is requested to purchase a Lanier Advocate IV
recorder, a Cannon 222 FAX machine, Sennheiser
assistive listening system, and an air purifier for
use in the employee's lounge in the maximum amount

budget, and pursuant to Trial Court Funding

11. Public Health Department - Board authorization is

12. Public Health Department - Child Health and
Disability Prevention Program (CHDP} - Board

13. Public Health Department - AIDS Program .. Board
authorization is requested to purchase a computer,
hardware and software in the maximum amount of
$4,000. The State Department of Health Services has
authorized the use of 100 percent State funds, and
funding is from within the department budget. A

14. Sheriff's Department - Board authorization is
requested to purchase a vehicle in the maximum
amount of $14,262, under the lease option plan
purchase agreement, to replace a 1989 Dodge Ram
Model AW100 transferred to the Public Works

90-236 15. Superior Court - Board authorization is requested
to purchase two five drawer, Legal size, locking
file cabinets to be used by personnel located in the
Law Library. Funding is from within the court
budget, and pursuant to Trial Court Funding

15. Superior Court - Board authorization is requested
to purchase a 19" color television, and a TV/VCR
cart with locking cabinet in the maximum amount of
$640 from within the court budget, and pursuant to

has been prepared for the necessary appropriation -

17. Superior Court - Board authorization is requested
to purchase a laptop computer, parallel dot matrix
printer, related hardware and software in the
maximum amount of $5, 000 to be utilized by the judge
assigned to the family law calendar. Funding is
from within the court budget, and pursuant to Trial
Court Funding negotiations. A budget transfer has
been prepared for the necessary appropriation -

18. Welfare Department - GAIN - Board authorization is
requested to purchase the Eureka Career Information
System subscription and software in the maximum
amount of $1,595. This is an IBM compatible
computerized library of occupational and educational
information essential to the In-House Assessment
Program. The 100 percent State and Federal funding
source is from within the department budget - action
requested - AUTHORIZE PURCHASE OF FIXED ASSET ITEMS.
19. Investment Policy - the Treasurer/Tax Collector
has submitted a Statement of Investment Policy
pursuant to AB 1073 and effective June 1, 1990 -
action requested - ACCEPT INVESTMENT POLICY.
20. Proposition 4 appropriations limit calculations for
the County of Butte and for special districts under
the control of the Board for fiscal year 1990/91 -
action requested - ADOPT RESOLUTIONS 90-85 and 90-

90-236 21. Salary ordinance amendment - proposed as a result
of a classification study is a salary adjustment for
the assistant county recorder from range 38 to range
43. Funding is from within the department budget -
action requested - WAIVE THE SECOND READING AND
ADOPT THE ORDINANCE 2835.
22. Salary ordinance amendment - proposed as a result
of a classification study of the administrative
services assistant position in the Personnel
Department, salary range 29, is a new classification
of personnel technician, salary range 32. Funding
is from within the department budget - action
requested - WAIVE THE FIRST READING OF THE
ORDINANCE.
23. Salary ordinance amendment - proposed is a salary
ordinance amendment establishing a weights and
measures inspector aide at a flat rate assignment
of $6.90 per hour; transferring an engineering
technician position from Public Works (general
services) to Public Works (building inspection);
combining two part-time (500} positions of superior
court clerk II, I to one full-time position; and
changing the flexibly staffed position of chief
deputy county counsel or county counsel to chief
deputy county counsel - action requested - WAIVE THE
FIRST READING OF THE ORDINANCE.
24. Resolution in appreciation of Dave Smith, Butte
County Sheriff's Search and Rescue - action
requested - ADOPT RESOLUTION 90-87 AND AUTHORIZE THE
CHAIRMAN TO SIGN.
25. County Clerk/Superior Court and municipal court law
library fees - proposed are resolutions increasing
law library fees from $12 to $20 effective July 1,
1990 - action requested - ADOPT RESOLUTIONS 90-88
and 90-89 AND AUTHORIZE THE CHAIRMAN TO SIGN.
26. Annexation to Town of Paradise - the town has
approved an annexation of approximately 46 acres
(Karoly Kasza, et al.}, and it is necessary for an
agreement to be reached on the exchange of property
taxes between the County and the town before the
annexation can be legally complete. A property tax
split of 56/44 percent (with the town receiving the
larger proportion of praperty tax} is recommended -
action requested - ADOPT RESOLUTION 90-90 APPROVING
THE TAX SPLIT WITH THE TOWN OF PARADISE AND
AUTHORIZE THE CHAIRMAN TO SIGN.

90-236 27. County Victim/Witness Assistance Program - a
resolution has been prepared continuing funding of
Joint Powers money by the State Board of Control to
the Butte County Victim/Witness Assistance Program
for verification of victim claims during fiscal year
1990/91 - action requested - ADOPT RESOLUTION 90-91
AUTHORIZING THE CHIEF PROBATION OFFICER TO SIGN THE
AGREEMENT ON BEHALF OF THE COUNTY AND AUTHORIZE THE
CHAIRMAN TO SIGN.
28. County Victim/Witness Assistance Program - a
resolution has been prepared continuing funding of
the Victim/Witness Program by the Office of Criminal
Justice Planning - action requested - ADOPT
RESOLUTION 90-92 AUTHORIZING THE CHIEF PROBATION

32. Plant Pest/Disease Prevention contract no. 90-0009 -

35. Assignment of counsel - County Counsel proposes to
assign Motion for Return of Property, John Sapp,
Real Party in Interest, to the law firm of Marsh,

36. State Department of Alcohol and Drug Programs -
proposed is a negotiated net amount contract in the
amount of $1,064,111 commencing July 1, 1989 through
June 30, 1991 for rendering alcohol and drug
services which allows for expenditure of funds
appropriated and allocated in current fiscal year
to be used in the coming fiscal year. A budget
transfer has been prepared appropriating $18,940
that was not previously appropriated by allocation

37. State Department of Health Services - proposed is
a rural health services agreement and AB 8 county
health services amendment which provides State funds
in the amount of $395,526 and includes physicians

Board previously approved the rural health services
funds far fiscal year 3989/90 application, plan
update and budget supplement - action requested -
APPROVE AGREEMENT AND AMENDMENT AND AUTHORIZE THE

38. 1990/91 amendment to Gridley Transportation Services
agreement -- proposed is amendment no. 15 to allow
the continued operation of the Gridley Golden
Feather Flyer until June 30, 1991, and allow for
fare increases as requested by the contractor -

39. James A. Wyse, Inc. - a letter proposal has been
submitted for preparation of a containment plan for
leachate at the Neal Road Landfill in the estimated

42. Economic Development Packaging Program - contract

Department of Housing and Community Development in
the amount of $17,500 to provide loan packaging
services in the counties of Butte, Glenn and Tehama.
The term of the grant is 19 months from approval by
the State and includes $22, 000 from the Butte County
and Tri-County Economic Development Corporations -
action requested - ADOPT RESOLUTION 90-93 APPROVING
THE CONTRACT AND AUTHORIZE THE CHAIRMAN TO SIGN.
43. Economic Development Packaging Program agreement -
an agreement has been prepared with the Tri-County
Development Corporation covering implementation and
operation of State contract no. 89-RDAP-085. The
contract is in an amount not to exceed $17,500 and
covers a term of 19 months from June 30, 1990 -
action requested - APPROVE CONTRACT AND AUTHORIZE
THE CHAIRMAN TO SIGN SUBJECT TO REVIEW BY COUNTY

System Advisory Group as part of the Board's

application to the California State Department of the
