Sheriff Gil:~ick and Vaptain Flamm of the Highway Patrol were present to speak to the Board .- on this s~zbjec.t. Day. 3laekstosk, Cozan`c.y Courssel, said he had checked with Alameda County on their parade ordinance. Mr. Blackstock modified the Alameda County ordinance slightly to fit Butte Co7.~nty. Rough copies of the proposed ordinance had been.ser_r to the Eeard members for their study and recomme~?dation. Thy Sheriff has worked on the proposed ordinance; he has prepared an application dank. `the Sheriff woaai.d make the initial investigation. 'the proposed ordinance set out and discussed, The first proposal was that the Sheriff would make the initial investigation; he woal.d serxd out the notices and receive back whe information concerning the application. `lhe Sheriff could decide how the parade should be altered. Captain Flamm said he wanted to be kept informed on the matter of parades within the C"ounty. He explained the procedures for paradesq He said he was not completely satisfied with the wcrda.ng of this proposed ordinance. He-said he would like to work with County Cou_isel on the final preparation of the ordinance. Captain Flamm expla.irced the setting up of the Traffic Safety Committee. 'The C©mmittee would work u~-zder the Board of Supervisors, The Committee would make communication simpler- between L-he departments. Captain ~`lamm said he could get the make up of the committee from the one set up in Lake County. Mr. Blackstock asked the Board for their determination concerning the parade ordinance. Time spent discussing the time element; Captain Flamm explained the requirement of the 45~day notice of the parade. Discussed the cancellation of parade permits, The Sheriff should have the power to cancel the parades it was felt, Captai:s Flamm, Sheriff Oillick and County Counsel will meet and go over the proposed ordinance. Mrs. Best p~.aced a map before the Board concerning the proposed service area. She said the decision of this Board wi11 determine whether Va11ey View Drive wi11 remain. the same. She stated that the homes .a-long this drive are of a high quality. She stated that this was a residential area. Last week the Board set up funds for an independent study of the area, She felt that this matter has be era very misleading. She said the Board had handed to Mr. Castleberry the power to draw up the boundaries of the proposed service area, Bhe said the people in that area feel that someone outside the County offi~.es should be put in charge of this matter. they are requesting that the boundaries be studied and prepared by an iradependerit firm, Chaixmaxs Reynolds stated that the County has a high salaried person to do this type work and that he was sorry. that she disagreed with their decision. Mr. Castleberry said he would be available to talk to the people in that area. Supervisor Maxon stated that regardless of who prepares the boundaries, they will have to be approved by the people•ln the area. Chairman Reynolds thanked Mrs. Best far appearing; no action taken.
