machine - Board authorization is requested to
purchase a commercial grade Dictaphone telephone
answering machine at a cost of $600 from existing

11. Probation Department - Board authorization is
requested to purchase from State Office of Criminal
Justice Planning victim/witness funding a radio base
station, $2,85&.37; California Legal Codes,
$1,482.75; communication hardware and software to
connect the Victim/Witness Assistance Program with
the County Clerk, South County Municipal Court, and
the Sheriff's Department, $19,477; and waiting roam
furniture, $3,660. Budget transfers B-183 and B--
205 have been prepared for the necessary
appropriation - action requested - APPROVE PURCHASE
OF FIXED ASSET ITEMS.
12. Award of bid 53-91 - the Purchasing Department
received and opened bids for a rescue vehicle for
North Valley Chico Volunteer Fire Company. The bids
have been evaluated and the lowest bid meeting
specifications is G. Paoletti of San Leandro in the
amount of $98,722.73 plus tax. Budget transfer B-
201 has been prepared for the necessary
appropriation - action requested - APPROVE PURCHASE
OF FIXED ASSET ITEM AND AWARD BID.

91-202 13. Award of bid 71-91 - the Purchasing Department
received and opened bids for a petroleum tank for
Buildings and Grounds. The bids have been evaluated
and the lowest bid meeting specifications is Post
Tank Petroleum Service of Sacramento in the amount
of $13,400 plus tax - action requested - AWARD BID.
14. Sheriff-Coroner - Board authorization is requested
to purchase ten closed circuit security cameras at
$580 each; ten camera lens in the total amount of
$1,190; three TV monitors at $250 each; and three
MagLocks and operating mechanisms in the total
amount of $1,945 far use in the jail far safety and
security of inmates and staff. B-188 has been
prepared, and combined with funds existing within
the fixed asset account will provide the necessary
appropriation - action requested - APPROVE PURCHASE
OF FIXED ASSET TTEMS.
15. Public Works Department - used motor grader - the
Purchasing Department has received price quotes far
a used mortar grader. The mortar graders have been
evaluated by Public Works and the lowest bid meeting
specifications is a John Deere Model 670B, quoted
by Weaver Equipment Company, Chico at $89,951.60
including tax - action requested - APPROVE PURCHASE
OF FIXED ASSET ITEM.
16, Special district augmentation fund - the Auditor-
Contraller submits his estimate of $1,328,000 far
the 1991/92 special district augmentation fund and
statutory schedule of time frames - action

per month, plus annual adjustment and is for a five

been prepared with Gene McFarren to provide
architectural design services for construction of
amulti-purpose classroom and other improvements at
Juvenile Hall. Budget transfer B-152 provided the

AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN.
27. Occupational Health Services Corporation (OHS) -
proposed is an employee assistance program contract
renewal effective April 1, 1991 through March 31,
1992 at an increased cost of approximately two
percent. The proposed renewal increases the per
month, per employee charge from $2.75 to $2.81 -
actian requested - APPROVE CONTRACT RENEWAL SUBJECT
TO APPROVAL OF COUNTY COUNSEL AND AUDITOR-CONTROLLER
AND AUTHORIZE THE PERSONNEL DIRECTOR TO SIGN ON

28. Environmental Systems Research Institute, Tnc. -
proposed is amendment no. 1 to the software license
agreement for the ARC/INFO Geographic Information
System (GIS) for the acquisition of the Triangular
Irregular Network (TIN) -action requested -APPROVE
AMENDMENT AND AUTHORIZE THE CHAIR TO SIGN SUBJECT

received a letter proposal to perform a soil and
groundwater investigation of a potential
gasoline/diesel contamination problem at the Public
Works yard in Gridley at an estimated cost of

appropriation from the Road Contingency Fund -
action requested - AUTHORIZATION TO PROCEED IN
ACCORDANCE WITH LETTER PROPOSAL AT A COST NOT TO

33. Butte County Transit No Fare Program for California
State University, Chico faculty, students and
staff - proposed is an amended agreement with
California State University, Chico to provide no
fare bus service on Butte County Transit for CSU

amended to include additional language with respect
to insurance and liability - action requested -

FOLLOWING FINDINGS: (1) THE APPLICANT, ROGER
GREEN, FILED A FINAL APPLICATION ON JANUARY 4,
1989, FOR MODIFICATION OF AN EXISTING USE
PERMIT FOR A QUARRY. THE MODIFICATION WAS TO
INCLUDE THE EXTENSION OF THE PERIOD OF
OPERATION OF THE MINE; (2) HEARINGS BEFORE
THE PLANNING COMMISSION WERE DULY NOTICED
PURSUANT TO BUTTE COUNTY CODE SECTION 24-46 AND
GOVERNMENT CODE SECTION 65090; (3} THE
PLANNING COMMISSION HELD HEARINGS, THE LATEST
OF WHICH WAS ON MARCH 28, 1991; (4} AN ESR
