotiate toward such an exchange, for the road set out above. 72-845 PUBLIC WORKS ITEMS APPROVED On motion of Supervisor Reynolds, seconded by Supervisor Maxon and unanimously carried, the following action was taken: Page 50. Approved agreement~or temporary road connection to SR44 @ Southgate Industrial Park, between the C unty of Butte and Towne and Jayred, at no cost to the County, and the Chairman was authorized to sign. 2, Acknowledged receipt of a $200 drainage deposit by Betty McCraig for a garcel map in Chico and granted Director of Public Works to accept drainage deposits on parcel maps. 3, Approved Contract Change Order No. 1 for Paradise Pines Assessment District Units No, 10, 11 and 15, for various changes at no additional cost to the District, and authorized the Chairman to sign. 4, For Paradise Pines Assessment District Units 4 and 8, approved the following: a. Contract change order ~~3 for revisions to water lines, Increase contract price $746,64, b, Contract change order ~~4 for approval of campground entrance. Increase contract price $2,309.32. c. Contract change order ~k5 to vary substitute materials. No cost to the District, 5. For the Palermo Fire Station, took the following action: a, Approved Change Order No, 4 in the increasing amount of $82,50 for masonite counter top. b, Approved Change Order dk5 in the increasing amount of $462,97 for drivecaay culvert. c. Accepted the Fire Sfation and that final payment be authorized subject to the 10% withholding plus $300 for hardware. d. Authorized filing of the Notice of completion and Chairman authorized to sign the same, 6, Awarded contract for traffic signal installations-Pearson Road @ Skyway, Pearson Road @ Clark Road and Oro-Dam Boulevard @ 5th Avenue-Project No. T-3057(1) and T-3053(1) to the qualified low bidder, Robinson Construction Company, subject to approval from FHGIA, and authorized Chairman to sign the contract. 7. Approved Change Order ~~2, Forbestown Road FAS Project 759(4), in the increasing amount of $4,150 which provides fox installation of underdrains to remove subsurface water from beneath a roadway fill, and authorized the Chairman to sign, 8, Approved agreements for sale, authorized Chairman to sign and authorized Auditor to issue warrant upon demand of County's escrow agent for the following: Right_of way acquisition Skyway FAS 757(4) Rose J. Bailey 0,018 ac. $750 No impr, $750 Skyway FAS 757(4) L. Halley 0.073 ac, $1,587- $140 impr. Total $1,727. 9. May 16, 1972 May 16, 1972 72-846 INFORMATION ITEM-EAST AVENUE SIDEWALK INSTALLATION Clay Castleberry, Director of Public Works, reported on the East Avenue sidewalk installation. Mr. Castleberry said he felt it would be a good move for the Board to acknowledge these sidewalks that have been built across from the Jay Partridge School. The communities efforts in the placing of these sidewalks at this site should be acknowledged. Mr. Castleberry will answer the letter from the people in that area. On motion of Supervisor Madigan, seconded by Supervisor Maxon and unanimously carried, the Board authorized the writing of a letter to the people in the area of the Jay Patridge School in appreciation for the placing of the sidewalks at this site. 72-847 DISCUSSION: PARCEL MAP AT COHASSET: APPROVE THE DEEDING_OF A 10' RIGHT OF WAY Supervisor Madigan said he would like the Board to consider a parcel map in the Cohasset area. The property is on a Federal Aide Route. The man has been requested to dedicate a right of way on his property, The man that is buying the property said he would be happy to go along with the dedication of the right of way. The Board could take the right of way through the willing property owner, and given Planning some direction concerning the property of the original owner. It was felt that the Board's direction would be that if the owner of Parcel 1 would give a 10' right of way, then an encroachment permit could be issued to him. When further development takes place on the original property owners property, they would have to dedicate the right of way at that time or no encroachment permit would be allowed. The buyer at this time could dedicate his right of way. Matter discussed, On motion of Supervisor Madigan, seconded by Supervisor Reynolds and unanimously carried, the Board agreed that if the owner of the lower section of the above described property (Parcel 1) would give a 10' right of way, that Public Works could issue an encroachment permit, but that Parcel 2 owner would not be issued any encroachment permit until dedication of the right of way was made. RECESS: la:oD RECONVENED: 10:15 72-84.8__ DISCUSSTON~ REPORT ON MILK INSPECTION SERVICES Dr, Heindl, Health Director, reported on the milk inspection services. She stated that a memo had been given to the Board members regarding this service. A decision will have be made at this time due to the retirement of Mr. Orrick, This is a program that is necessary for the local dairy producers and processors. Dr. Heindl explained the program, She stated that at the present time this particular service is much smaller than when it was originally started back 42 years ago, The Health Department would like to relinquish this service to the Agriculture Department; this would revert the County to an ungraded county. She explained how this could be done. The producers in this County could get the same service from the State; the testing is done in Sacramento. There are various ways this could be handled. There are additional costs if this goes to the State. The County is not charging for this service at this time. Chairman Gilman said he had attended the meeting with the Health Department and the milk producers. The producers were opposed to changing the procedures, It was stated that Mr, Dolan from the State Department of Agriculture could be asked to speak before the Board on this matter. Dr, Heindl said she could study the situation and return to the Board with her data and recommendation. The Board requested that Dr, Heindl secure certain information from other counties and present the information and her recommendation to the Board next week. She will study the work load of the sanitarians, also. Matter to be placed back on the agenda for Tuesday, May 23, 1972, Page 52, May l6, 1972 May 16, 1972 72-849 DISCUSSION: COUNTY CONTRIBUTION TO MEDI-CAL Dan Blackstock, County Counsel, reported on County contribution to Medi-Cal. He said the Board members have been sent a memo from County Auditor's office. There has been an additional meeting with all departments involved, The first thing that should be done is far the Caunty Auditor to meet with the State Auditor, Mr, Blackstock said he has asked Senator Fred Marler to reserve a spot bill for this matter. He said he would recommend that the Board go ahead and set a meeting with the Legislative Offices and with Dr, O'Brian. At the meeting, they should see if they can reach a tentative agreement in this matter, The Board should ask :ienator Marler and Assemblyman Johnson to help the County in this matter. The bill should set the total amount of County contribution to Medi-Cal; the bill should set out a reduction in this contribution. Matter discussed. County Counsel will set up a meeting for next week and the Board members will attempt to attend the meeting. 72-850 AUTHORIZE PURCHASE OF SHELVING FOR_HOSPITAL ^ ~On motion of Supervisor Maxon, seconded by Supervisor Madigan and unanimously carried, the Board approved the request of the County Hospital that $600 budgeted for toilet facilities be transferred to the amount for the additional shelving and that the purchase of shelving in the amount of $1,024.80 be authorized. 72-851 AU_THORIZE_PURCHASE OF_STENO CHAIRS FOR HOSPITAL $560 was budgeted for purchase of eight steno chairs, but it is found that 13 chairs may be purchased for this amount. The Hospital requests authority to purchase the additional number of chairs from within the present budget allocation. On motion of Supervisor Reynolds, seconded by Supervisor Maxon and unanimously carried, the Board authorized the purchase of 13 chairs for the hospital from within the present budget allocation. 72-852_ AUTHORIZE TRANSFER OF FUNDS FOR HOSPITAL On motion of Supervisor Reynolds, seconded by Supervisor McKillop and unanimously carried, the Board approved the request of the Hospital Board of Trustees for authority to transfer $18,000 from regular salaries to call back and overtime account. 72-853 AUTHORIZE PURCHASE ORDER FOR PREPARATION OF PLANS FOR STANDBX GENERATOR FOR HOSPITAL _ / ~ ~ ~~ At the May 10th meeting, the Hospital Trustees approved the Administrator's request to ask for action on installation of the standby generator, Clay Castleberry, Director of Public Works, said it might be in order to have the plans and specs printed and have them brought back to the Board for advertising. Mr, Castleberry explained the situation; he said they could be ready to go to bid in about 3 weeks, Matter discussed. On motion of Supervisor Reynolds, seconded by Supervisor McKillop and unanimously carried, a purchase order to prepare plans for the standby generatox at the County hospital was authorized, not to exceed $2,500, 72-854 ADOPT RESOLUTIONS 72-95, 72-96 & 72-97 INTENTION TO SELL AT PUBLIC AUCTION TAX DEEDED PROPERTY V On motion of Supervisor McKillop, seconded by Supervisor Reynolds and unanimously carried, the following resolutions of intention to sell at public auction tax deeded property by the County Treasurer was adapted: 72-95 - Resolution to sell AP 035-099003 Now AP 035-09-9-003-0- Burlington Ave.-Outside Oroville 72-96 -Resolution to sell AP 033-09-1-001-0 Western Pacific Addition 72-97 - Resolution to sell AP 005-362-05 Now 005-26-3-005-0 _ 125 W 19th St. City ~f Ct}~i~o age May 16, 1972 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _May_16,_1972 72-855 DSSCHARGE FROM ACCOUNTABILITY (PUT OVER ONE WEEK) Discharge from accountability presented by Tax Collector discussed, It has not been determined whether liens have been taken on these accounts or whether they could be turned over to an outside agency for collection. Nr. Nickelson will report back next week. Matter to be placed on the agenda for Tuesday, May 23, 1972. 72-856 ADOPT_R_ESOLUTION_72-98 APPROVING CONTRACT WITH THE YOUTH AUTHORITY This is a renewal, of the previous contract with the~Youth Authority which implements Section 704 of the Welfare and Institutions Code for case referral; to the Youth Authority from the Juvenile Courts for observation, diagnosis and report. Rates in this years contract have increased $750 per month to $805 per month. The contract has been approved by Counsel and Auditor. Contract discussed. On motion of Supervisor Reynolds, seconded by Supervisor Maxon and unanimously carried, Resolution 72-98 approving the diagnostic contract with California Youth Authority'caas adopted and the'~hairman was authorized to sign. 72-857 APPROVE E%EMPTIONS FROM HIRING FREEZE_ Jim Rackerby, Personnel Director, explained the requests for exemptions from hiring freeze. Requests discussed. On motion of Supervisor Reynolds, seconded by Supervisor Madigan and unanimously carried, the following exemptions from hiring freeze were approved: 1. Public Works - 1 Principal Engineering Aide, Extra help 1 Sr, Engineering Aide, extra help 1 Jr, Engineering Aide, extra help 2, Assessor - 1 Typist Clerk II 3. Auditor - 1 Bookkeeping Machine Operator 1 Secretary II 4. Hospital - 2 Clerk II, extra help 72-858 ADOPT RESOLUTION 72-99 APPROVING AMENDMENT TO LEASE AMENDMENT WITH STATE OF CALIFORNIA_ The lease agreement with the Office of Emergency Services for their space at the Emergency Operating Center has been amended reducing their space rented from 1855 sq~.aare feet to 1105 square feet, effective June 1, 1972, with a reduction in rental from $200 to $50 per month. Amendment approved by Counsel and Auditor, Matter discussed, Supervisor Reynolds said that in July the County was going to have a Lab facility that the law enforcement agencies have been wanting for a long time, He explained how the facility would be used. On motion of Supervisor Reynolds, seconded by Supervisor McKillop and unanimously carried, Resolution 72-99 approving the lease amendment with the State of California was adopted and the Chairman was authorized to sign. 72-859 ITEMS DECLARED SU_RPLUS_PROPERTY T On motion of Supervisor Maxon, seconded by Supervisor Madigan and unanimously carried, the following items were declared surplus property and the Purchasing Agent was authorized to dispose of said items: 1. Planning Department's car #296 which was transferred from the Sheriff's office 2. Juvenile Hall Chevrolet pickup ~~920 3. A Sears Riding Mower at County Buildings 4. A 1951 Ford z ton. panel truck at Probation Page 54. May 16, 1972 May 16, 1972 - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - 72-860 AUTHORIZE PURCHASE OF VOTING BOOTHS The Clew's budget authorized him to purchase 30 surplus Votomatic machines at $1,800 and 50 surplus booths at $3,000. The Clerk states that the surplus Votomatics were unacceptable and because of the deplorable condition of his voting booths he requests authorization to spend the total of $4,800 on surplus booths. Matter discussed. On motion of Supervisor Maxon, seconded by Supervisor McKillop and unanimously carried, The Clerk was authorized to use the $1,800 budgeted for Votomatics for the purchase of surplus booths. 72-861 T12AVEL_REQUESTS APP ROVED On motion of Supervisor Reynolds, seconded by Supervisor Madigan and unanimously carried, the following travel requests were approved: 1. Joyce Rowell, collection supervisor, to attend the spring meeting of the California County Collectors Association in Monterey May 25 and 26, 1972. One nights lodging-$105 estimated cost of trip, Travel by private car, 2, Howard Toussaint, Health Department, to attend the annual meeting of the conference of directors of environmental health at Asilomar May 23 through May 26, 1972. Three nights lodging. Estimated cost of trip $72, Travel by county car. 3. Probation Officer or Wallace Herring to attend the 42nd annual California Probation Parole and Correctional Officers Association state conference at Universal City, California, May 23 through May 26, 1972, Three nights lodging. Estimated cost of trip $135. She stated she was a real estate agent. She sold Mr. Hobson his property and he is attempting to secure a building permit. The depth of the Sot is not 100'. She explained the request. She said the owner could use both lots for the building permit. They are going to place a mobile home on the property. Mr. Castleberry explained how the matter could be handled. The Board requested that she return to the Board meeting at 1:30 when Mr. Lawson would be present and explain her request. 2. Robert Charlebois, Manager of Butte County Employees Association. He stated that he has received a number of complaints about the double standard being used by the County. He said the Board had admonished the Hospital Board for getting into political activities. He said he thought that Mr. Mickelson had been using his own time in engaging in the discussion about the hospital issue. That is no longer true. He felt the other county employees should have the same right to engage in political activities if Mr. Mickelson Baas allow ad to continue with these activities, He said that if Mr. Mickelson could use a county car, county time and supplies, others should be granted the same right. The Board should be consistent in these matters. Supervisor Maxon said there was a divided opinion on this Board about the hospital proposition. He felt that there was a conflict of interest here, He said that because there was a divided interest on the Board, Mr. Mickelson should discontinue his activities concerning the hospital issue, Mr, Charlebois said the people would not believe that Mr, Mickelson was speaking for himself; they would feel that he was speaking for the Board. Matter discussed. Supervisor McKillop said he felt that Mr, Mickelson was wrong in his presentation, if he was doing this on County time, then any County employee could to the same. Supervisor Reynolds said he felt that Supervisor McKillop was asking for Board determination in this matter. If there is no direction, then all the other County employees could do the same. Mr. Mickelson said he will speak to no more groups on this subject. No Board action taken at this time. 3. Mr. Art Elmore, spokesman for the poor. He said the poor people had requested information and he would like to know the status of their request. The E.O.C. Board did take action and they did approve the request. The letter of May 1 requested information in writing for a directory for the poor. Mr. Mickelson said it was a question of time. The Administrative Office has not had time to do this work. Chairman Gilman said the poor people could get this information together and the County could print the material, Chairman Gilman said he did not think that the Administrative personnel should be tied up in preparing this directory. Request discussed. Mr. Elmore said he was of the opinion that this information could be available in a matter of hours. His staff is down to nothing. The poor people would like to know what the Board would like them to do. No action taken at this time, Matter placed back on the agenda for Tuesday, May 23, 1972. 72-864_REPORT_BZ Bd;r'?'E_COUNTY FARM BC3REAU ON ORCHARD ASSESSMENTS IN BUTTE COUNTY Eldon Culley, Executive secretary, read a letter from Mr. Don DeBock, president of the Butte County Farm Bureau concerning orchard assessments in ~~, Q ~ Butte County, Letter filed with the Clerk. He said at the time of the last meeting, it was felt that necessary adjustments would be made by March 1st. Assessment methods used in other counties explained. Supervisor Reynolds said the Farm Bureau felt that it was imperative to have this matter entered into the Board record that action should be taken in this matter. It was hoped that the Assessors Office would handle the matter was quickly as possible. Mr. Gulley said that a large group of the orchardists were present, He said they were trying to deal with people who are paid to perform these duties. They have not been able to get any satisfaction from the Assessor's Office, Other orchard ocaners in other counties have been granted across-the-board reductions in assessments due to the present problems, Dave Vasco, Assessor, said he had not promised anything at the time of Che meeting except equity. He said he would talk to the other counties and determine what they are doing. He does not promise reductions to anyone. He said the market rules these matters. He said he would supply this Board and the Farm Bureau with details received from the other counties, He said he knows of no "across-the-board" reductions in other counties, He said that if the people were not satisfied with their assessments, County Counsel could tell them of the procedures to follow in these matters. Supervisor Reynolds spoke concerning the meeting held in this matter. He said that Mr. Vasco had stated that he would do everything in his power before the March 1st deadline to reduce the assessments on orchards. Mr. Vasco explained what his office had been doing in this matter. His office does not assess the crops, The matter of assessments discussed. Supervisor Maxon asked if it would be possible for Mr. Vasco to take this matter to the Assessor's Association and the various counties and determine what other counties are doing. Chairman Gilman said he was not going to argue about assessments. He said it appears to him that the Assessor could meet with these people and discuss the matter with them. Supervisor Reynolds said these people do have a problem and the only reason that they were appearing today was to get something of record before the Board. Supervisor Maxon said he was looking for evidence. If there is evidence, he said that maybe this Board could appeal the matter to the Assessment Appeals Board. He said that if an injustice has been done, something must be done in the matter. Dan Blackstock, County Counsel, said that there were different issues brought up today. Mr. Stan Sedor, attorney at law, speaking on behalf of the applicant, Mr. Jake Keeley, He feels this is a hardship case; he said he has done a great deal of research on hardship cases, Mr. Sedor set out the reasons for their request for approval of the use permit. Mr. Keeley has indicated that if he were allowed to build three more units, he could use the balance of the land for drainage from the buildings. He said that as long as there is no sanitary problem or health problem involved, he could not see any harm in the granting of this use permit, He said that with respect to the recommendation that the applicant install curb, gutters and sidewalk, there are no curbs or gutters on that street; he questioned the practicality of requesting these items. He requested that the Board delete this requirement. Supervisor McKillop said that maybe in view of two Planning Commissioners being absent at the time of their hearing, and the opposition did not have the information presented to the Board by the applicant today, it might be well to send this back to the Planning Commission for another hearing, There was evidence that should have been presented at the Planning Commission's past hearings. Harte, Kibler Raad, Paradise, was approved as submitted, with the stipulation that the hinge be moved to the north-east corner of the northern most lot. 72-872 REPORT ON FOOD COyTr10DITTES ~rS, FOOD STAiIPS The Administrative Officer and the Welfare Director were present to report on their studies on a comparison of food stamps vs, food commodities, Tn addition there were two representatives from the State Department of Agriculture in San Francisco caho spoke to the Board, Mr. Clif Mickelson, Administrative Officer, gave a brief background of this matter. In the beginning it•was felt that there were some real advantages to the food commodity program. About a year ago a report was given to the Board on food stamps and it was felt that food stamps would be less expensive to the County than food commodities. Mr. Mickelson explained the situation. At the request of the Board he had made a study of the programs; Ed Robinson, Welfare Director, had also been requested to make a study of the programs, Ed Robinson recapped his report. Costs vary quite a bit. He said his department had run a cost estimate based on Humboldt County. He explained how his report was computed. Projection of the programs by Welfare discussed. Reports discussed. It was stated that the stamps would have to be computed as equal to cash, The same precautions caould have to be taken as banks take with cash. A armor car would have to be used to transport the stamps. The post office has their own car; the banks would charge for this service. Distribution of the stamps discussed, It was stated that the postoffices would not underbid the banks, Time spent discussing the costs for the issuing of the food stamps, PSr. Strandberg stated that food commodities do have value because the program releases money for the recipient's use to purchase clothes, drugs, etc. Mr, Mickelson said the food stamps would give the people a greater selection of the type foods people would like to buy. Supervisor Reynolds said that if the stores had to employ additional personnel to handle the food stamps this would, also, help the economy of the county. Supervisor Reynolds asked the Welfare Director how long it would take to implement the food stamp program if the Board decided to go to it. Mr. Robinson said he would hesitate to say; each case would have to have a separate budget made if the food stamp program is implemented, Mr. Strandberg spoke at this time. He said he had looked over some of the figures; the costs as reported are very close. He said it would take them about 60 days to implement the program from the time thev`receive notice from the County.
