Introduction of a salary ordinance amendment creating a three-quarters time (75$) position of Supervisor's Clerical Aide at salary range 39, with no additional annual increase to the total salary and benefits paid on an annualized basis - action requested - WAIVE READING OF THE ORDINANCE. 2. Introduction of a salary ordinance amendment establishing a new classification of Licensed Vocational Nurse (salary range 148) due to the inability to attract viable Reqistered Nurses to fill current vacancies at the higher level position of Clinic Nurse (salary range 188). This action does not add any new positions, but flexibly staffs the Licensed Vocational Nurse with the three existing allocated positions of Clinic Nurse. Butte County Jail - design/build contractor - the Board previously set the bid opening date for June 2, 1993 at 3:00 p.m. Delays have been encountered in obtaininq clearance on the plans and specifications which necessitates establishinq a new bid openinq date - action requested - RESET THE BID OPENING DATE FOR THURSDAY, JUNE 17, 1993 AT 2:00 P.l~i. IN THE PURCHASING OFFICE. 11. Mental Health - Board authorization is requested to purchase two personal computers, peripheral equipment and software in the maximum amount of $4,200 with funds authorized in the 1992-93 budget for the purchase of four VDT 420 terminals and three lateral files. The computers will provide data entry at all department service sites and therefore increase the department's capability for client and insurance billinq and revenue enhancement - action requested - APPROVE PURCHASE OF FIXED ASSET ITEMS AND DELETE 1992-93 BUDGET APPROPRIATION FOR THE PURCHASE OF FOUR VDT 420 TERMINAIS AND THREE LATERAL FILES. 12. Public Works Department - Board authorization is requested to purchase a computer operated draftinq plotter for engineering design purposes in the maximum amount of $6,200 (existinq fixed asset funds). The department has been utilizinq a plotter on loan from the Butte County Association of Governments (BCAG) which must be returned in July, 1993 - action requested - APPROVE PURCHASE OF FIXED ASSET ITEM. 13. Sheriff-Coroner - Board authorization is requested for the purchase of two replacement typewriters in the maximum amount of $1,197.51 for use in the jail officea, and an air conditioning unit in the jail kitchen dry goods storage area in the maximum amount of $1,000. Welfare Department - Board authoriaation is requested to purchase a video camera for $900 (100~ State) for use in the Options for Recovery Perinatal Proqram in the Children's Services Division as part of the in-home specialized training of foster parents caring for medically fraqile, drug-exposed infants. Budqet transfer B- 189 has been prepared for the necessary appropriation - action requested - APPROVE PURCHASE OF FIXED ASSET ITEM. 15. Annual inventory of County property (Government Code Section 24051) - pursuant to Government Code Section 29390 and Board Resolution No. 75-177, the General Services Director requests removal from fixed asset control of an alert monitor (asset no. 10189) (item siqned out to Chico Enterprise-Record as of December, 1987. A phone verification confirmed that alert monitor [asset no. 14867] is now in their newsroom, and there is no County record of the exchanqe). Due to age of the alert monitor (oriqinal cost $218), the item has been depreciated to no value. The District Attorney and Auditor-Controller concur with this request - action requested - APPROVE REMOVAL FROM FIXED ASSET CONTROL. 16. Special District Augmentation Fund - the Auditor- Controller submits his estimate of $1,540,000 for the 1993-94 Special District Augmentation Fund and statutory schedule of time frames - action requested - AUTHORIZE APPROPRIATE NOTICES TO SPECIAL DISTRICTS REGARDING THE SPECIAL DISTRICT AUGMENTATION FUND AND SET A PUBLIC HEARING DATE FOR JUNE 8, 1993 AT 10:15 A.I~i. Paqe 189 May 25, 1993 93-189 17. Deferred Compensation Program - the County offers a voluntary deferred compensation program (Internal Revenue Service [IRS] requlation 457) for employees. The IRS has accepted a method for providing limited insulation of deferred compensation assets from claims of employer creditors under a 457 plan without affectinq the tax deferred status of such accounts. This method (called a"Rabbi Trust") establishes an irrevocable trust and establishes a trust investment committee endowed with power separate and apart from the employer. This results in a situation in which the trust assets (employee's deposits) could not be used for purposes other than those desiqnated by the trustee committee. While the trust will protect employee's deposits from claims of the County's creditors, it does not protect assets in the event of bankruptcy - action requested -(A) APPROVE TRUST AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN; AND (B) DESIGNATE A TRUSTEE COMMITTEE COMPOSED OF THE AUDITOR-CONTROLLER, TREASURER-TAX COLLECTOR, AND TWO EMPLOYEE MEr'iBERS SERVING ON THE DEFERRED COMPENSATION COMMITTEE. 18. Investments information report - the Treasurer-Tax Collector submits the April, 1993 report in accordance with AB 1073 and the County's investment policy - action requested - ACCEPT FOR INFORMATION. 19. Chico Area Recreation and Park District - the Auditor-Controller submits the audit reports for fiscal years endinq 1989, 1990, 1991 and 1992 - action requested - ACCEPT FOR INFORMATION. 20. Connerly and Assxiates - proposed is an aqreement in the amount of $6,200 for services to prepare the 1993 Community Development Block Grant (CDBG) application approved by the Board at its March 23, 1993 meeting. Funding for preparinq the application was originally included in the approved Planninq and Technical Assistance Grant No. 92- STBG-632 but due to the fact that the County's Housinq Element was not adopted prior to preparation of the application, funds from the Planninq and Technical Assistance Grant cannot be used - action requested - APPROVE AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN; AND AUTHORIZE USE OF PROGRAM INCOME TO FUND THE APPLICATION PREPARATION. Introduction of an ordinance establishinq a speed limit of thirty-five (35 miles) per hour on Foothill Boulevard from Greenbank Avenue to 1,000 feet south of oroville Bangor Highway (Road No. 25493) - action requested - WAIVE READING OF THE ORDINANCE. 22. Adoption of a salary ordinance amendment which corrects the salary ranqe level for the position of Lead - Fabricator-Welder/Mechanic to reflect the actual rate of pay the incumbent is currently and correctly receivinq; corrects to 6522 the assiqned class code number for Youth Services Worker; corrects to nine the total number of allocated positions for the District Attorney - welfare Fraud; and corrects to three the total number of allocated positions for Administrative - Self Insurance. The chanqes to be made do not add any additional positions - action requested - ADOPT ORDINANCE 3071 AND AUTHORIZE THE CHAIR TO SIGN. 23. Plans and specifications for construction of pavement overlays of various County roads, County contract no. AC-92-2 - in fiscal year 1992-93 budget a$250,000 project was approved for pavinq overlays of various County roads. Savinqs in construction costs of projects that have been completed will allow the project to be expanded to $325,000 (restricted funds), and will provide for pavinq overlays of the West Lindo Avenue, State Highway 32 to 0.4 miles east (0.4 miles); Skyway, Chico City limits to Butte Creek, westbound lanes (0.7 miles); Durham Dayton Highway, Midway to Butte Creek (0.7 miles); Durham Pentz Road, State Highway 191 to 0.7 miles west (0.7 miles); Lincoln Blvd., Monte Vista Avenue to Ophir Road (1.0 miles); and East Gridley Road, Gridley city limits to Kirk Road (1.8 miles) - action requested - APPROVE PROJECT ESTIMATED AT $325,000; APPROVE PLANS AND SPECIFICATIONS; ADOPT WAGE SCALE; AND SET BID OPENING ON JUNE 17, 1993 AT 11:00 A.M. IN THE PUBLIC WORKS OFFICE. Paqe 191 May 25, 1993 Mav 25. 1993 93-189 24. Chico Industrial Medical Clinic - proposed is an amendment to the aqreement to increase the maximum amount of the contract from $61,160 to $84,500 for fiscal year 1992-93. Current law requires that each client receive a history and physical examination within 48 hours of beinq admitted to the Psychiatric Inpatient Unit. Due to the increased number of admits, and the fact that the contract is based on a fee/service basis, the total cost for history and physicals has exceeded the projected amount for fiscal year 1992-93. Budget transfer B-193 has been prepared for the necessary appropriation from unanticipated State vehicle license fee revenue - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 25. James R. Glover, M.D. - the proposed contract for the provision of psychiatric services including, but not limited to examining, diagnosinq and prescribing treatment for cliente in the maximwn amount of $6,500 commences June 1, 1993 and continues through June 30, 1993. Budget transfer B-192 has been prepared for the necessary appropriation from unanticipated State vehicle license fee revenue - action requested - APPROVE AGREEMENT AND AUTHORZZE THE CHAIR TO SIGN. 26. James R. Glover, M.D. - the proposed ccntract for the provision of psychiatric services including, but not limited to examininq, diagnosinq and prescribing treatment for Mental Health clients in the maximum amount of $135,200 commences July 1, 1993 and continues through June 30, 1994. This contract will be within the 80 percent budqet calculation for fiscal year 1993-94 and is not beinq considered for elimination. However, provisions have been made in Paragraph IV, subsection D, in the event that funding becomes unavailable to maintain this contract - action requested - APPROVE CONTRACT AND AUTIiORIZE THE CHAIR TO SIGN. Paqe 192 May 25, 1993 93-189 27. Northern Valley Indian Health, Inc. (NVIH) - the proposed contract provides for intensive services to 25-30 pregnant American Indian women (includinq adolescents) and mothers of infants to prepare them for effective and rewardinq motherhood, provides auxiliary services to their families thereby reaching and providing services to 150-200 family members, provides outreach through media efforts in conjunction with the Northwest Indian Child Welfare Association's "Substance Abuse is Child Abuse", and to develop lonq-term, community support which will continue after this program is completed. The term of this contract is April 1, 1993 through June 30, 1993 in the amount of $50,000 (Perinatal Treatment Expansion Project [PTEP] "carryover" monies [100$ State] allotted for fiscal year 1992-93) - action requested - APPROVE CONTRACT AND AUTHORIZE THE CHAIR TO SIGN. 28. 1992-93 Rural Health Services (RHS) Other Funds (Proposition 99) - contracts have been prepared with Enloe Hospital (S44,937~, Feather River Hospital ($5,414), Biqgs-Gridley Hospital ($9,297) and Oroville Hospital ($17,478) for distribution of 1992-93 Other County Rural Iiealth Services funds in the total amount of $77,478 (100$ State). The funds will be used to supplement the unrefmbursed costs of pravidinq medical services to medically indigent residents of the County. Budqet transfer B-191 has been prepared for the necessary appropriation - action requested - APPROVE CONTRACTS AND AUTHORIZE THE CHAIR TO SIGN. 29. State Health and Welfare Agency, Health Promotion Section - Board approval is requested for the submission of a health promotion application for a three year project which will increase physical activity of adults by developinq leadership among schools, ethnic communities, employers, recreation districts and community based orqanizations to promote and provide fitness activities, particularly for low-income and ethnic adults. The application requests 100$ State funds in the amount of $64,169 (1993-94) and $79,169 (1994-95 and 1995- 96) - action requested - APPROVE APPLICATION AND AUTHORIZE THE CHAIR TO SIGN. X93-5912 - the proposed agreement provides for the exchanqe of Federal Apportionment Funds for a like amount of Non-Federal State Hiqhway Account Funds (Federal Intermodal Transportation Efficiency Act [ISTEA]) for fiscal years 1991-92 and 1992-93 to enable the Public Works Department to do road projects using these funds without the need to follow federal requirements and CalTrans review - action requested - APPROVE AGREEMENT, ADOPT RESOLUTION 93- 69 AND AUTHORIZE THE CHAIR TO SIGN. 31. Federal Transportation Administration (FTA) Section 18 qrant and FTA Section 18(i) discretionary grant - applications have been prepared for a qrant of $56,724 from the FTA Section 18 program, and a grant of $130,000 from the FTA Section 18(i) grant for the operation of the Butte County Transit for fiscal year 1992-93 - action requested - APPROVE APPLICATIONS FOR FUNDS FROM FTA SECTION 18 AND SECTION 18(i) GRANTS AND AUTHORIZE THE DIRECTOR- PUBLIC WORKS TO SIGN THE STANDARD CERTIFICATIONS AND ASSURANCES REQUIRED BY THE FEDERAL TRANSPORTATION ADMINISTRATION. 32. City of Chico/County of Butte - proposed is amendment no. 1 to the agreement pertaining to the Sheriff's Mounted Posse Patrol of Bidwell Park which authorizes the Posse to assiat the Chico Police Department in patrollinq upper and lower Bidwell Park. The term of the agreement continues for successive annual terms unless terminated by either the City or the County. As part of the annual review to determine whether the agreement should continue for another year, the Sheriff and Chief of Police have agreed that the agreement be amended to provide for additional areas which may be patrolled by the Posse - action requested - APPROVE AMENDMENT TO AGREEMENT AND AUTHORIZE THE CHAIR TO SIGN. 33. Mari~uana Suppression Proqram (MSP) - the Sheriff- Coroner is preparinq an application for a three year Marijuana Suppression Program (MSP) grant funded under the Office of Criminal Justice Planninq (OCJP). The amount of available funding is unknown at this time and will be determined after all competinq counties have applied and the State allocates the fundinq. The Director-Personnel is requestinq authorization to issue a Request for Proposals from qualified health benefits manaqement consultinq firms to determine the costs associated with transferrinq the County's medical insurance proqram to the Public Employees Retirement System (PERS) and to make recommendaticns for funding those costs. Conflict of interest codes - Paradise Irriqation District and Paradise Irrigation District Public Facilities Financing Corporation have submitted conflict of interest codes for Board approval pursuant to Government Code Section 87303. Introduction of a salary ordinance amendment establishinq a new classification of Licensed vocational Nurse (salary ranqe 148) due to the inability to attract viable Reqistered Nurses to fill current vacancies at the higher level position of Clinic Nurse (salary range 188). This action does not add any new positions, but flexibly staffs the Licensed Vocational Nurse with the three existinq allocated positions cf Clinic Nurse. The Personnel Department has met with the Butte County Employees Association (BCEA) on two separate occasions as per the General Unit Memorandum of Understandinq, Section 4.05, and has reached an impasse - action requested - WAIVE READING OF THE ORDINANCE.
