BUDGET SESSION
RECONVENED: The Board of Supervisors reconvened at 8:30 a,m, for the purpose of
Budget Studyo Present: Sugervisors Gilman, Madigan, Maxon, McKillop
and Chairman Reynolds. Clifton Nickelson, Administrative Officer and
Clark Ao Nelson, County Clerk, by Margie Catt, Board of Supervisors` Clerk
BUDGET DISCUSSION:
Clif Nickelson, Administrative Officer, said he had received a request
from the Chico Chamber of Commerce to be allowed to appear before the Board to
request additional funds. Representative of the Chico Chamber of Commerce will
speak during the afternoon budget discussions.
Mr, Nickelson stated that Don Black, Agricultural Commissioner,
was going bn vacation Wednesday and would like to appear before the Board today
to discuss his budget. He would also like to discuss the Air Pollution budget.
Time spent discussing other budgets wlaezein the Department Heads
were requesting staff salary increases. It was stated that certain staffs
have been cut.
Mr. Nickelson stated that his department had gone over the budget
with the department heads. Many cuts were made and some of the department heads
desire to appear before the Board to discuss their budgets. Mr. Nickelson
stated that there is about a .40 tax increase this year, with the pxoposed budgeto
He said there were some areas that could be cut. He stated that about $150,000
of the $300,000 hospital loan could be locked up, Mr. Nickelson stated that
the County might be able to budget over a two year period for the 3uvenile Hall
building, Mr, Nickelson explained how possible cuts could be made; he said there
was a possibility that $350,000 could be eliminated from the budget.]
Mz, Nickelson said the County may end up by having to budget more money
for indigent cane, He said there was a definite possibility of having to
register warrants before taxes start coming in this fall. He stated that the
General Fund was in a precarious position,
Supervisor McKillop suggested taking the budgets that Mr. Nickelson
felt the County would have trouble with and in this way the Board may be able to
make the cuts. The major budgets could be taken first for review.

Clay Castleberry, Director of Public Works, and Hal McDonald, assistant
Director of Public Works, present at this time to discuss the Public Works budgets,
Public Works-General Administration Budget discussed. Supervisor
McKillop asked what the tax rate would be to handle this budgeto Mr. Nickelson

explained the costs for this budget and the amount of County money needed,
Extra help discussed. Mr. Castleberry stated that the increase was due to the engin-
eers assigned to construction supervision of the large subdivision north of
Magalia and for the regular summer help,
Public Works~General Administration
Positions discussed, This department takes care of the office
management of this department. Travel costs discussed.
Chairman Reynolds stated that all travel costs should be cut.
He said the Nine Northern Counties Supervisors Association should have quarterly
meetings. Supervisor McKillop said a letter should be written stating that the
Regional meetings should be held on a quarterly basis, Mr. Mickelson was requested
to follow up on this matter.

Transfer station operation discussed. This/does not include a transfer
station for Paradise. Mr. Castleberry said he had been concentrating on the
Gridley area problem. Mr, Castleberry said there was a reluctance on his part
to place a transfer station in the Paradise area. If the Board desires that
a station be built in Paradise, he will go along with the Board members.]
Page 97, Vehicles. The Board said there was some question about the
4 one-half ton pickups. Mro Castleberry explained the need for these vehicles,
These are not all additional trucks; they are all replacements. Trade-ins
discussed. Supervisor Maxon suggested that the 4 pickups requested be reduced
to 3. Suggestion discussed; request far four pickups left in the budget at
this timed
Discussed the purchase of the 3/4 ton pickup; also the snowplow,
Mr, Castleberry said they would like authorization to put in a order for the
3/4 ton pickup and the snow plow as snore as possible. Purchase of the two
sedans discussed. Purchase of the chipper discussed, Mr. Castleberry felt
the chipper would be cheaper that burning the brush along the roads.
Mr. Castleberry said he felt these budgets were pretty tight,
BUDGET DISCUSSED:
Fire Protection
Revenue for fire protection discussed. It was stated that these
funds are county-wide general funds. The County is going to have to use sales
tax money for this purpose. Mr. Castleberry suggested that the County go back
to the special road tax fund this year, This would bring in a source of
revenue that should be raised. Special road tax discussed. This would help
in the budget.
Supervisor McKillop stated that if theCity of Oroville and the County
combine the two libraries it might help the County. It was suggested that any
excess of sales tax money could be placed in the Library fund It was also
felt that it might be better to use sales tax revenue for fire protection.
It was stated that the Board should set out as policy the Board's use of
sales tax money,
It was moved by Supervisor McKillop, seconded by Supervisor Maxon
and unanimously carried that the Board of Supervisors intention was to use the
sales tax revenue for Fire Protection, special road projects and for the library;
that this would be the Board's policy for the use of sales tax revenue.
PUBLIC WORILS BUDGETS DISCUSSED:
Time was again spent discussing the public works budgets.
Mr. Castleberry said they would propose a reduction in equipment expenditures.

Equipment discussed. Discussion was held on the transfer station operations.
Mr. Castleberry said he would propose to save as much money as he can for these
operations; he wily"use his forces to do some of the work, Chairman Reynolds
said that this should be a sales tax itemo Mr. Lawrence, assistant county auditor,
stated that waste disposal comes under the Enterprise Fund operation.
Mr, Castleberry said he would talk to the railroad company again to see if
the County could contract with them; it was felt that the County was several
years away from this program, Sugervisor McKillop asked how much revenue the
County was generating in the transfer station operation,
Purchase of oscilloscope discussed, Mr. Castleberry stated that
this piece of equipment handles the smog devices. Chipper discussed; purchase
left~'.in'~the budget.
Supervisor McKillop questioned Mr. Castleberry about the striping
program. Mr, Castleberry stated that they would be striping next weeko The
County is going to yellow stripes rather than the existing white stripes.
Mr, Castleberry said they will not be repainting all the stripes; they will be
doing the work that is needed right now. They will be putting cups over
the reflectors to keep from painting them,
Mr. Castleberry spoke on the matter of salaries. He said the Board of
Supervisors had requested that he prepare a proposal for street name changing.
This proposal is not included within this budget. Mr. Castleberry said it would
take two people one year to handle this matter. Mr. Castleberry said he did
not propose to use professional engineers for this work. Work involved in this
program set out and discussed, This item was not included within this budget
because it had been requested after the budget tread been prepared. It was
suggested that this street name changes be done, district by district. It
was felt the County should concentrate in one area at a time. Supervisor McKillop
asked if the County could use interns for this program. It was stated that
this could be done. Mr. Castleberry said it might be better to get an intern
to work with one of his people. Supervisor McKillop said this was something
the County should do as soon as possible. It was suggested that the County
could ask the College to set up this project. Mx. Nickelson was requested to
follow through on this suggestion and report back to the Board,
Mr. Castleberry said to get back to salaries. He would like
consideration on at least 3 changes:
For the senior civil engineering positions:-
For the Building and Subdivision position
For the Water resources engineer
and the road design and construction section
The duties have changed; they would like the Board to consider making one of
these positions a civil engineer level. The senior civil engineer should
be paid 10% higher than the other engineers, The assistant director of public
works should be raised 10%; Public Works Director position should be raised
l0%. Mro Castleberry set forth his justification for these requested salary
adjustments.
Mro Nickelson stated he would prepare a cost analysis for the Board`s
consideration for these salary adjustments requested by Mr. Castleberry.
Mr, Nickelson stated that the employees also desire a "salary increase. Salary
increases will be considered at a later date,
Mr. Castleberry stated that there were several other budgets that
he was responsible for.

Public Works Budget again discussed, Mr. Castleberry stated that they have been

advised that the Enterprise access fishing project might be postponed one year.
The County might have to wait on the fishing access projects-for a hile.
Mr. Castleberry said that 20% of his time was charged to the General
Fund and 80% of his time was charged to the road fund,
Use of Roy Pritchard's time set out and discussed, His work has
increased steadily. It was stated that the enforcing of regulatory ordinances
should be looked at very closely. Chairman Reynolds stated that zoning belongs
in the Planning Department.
Public Works budgets left open at this time.
APPEARANCES•
Mrs. Dorothy Thrasher, representing the California Taxpayers Association,
said they would like to be informed when the Data Processing Budget was to be
discussed, This budget has been set for discussion on Thursday, June 17, 1971
at 2:00 PoM,
Mrs. Pat Rellaford, Paradise, representing the Paradise Counsel on Aging and
Paradise Senior Citizens, stated that both agencies had written to the Board
members concerning the branch library and the Assessor's Office in Paradise,
She said that it was realized that the Board was facing many problems, but they
felt the enlargement of the branch library in Paradise was needed, Chairman
Reynolds stated that law enforcement needs assistance and they have a higher
priority on the county funds. The Assessor has been able to handle the work in
his office it was felt.
Mrs• Rellaford said she saw that the City of Oroville was requesting
assistance for the airport. Supervisor McKillop said that at the present time this
airport was being used by residents of the County but maintenance has been handled
by the City of Oroville taxpayers, Mro Nickelson said the County had a choice-
the county could assist the City of Oroville or take over the airports and have all
the costso

SHERIFF'S BUDGBT DISCUSSED
Sheriff Larry Gillick and Richard Stenberg, undersheriff, appeared
to discuss the Sheriff Department Budget. Mr, Nickelson explained the requests
within the budget, Mr. Nickelson stated that this budget has gone up quite a
bit due to the increases in the staffing. The Sheriff has requested an increase
of ten employees, During the review with the Administrative Office, the request
was cut to six employeeso
Positions proposed:
1 Juvenile officer
2 Investigators
3 Deputy positions
1 Reclassification resident deputy to deputy sheriff
Staffing requests discussed, Chairman Reynolds stated that the
Sheriff needs some indication from the Board heat he will receive help from the
Board if he needs it. Supervisor McKillop suggested that this budget be left
as now proposed and if more money is needed, then the Sheriff could request funds
and it could be discussed by the Board.
Time spent discussing overtime within this department. Mr. Nickelson
stated that overtime was controlled by the Sheriff, Sheriff Gillick stated
that this item was not abused, It was felt that additional help would reduce
the overtime and extra helps

AU'IEiORIZE APPROPRIATING PROPORTIONATE SHARE FOR-EMERGENCY EQUIPMENT &1HEN;TT BECOMES
NECESSARY _
'Sheriff Gillick stated he was on the Emergeney.Planning Board for the State.
It is the Planning Board's intent to purchase through CCCJ emergency equipment.
Sheriff Gillick stated he has to call a meeting of the l3 northern California
Counties to discuss this matter. The Board wants to stockpile emergency
equipment in certain .areas. Butte County has been .selected to be used to stock pile
some of this equipment. The County would have to contribute to-the purchase of
this equipment. The meeting of the counties would be to determine what equipment
the counties would take. Sheriff Gillick explained the situation to the Board,
He stated r_hat as soon as he has had the meeta.ng with the 13 northern California
counties, he will let the Board know the amount of money that will have to be
contributed. The equipment could be used for day~to-day operation.
Cha.irm3n Reynolds stated that this County was probably the prime area of
direction for CGCJ and that~Sheriff Gillick had been elected Chairman for this year,
CCCJ is hoping to hire a full time planner so that they will have an acceptable
plat. to give to the-State to be certified, CCCJ has a limited amount of funds so
the City of Chico has offered to contribute $1,000 towards this planners salary.
They are hoping that the City of Oroville will contribute-the same. It is hoped
that the County of Butte will contribute $2,000. Plans discussed. Request for
funds for this plan discussed.
It was moved by Chairman Reynolds, seconded by Supervisor McI~illop and
unanimously carried, that it is the intent of-this Board th:appropriate-the County"s
proportionate share for the full time planner for CCGJ, when it. becomes necessary,
and that the Administrative Officer be instructed to,inform the governing body of
Plumas and Colusa Counties cf the need for-the participation. in this hiring of a
planners that this County proposes to contribute to the fund on a population basis
fox' a full time planner to work for total planning for CCCJ.

DEVELOPMENT COMNIISSION BUDGET
Robert Martin, 350 Salem Street, Chico, appeared for the Chico Chamber
of Commerce, to discuss the funds contributed to the Chamber by the County. Mr. Martin
explained why he was appearing at .this time. He set out the .many things being done by
t_he Chico Chamber of Commerce. These activities are aimed at putting.Chico on the
map. The attempt of the Chambers of Commerce is to bring .industry into the communities.
He handed out. sheets setting out the desires of the Chamber. He said they-were
having a new brochure prepared and that it would be kept updated constantly.
Lt will be kept up to date as things change in that area. Mr. Martin said the
Ghieo Chamber of Commerce would appreciate a $1200 increase in .the County allocation
to them. At present they receive $1800 per. year; they now-would like to receive
$3,000 per year. They feel that their expanded use would warrant this increase.
Request discussed. He was told that this Board was looking at a very tough
budget this year. Supervisor Gilman said he would like to see some evidence o£
activity by these Chambers to warrant their allocations. Mr. Nickelson will work
with the Chambers on preparing their evidence to present to the Board.

Do?~ Black, Agricultural Commissioner, appeared to discuss the proposed
budget for the Agriculture Department. He stated he agreed.. with the Administrative
Officer on both budgets for this department.
Mr.. Black said there should be an immediate contact with "she insecticide
forcesg the vehicles in this department should have radios. He said the Air~Pollution
Control officer should also have a radio in his vehicle. Position of Air Quality
Investigator set out a.nd discussed, It was felt that it was imperative that the
County secure this person as soon as gossible.
Mr. Black stated that under the Air Pollution Control Board, it should be
broadcasted whether it will be a burn day or not, every morning this must be
broadcasted, He said that to get this information out to the public, one of the
best instruments he has seen is the Gode-o-phone. He explained how 'this piece
of equipment operated. The cost would be-$850, including tax. It-was felt that 'this
should be added to fixed assets in the Air Pollution Control Budget. There will be a
telephone hood up chax•ge £or this equipment. This should be added to Item 630,
fixed assets, Equipmento$870000 added.
Mr. Black stated that the State can no longer support the yellow leaf
;orogxam. Program explained and discussed. The extra help in the Agriculture Budget
eras to provide for two men for 6 months to hand Le these programs. This is the
County"s shared the State matches this amount. Time spent discussing the cost of
providing services for this disease control. A letter will be prepared for the
Chaixtnan°s signature requesting the State to continue:: this Ye11ow:Leaf R~11 and
'~Testern ~ disease control program. $2952 deleted for Extra help for this program.
Going back to the request for the Gode-o-,hone, it was stated that there
would be a monthly charge fox this and would also need $120.00 for a hook-up ahargeo

Mr. Black stated he-would also like to discuss. an increase in his salary.
He is spending about 40% of his time on Air Pollution matters. He requested that
his salax'y be increased to Salary Range 29.5; this 'would be a 10% salary increase.
Mx•. Black explained his request. The Board informed Nr. Black that they have
received many requests for salary increases, No decision has been made on.the
salary requests. fFo aetian taken at this time on this time.

PIRR'PROT~CTION B.UDGRT DISCUSSED
Budget disoussed. Salary increase costs discussed. Compensation
k`und discussed, Cohasset k'ire Department has requested that this be covered by
the County. This is a volunteer fire department. The only volunteers that- are
in. this budget to be covered are those volunteers formed by the County. These
men are under County*_raining.
Volunteer grogram discussed. Mr. Letson-said-he would like to have some
one go around and see that these volunteers are getting the proper instruction,
Mr.-Letson has spoken to Mr. White of the Cohasset Fire Department; he has told
him that the only way the County could handle this compensation insurance matter
-would be under a contribution to the department. Mr. Nickelson stated he had sent
a memo to County Counsel asking if the County could contribute this service to
Cohasset. Mr. Nickelson said if it were legal, he would recommend that the
County contribute some $365 for this service to them.

to .finance this budget discussed. Mr. Letson asked if Biggs had talked to the County
about the costs of the power bill for the Biggs station. Costs for the electric bi11
for this station discussed.
Mr. Letson set out the advantages of contracting with the State for these
fire protection services. He said the fire season opened this year on June 8th.
Supervisor McICillop asked. Mr.-Letson for-his evaluation. of the pilot volunteer
firemen program. fir, Letson said he felt it was a good program.
Budget left open at this time.
