Dan Blackstock, County Counsel, recommended that-the Board of Supervisors
r.•etain outside help to handle the litigation on the Continental Nut case.
Mr.. Blackstock recommended the law .firm of Kroni,ck, Moskovitz, Tiedemann and
Girard. He said this would involve a budget transfer in the amount of $3,000
.for the payment of their fees. This would-be under Special and Professionalized
services. It was suggested that this be added to next ,year's budget, rather 'than
to have a budget transfex•. Mr, Blackstock stated he had an .app ointment with the
firm nn June 30th to brief them on the case. The County will know by that time
whether the firm intends to pay the taxes under protest. A transfex' would not be
mad e, funds would-be added to the 1971-72 budget.
It was moved by Supervisor McKillop, seconded by Supervisor Gilman .and
unanimously carried, that County Counsel be authorized to retain the Iaw firm of
Kronick, Moskovitz, Tiedemann and Girardco handle the Continental Nut litigation.
matter and that $3,000 be placed in County Counsel's budget for 1971-72, under
Prof, and Specialized Services.
Mr. Blackstock stated he would keep the Board advised on. the other
tax cases that are pending.

Budget discussed. Robert 0°Brien, Veteran Service Officer, appeared
to discuss a new position in his budget that has not been proposed by the Admi,F;.istra4i•ve
8fficer, Mr, O'Brien explained his request. He stated that the case load ira
this office has been increasing constantly. He feels that it is impossible ~o r.+sn
this office with two people. Chairman Reynolds requested that Cl~.f Mi~ckelsor~,
Administrative Offioer, explain the purpose in the deleting of this pcaitio`. from thW
proposed budget. Mr> Nickelson said he had no argument with the request;. money has
been budgeted for part time help. Supervisor McKillop said he did not see haw this
office could haad'ie the work without some part time help at least, Work. involved
in. this office set out and discussed. It was suggested tha4~ maybe could have the
part time girl work in Chico half time and the other half time she could work ir= the
Public Guardian office.
Mr. Gleeson explained the operation of his office. Mr. 0°Brien sai.ci he
would prefer to have the girl in the Chico office. Mr. 0°Brien explained purpose
of the request. Mr. Nickelson said that statistics would probably justify the
extra help. Mr. Nickelson said he was inclined to hold off an the request cf
Mr. Gleeson for the Public Guardian Office but that he felt Mr. 0°Brie*~ could use
the extra help. Mr, 0°Brien said he would rather have half-time help rather than
extra help;, in this way the girl could take advantage of the employees benefits.
Request discussed. ,
On motion of Supervisor Maxon, seconded by Supervisor Madigan anal
unanimously carried, authorization was granted to place funds in the Veteran
Service Officer.'s Budget for a half-Cime employee in the amount of $2,550.00.
Public Guardian Budget
Walter Gleeson, Public Guardian, appeared to discuss this budget.
Staffing in this office discussed. Mr, Gleeson explained his work load and the
request foa~ additional help. Supervisor Maxon suggested that this budget be Left
open and have the Administrative Officer do some research on this office.
Mr.~. Micke'lson will secure the requested information and present to the Board
for their consideration.

Sheriff Budget discussed. Fred Hockett stated that $1,000 we~tild ha-de to

Dora N'issens Cltl.ef Probation Officer, stated that he was ire. agreemen.i: with this
budget. Money was cut o'ut of this budget without telling him, in the foad item,
Mr. Mickel.son stated that Juvenile Hall has operated. in a very efficient marar:.er.
Z:t was run on a very eight budget. There was a reduction on the food item based o_
the f.ac* that the dependent children were being taken out of Juven.i7.e Ha17.,
Mr, Austin objected to this reduction, Mr. Mickelson said he has no abject:ians
t'.o sugges`_ing that the $500 be placed back in this budget. If Mr, Austin does not
need this money, he will not spend it, Mr. Bosworth stated he has no ar.•gument
with the statistics of the meals to be served,
On motion. of Supervisox• McKillop, seconded by,Supervisor Madigan- a_~.d
unanimously carried, the $500 was placed back in Juvenile Hall Budget to cover the
food items as recommended by the Administrative Officer.

Building of a new Juvenile Hall discussed. Chairman Reynolds said he
agreed with Supervisor Maxon that the building of a Juvenile Hall was a cx•itical
problem, Time spent discussing how the problem could be handled. It was stated
that two new buildings were under construction at this time. Mr. Nickelson said
he would not propose building under the Lease Lease~Back condition until one of
the other buildings has been completed. Building discussed; no action taken.
Juvenile Coux•t Fiards Budget
Don. Nissen explained the budget; he stated he was asking the Board for
authority to raise the Foster Home care rates.. He proposed raising the rate from
$9:3 per month to $105.00 per month. These would be for juveniles from 13 years of
age Lo l7 years of age. He said he needs the rate increase to find the proper
foster' homes. Increase discussed.
On motion of Supervisor Gilman, seconded by Supervisor Madigan and
unanimously carried, the foster home care rates were increased from $93 per mgnth
to $105 per month, for. juveniles 13 through 17 years of age.
Mr. Nissen explained the cost for institutional care. He said he desires to
budget for two 'beds for the emotionally disturbed child. It would cost $900 per•
month for two beds. Mr. Bosworth had recommended that the County only budget for'
one bed, Mr. Nissen felt that this should be a two bed situation rather than a
one bed for these emotionally disturbed juveniles.
Lt was felt that $67.50 should be placed in .Institutions for diagnostic
service wl.th the California Youth Authority. Request discussed.
On motian of Chairman Reynolds, seconded by Supervisor Madigan and
unanimously carried, $6750 was added to the Juvenile Court Wards Budget for the
contract with the California Youth Authority for diagnostic services for diagnostic
services for the emotionally disturbed child, said contract having been approved
at a previous meeting.
Library Budget
Jo Ferry, County Librarian, appeared to discuss the proposed budget for
the library, She said she would speak to two items, She outlined the book. budget.
She said that '36,400 bogks were published this last year. She said at today's rate
the County can buy on the average of 9 non-fiction books for. $100,
Mrs. Terry stated she had requested 3 positions added to her budget.
She has requested a range increase in the library clerk positions. She has also
requested a new bookmobile. The circulation .in this bookmobile service has increased„
She urged the Board's support of her requests. She stated that a group in Paradise
is requesting a new facility in.,Paradise. She said all the libraries were crowded.
People are using the library-more and more.
Supervisor McKillop asked what would happen to this budget if the
City of Oroville and the County Library were to combine their operations. Mrs,
Ferry said that it would not greatly affect this budget. Line items would be addedy
the County would pick up funds from the City of Oroville. The consolidation would
be on a administrative level. Time spent discussing the combining of the libraries.
Time spent discussing the request for funds for a new. bookmobile. She stated
the present bookmobile is 14 years old. Mr. Nickelson said he had hoped last year that
the County would be able to purchase a new bookmobile this year but it does not seem
possible that this purchase can be made at this time.

Mr. Nickelson stated that Mrs. 'Perry runs a good department. Her book, budget
is very t~i.ght, it is just a question of haw mach money the Coun~:y car.. afford to put
up for this service. Supervisor McKillop said the Board could consider her requests
but not take action .until a full scope of how .much Will be received from the sales
tax revenue.
Budget left open. at this time. Mr. Nickelson said that maybe the Goun.ty
could lift 'she body off the present bookmobile and place it on another chassis. Mr.
Mie,kelscr_ was requested to look, into this matter of the chassis. No action at this
time.
"Welfare Department Budget
ifid Robinson, Welfare Director, present to discuss the proposed budget. Mr.
Robinson explained the increase in the aid to children, Aid to children was increased
to $5,661,758. There is an increase of $82,353.00 additional tax money. Mr, Robinson
explained the increases in-this budget.
It was stated that the budget that has been presented by Mr. Robinson is a
legal budget. This proposed budget could be left open and then approved at a latex•
datE when more is known about :-he increases.
ThF Board accepted fire recommendation of Mr. Robinson regarding this pr•o-
posed b~.dget. Budget left open at this time.
P'aod Program Bird et
.Proposed budget discussed. It was stated that this budget will have to be
redone. These employees had not been placed in the merit system; the County now has
au`~hoxity to place them in the merit system. Mr, Ra~kerby stated that the store-
keepers have been on .extra help; now they will be placed under the merit system.
Mr. Robinson stated that commodities will be handled as a temporary thing
until F:he food stamp program is started. Mr. Robinsan had proposed figures for the
food stamp prcgram. Mr. Robinson said that the thing that surprised him was that no
one had 'Vold him that the County was going to food stamps. He stated ghat at the
meeting last Monday, stamps became a vital past of the discussion. Previously, the
Federal Government has been for stamps; now they have said they will eliminate stamps
bevas.se of "he casts. By July of next year there would be no stamps. The cost of
conversian from commodities to stamps is prohibitive he said. He said that every
Welfare recipient is eligible for food commodities, Under the stamp program, every
recipient that asks for stamps has to have an additional budget. tie feels that
personnel wi't1 have to be increased to handle the budgets for each recipient.
Programs discussed.
Chairman Reynolds said he would stand on his vote to stay with commodities.
'Dime spend discussing whether the County should go to hood stamps or whether it should
stay with the food commodities, It was felt that xf the food stamp program was not
going tc be permanent, then the County should not go to it. Supervisor i~3cKillop
felt the County should study-both projections and take action at a later date.
Mr. Robinson. stated that he was reporting on this program to keep the Board
informed that the matter is pending. He said that the people at the State level had
stated they would come up and help the County set up the food stamp program if the
Board wants to go to this program. He said the State has informed him that they
want the County to go to food stamps. The Board had taken action a year ago stating
that they wanted the stamp program. Money has bee n. allocated to this County, to set
up the food stamp program. Mr. Robinson will report back to the Board when he has
made farther inquiries in the matter,

counties on the costs of handling the food stamp prcgram.

Data ProcessirzQ SudQet
Mr. Orrin Stratton., Chico, appeared representing the Butte County Taxpayers
Association. Mr, Stratton .read a statement stating that Data Processing is requiring
more priorities than it is entitled to. He expressed concern about the increase in
taxpayers money going co Data Processing. He recommended the following changesa
1) di.scontinae Data .Processing, 2) have a meeting to determine how soon departments
can. be phased out of Data Processing; and 3) contract with an outside firm for
data processing services. Mr. Stratton distributed copies of his statement anal graphs
to the Board members,
Hank Hindex•y present to discuss Data Processing budget. Before explaining
his budget, however, Mr. Hindery stated that his department will direct a statement
to the Taxpayers!' Assaciation regarding the Data Processing services and bz:dget.
~'he Board members and Administrative Officer made a few preliminary comments
abouT• the need for data processing services, stating that without the Data Processing
department greater staffing would undoubtedly be necessary.
Discussiono Rents and Leases - Equipments Mr. Hindery stated that RCA
has increased their maintenance cost by 5% effec*_ive for Butte County in Januax'y
1972. `This would require $500 more to be budgeted ir.~. line ~k390.
Mr. Hir!.dery r.•egaested consideration by the Board of an extx'a $25 a month for
two computer ogera~ors who are forced to wox•k evening shifts. Cliff Mickelson stated
that this problem exists in other departments also, and special consideration could
not be given to only one department.
'l'ime was spent discussing data processing expenditures and costs for data
processing services to outside agencies. Mr. Hindery stayed that *_he c:ost far
outside agencies is cost plus 15%. 2t was stated that Data Processing should n_nt have
an expenditure budget; it should be operating at a profit. Supervisor Madigan suggested
charging 25% instead of 15% to outside agencies. Supervisor Gilman stated that we
still must be competitive with other agencies.
T~?me was spent discussing new departments using data processing services. On
the motion of Supervisor Maxon, seconded by Supervisor McKillopy and unanimously
carried, a new Board policy was adopted whereby new data processing applications
must be brough~ before the Board for authorization before implementation of date-
processing services.
Discussion of lines 1.20 and 140, Extra Help and Overtime; Mr. Hinder°y re-
quested a~n increase for an additional position of half-time operatians division con-
trol clerk. and half-time key-punch operator. He explained that this extra position
would cut his overtime budget by 75% and would also cut-down on the extra help
budget. He stated that with this extra position he would request to cut down the
extra help budget by $2,000 leaving it at $1,000; and *_o cut down the overtime budget
by $2,000 leaving it at $500. Cliff Mickelson recommended Board appr'o'val for.• this
amendment.
On the motion. of Supervisor McKillop, seconded by Supervisor Madigan, and
unanimously car'r'ied, an additional position was approved for Data.Processing with
a reduction of $4,000 in overtime and extra help.
On. the motion of Supervisor McKillog, seconded by Chairman Reynolds, and
unanimously carried, Hank Hindery was appointed as the permanent direCtOr of Data
Processing Departmer_t.
